This paper presents an overview and initial testing results for a shallow water Lagrangian float designed to operate in coastal settings. The presented effort addresses the two main characteristics of the shallow coastal environment that preclude the direct of use of many successfully deep water floats, namely the higher variation of water densities near the coast compared with the open ocean and the highly varied bathymetry. Our idea is to develop a high capacity dynamic auto-ballasting system that is able to compensate for the expected seawater density variation over a broad range of water temperatures and salinities while using measurements …

The Portland Municipal Climate Change Working Group prepared a report in March 2008 that outlined several recommendations as a commitment by the City to address greenhouse gas emissions (GHG) produced during daily municipal operations. The Municipal Climate Action Plan was written in partnership with Clean Air – Cool Planet and Portland officials, and acknowledges under Recommendation #2 that an employee energy efficiency program would provide significant positive impact on the City’s reduction of greenhouse gas emissions. Researchers and the general public have expressed great concern over how human activities exacerbate pollution's deteriorating impact upon the environment. Effects such as global warming, air quality and ozone layer depletion are but a few examples that can have a dramatic effect on the quality of life worldwide.

A compact lidar system for the purpose of aircraft ozone atmospheric measurements was tested and evaluated. We present a data-driven model, Support Vector Machine (SVM), for long lead time streamflow forecasting using oceanic-atmospheric oscillations. The SVM is based on statistical learning theory that uses a hypothesis space of linear functions based on Kernel approach and has been used to predict a quantity forward in time on the basis of training from past data. The strength of SVM lies in minimizing the empirical classification error and maximizing the geometric margin by solving inverse problem. A large share of America's population, businesses and economic activity now occurs in coastal areas. At the same time, during this century many coastal communities are likely to be severely impacted by sea level rise and increased storm surge and tidal flooding.

“What to do” about this vulnerability is the subject of this brief. It is intended to help municipalities identify courses of action and steps they might take toward increasing their resilience, especially regarding financial resources that will need to be allocated toward the various strategies identified.

The Ord River Irrigation Area (ORIA) has a 'flow through' irrigation system. That is, irrigation water is diverted from Lake Kununurra and any waste water from the irrigation system and farms flows directly back into the river downstream. This means that any sediment, nutrient or chemicals in tailwater from farms flows straight into the river.

The Ord Land and Water Management Plan 2000 specifies goals to improve surface water quality. The goals are to reduce the load of chemical and nutrient contamination and sediment in tailwater by 40 per cent.

In south-western United States, soil moisture data is important for drought studies in the region which is experiencing a drought for many years, whereas in South Florida, water stage data is required by hydrologists to monitor the hydrological flow in wetlands. Soil moisture data and water stage data are not sufficiently available due to sparse monitoring stations. Installation of dense measuring stations over an extended area is costly and labor intensive. The potential for wind-generated electricity is examined using 22 months wind data collected from a prospective site located in the southern highlands of Tanzania. While the data for the year 2001 was from March to December that of 2002 was for all the twelve months of the year.Characteristics of monthly and annual wind speed and direction are systematically investigated based on hourly time-series data using Windographer software. The Arctic seafloor remains one of the last unexplored areas on Earth. Exploration of this unique environment using standard remotely operated oceanographic tools has been obstructed by the dense Arctic ice cover. In the summer of 2007 the Arctic Gakkel Vents Expedition (AGAVE) was conducted with the express intention of understanding aspects of the marine biology, chemistry and geology associated with hydrothermal venting on the section of the mid-ocean ridge known as the Gakkel Ridge. We compare Tropospheric Emission Spectrometer (TES) version 2 (V002) nadir ozone profiles with ozonesonde profiles from the Intercontinental Chemical Transport Experiment Ozonesonde Network Study, the World Ozone and Ultraviolet Data Center, the Global Monitoring Division of the Earth System Research Laboratory, and the Southern Hemisphere Additional Ozonesonde archives. Approximately 1600 coincidences spanning 72.5°S–80.3°N from October 2004 to October 2006 are found. The TES averaging kernel and constraint are applied to the ozonesonde data to account for the TES measurement sensitivity and vertical resolution. To understand and model the energetics of the Sun-Earth connection, measurements of specific atmospheric molecules are beneficial. The objective is to formulate an algorithm to derive temporally varying atmospheric water vapor concentrations as functions of altitude, latitude, and longitude from solar irradiance absorption measurements. The Visidyne SAM (Sun and Aureole Measurement) instrument, which studies the size and distribution of cloud particles, was used to obtain the experimental data. In-depth studies on the interaction of nonthermal plasmas with microorganisms usually focus on bacteria; only little attention has been given to their effects on more complex eukaryotic cells. We report here nonthermal plasma's effects on cell motility, viability staining, and morphology of eukaryotic microalgae, with three marine dinoflagellates and a marine diatom as major targets. The effects on motility and viability staining depended on the time of exposure to plasma and the species of microalgae. This poster reports on the August 2007 Black Sea Expedition of the Institute for Archaeological Oceanography at the University of Rhode Island (IAO) and the Institute for Exploration (IFE), in collaboration with the Department of the Underwater Heritage of Ukraine. This year’s work marks a new phase in a multi-year (2000–2012) archaeological and oceanographic survey of the Black Sea. 2007 fieldwork focuses on two Byzantine shipwrecks. The 10th century C.E. shipwreck Chersonesos A (discovered in 2006) lies at 140 m depth in the suboxic zone off the Crimean peninsula. The ship carried a cargo of one-handled jars of a widely …

A web-based software tool has been developed to assist urban planners and air quality management officials in assessing the potential of urban heat island mitigation strategies to affect the urban climate, air quality, and energy consumption within their cities. The user of the tool can select from over 170 US cities for which to conduct the analysis, and can specify city-wide changes in surface reflectivity and/or vegetative cover. This research effort assesses the performance of the High Energy Laser End-to-End Operational Simulation (HELEEOS) Climatological C2n optical turbulence model. Path-integrated C2n values of two HELEEOS optical turbulence pro les at 3 distinct operational altitudes are compared to values determined from measured thermosonde data. HELEEOS desert and mid-latitude sites are selected from the Extreme and Percentile Environmental Reference Tables (ExPERT) database for comparison to the thermosonde data. Statistical equivalence of the two datasets is determined through a Design of Experiments (DOE) factorial test to within 80% confidence. The HELEEOS profiles are shown to be equivalent to …

This dissertation documents three new contributions to simulation and modeling of optical turbulence. The first contribution is the formalization, optimization, and validation of a modeling technique called successively conditioned rendering (SCR). The SCR technique is empirically validated by comparing the statistical error of random phase screens generated with the technique. The second contribution is the derivation of the covariance delineation theorem, which provides theoretical bounds on the error associated with SCR. It is shown empirically that the theoretical bound may be used to predict relative algorithm performance. Therefore, the covariance delineation theorem is a powerful tool for optimizing SCR algorithms. …

Coastal engineers have long recognized the need for a storm classification system that combines wave conditions, storm surge, and the length of time for the storm event. A new classification system has been developed that is based on the conservation of total horizontal momentum. Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. An evaluation of Pacific and Atlantic Ocean sea surface temperatures (SSTs) and continental U.S. streamflow was performed to identify coupled regions of SST and continental U.S. streamflow variability. Both SSTs and streamflow displayed temporal variability when applying the singular value decomposition (SVD) statistical method. Initially, an extended temporal evaluation was performed using the entire period of record (i.e., all years from 1951 to 2002). This was followed by an interdecadal-temporal evaluation for the Pacific (Atlantic) Ocean based on the phase of the Pacific Decadal Oscillation (PDO) (Atlantic Multidecadal Oscillation (AMO)). A radiometric model for daylight satellite detection is developed and used to evaluate the effects of various parameters on signal-to-noise ratio (SNR). Detection of reflected sunlight from a low-earth orbit, diffuse, planar satellite by a single-pixel infrared photovoltaic detector is considered. Noise considered includes photon noise from the background and signal, as well as thermal noise. Parameters considered include atmospheric conditions, optical parameters, and detector parameters. The Phillips Laboratory Expert-assisted User System, an atmospheric modeling tool that employs the MODTRAN and FASCODE transmission codes, is used to model wavelength-dependent atmospheric transmission and background radiance. A comparison of ray tracing predictions for transionospheric electromagnetic wave refraction and group delays through ionospheric models is presented. Impacted applications include over-the-horizon RADAR, high frequency communications, direction finding, and satellite communications. The ionospheric models used are version 2.1 of Utah State University's Global Assimilation of Ionospheric Measurements (USU GAIM) model and the 2001 version of the International Reference Ionosphere (IRI) model. In order to provide ray tracing results applicable to satellite communications for satellites at geosynchronous orbit (GEO), a third ionospheric model is used to extend the sub-2000-km USU GAIM and IRI ionospheric specifications to 36540 km in altitude. …
