There are various methods available for estimating magnitude and trends of evapotranspiration. Bowen ratio energy balance system and eddy correlation techniques offer powerful alternatives for measuring land surface evapotranspiration. In spite of the elegance, high accuracy, and theoretical attractions of these techniques for measuring evapotranspiration, their practical use over large areas can be limited due to the number of sites needed and the related expense. Application of evapotranspiration mapping from satellite measurements can overcome the limitations. Public awareness of harmful human environmental effects such as global warming has increased greatly in recent years and researchers have increased their efforts in gaining more knowledge about the Earth's atmosphere. Natural and man-made processes pose threats lo the environment and human life, so knowledge of all atmospheric processes is necessary. Ozone and aerosols are important factors in many atmospheric processes and active remote sensing techniques provide a way lo analyze their quantity and distribution.

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

It is clear that feedbacks among drinking water quality and quantity, population, public perceptions, regulations, and estuarine water quality exist, although their strength and character have varied over time. To bridge the gaps between traditional mesoscale modeling and microscale modeling, the National Center for Atmospheric Research (NCAR), in collaboration with other agencies and research groups, has developed an integrated urban modeling system coupled to the Weather Research and Forecasting (WRF) model as a community tool to address urban environmental issues. The core of this WRF/urban modeling system consists of: 1) three methods with different degrees of freedom to parameterize urban surface processes, ranging from a simple bulk parameterization to a sophisticated multi-layer urban canopy model with an indoor outdoor exchange sub-model that directly interacts with the atmospheric boundary layer, …

The assessment and characterization of atmospheric aerosols and their optical properties are of great significance for several applications such as air pollution studies, atmospheric visibility, remote sensing of the atmosphere, and impacts on climate change. Decades ago, the interest in atmospheric aerosols was primarily for visibility impairment problems; however, recently interest has intensified with efforts to quantify the optical properties of aerosols, especially because of the uncertainties surrounding the role of aerosols in climate change. Aerial platforms can fill a measurement gap between orbiters and rovers, providing planetary scale high resolution in situ measurements, access to scientifically interesting terrain that is either inaccessible or hazardous to rovers, and serve as a planet-wide delivery platforms to deploy surface probes and rovers to areas inaccessible given existing entry, descent, and landing systems. A permanent robotic outpost on the Martian surface can utilize locally-derived hydrogen as a lifting gas for balloon systems deployed from Mars. That approach can simplify the inflation and launch of aerial vehicles while allowing for a long duration deployment campaign that is not constrained …

A system dynamics model was developed to estimate the carbon dioxide (CO2) emissions associated with conveyance of water from the water source to the distribution laterals of the Las Vegas Valley. In addition, the impact of several water management policies, including water conservation, reuse, and population growth rate change was evaluated. The results show that, at present, nearly 0.53 million metric tons of CO2 emissions per year are released due to energy use for water conveyance in distribution laterals of the Valley from Lake Mead, located 32.2 km (20 miles) southeast of the Las Vegas at an …

The National Weather Service’s (NWS) river forecast centers provide long-term water resource forecasts for the main river basins in the U.S. The NWS creates seasonal streamflow forecasts using an ensemble prediction model called the Extended Streamflow Prediction (ESP) software. ESP creates runoff volume forecasts by taking the current observed soil moisture and snowpack conditions in the basin and applying them to historical temperature and precipitation scenarios. The ESP treats every historic input year as a likely scenario of future basin conditions. Therefore improving the knowledge about how long-term climate cycles impact streamflow can extend the forecast lead time and improve …

Variations in ionospheric plasma density can cause large amplitude and phase changes in the radio waves passing through this region. Ionospheric weather can have detrimental effects on several communication systems, including radars, navigation systems such as the Global Positioning Sytem (GPS), and high-frequency communications. As a result, creating models of the ionospheric density is of paramount interest to scientists working in the field of satellite communication.

This conference is a sequel to the 2009 World Energy Justice Conference (WEJC 2009) which began examining ways of mainstreaming safe, clean, and efficient energy for the world's Energy Poor (EP).
