Executive Summary

Biological diversity refers to the variety and variability among living organisms and the ecological complexes in which they occur. Diversity can be defined as the number of different items and their relative frequency. For biological diversity, these items are organized at many levels, ranging from complete ecosystems to the chemical structures that are the molecular basis of heredity. Thus, the term encompasses different ecosystems, species, genes, and their relative abundance (OTA, 1987).

Onslow Barley........ a new breed of barley for the southern high rainfall areas (see map VH,H4 &H5). Suited to May plantings, Onslow is the first barley developed specifically for the long growing seasons in these areas.

For the first time barley growers have a variety designed for those 4 t/ha plus yields which research shows are possible with early sowing.

Onslow is the first of a new breed of barley cultivars developed in Western Australia specifically for the southern high rainfall areas which have a long growing season.

The ability to collect weather data in near-real time has improved because of technological advances, enabling weather data users to obtain more weather data over wider areas, and in a more timely fashion. The number of near-real time climate networks is increasing as new applications are found for climate data. More than fifteen states in the United States have established automated weather station networks. This paper presents an overview of recent developments in automated weather data collection in the United States and gives a detailed description of the network in Nebraska.

CROPSTATUS is a series of programs residing in Nebraska's AGNET system using daily weather data to assess seasonal changes in crops, livestock, and other agricultural conditions. Assessments are based on parameters developed from accumulations of current daily temperature and precipitation data collected from a network of synoptic, climate, and automated micrometeorological stations in Nebraska in comparison with daily normals. The daily normals were derived from monthly summaries using multiple regression models to compute daily values as a function of Julian day numbers. Crop phenology models based on growing degree days were used to monitor and forecast the progress of different …

In a recent survey conducted by the University of Nebraska's Center for Agricultural Meteorology and Climatology of Agricultural Network (AGNET) users, the results of potential evapotranspiration (ET_p) projections (calculated using the Blaney-Criddle approach, which employs "normal" climatic data to project ET_p estimates up to three days into the future) were labeled "unrealistic." To improve these projections, National Weather Service (NWS) forecast variables were used as input into the Blaney-Criddle and Penman equations. ET_p projections calculated according to the Penman equation, with data measured by automated weather stations as input, were assumed to represent the "best" …

The greenhouse effect is now an established scientific fact. Evidence published in the US and Australia in 1987 leaves little room for doubt. Carbon dioxide sent into the air whenever fossil fuels are burnt traps reflected heat from the Earth's surface - just as a greenhouse traps heat on a summer's day.

The uncertainties currently present in any prediction of future regional climate are very large. This paper presents a synopsis of current literature related to the future climate of Western Australia.

A 1‐year time sequence (November 1978 through October 1979) of surface pigment images from the South Atlantic Bight (SAB) was derived from the Nimbus 7 coastal zone color scanner. This data set is augmented with in situ observations of hydrographic parameters, freshwater discharge, sea level, coastal winds, and currents for the purpose of examining the coupling between physical processes and the spatial and temporal variability of the surface pigment fields. This study examines the spatial and temporal characteristics of the surface air temperature in Portland, Oregon. Spatial temperature patterns indicate that the dominant control factors on seasonal temperature distribution are local topography, elevation, and urban-rural differences in surface structure. A heat island exists in the Portland area; the intensity of the heat island rang€s from 4° to 10° F, and varies throughout the year. The strongest heat island is found in the July minimum temperature. Temperature distribution in Portland and the adjacent area is affected by winds and rainy conditions, but less influenced under overcast skies. The long-term temperature over …

A region of transition of surface water characteristics from subantarctic to Antarctic and an associated eastward flowing Antarctic Circumpolar Current (ACC) have long been recognized to exist as a band around Antarctica. In this review we summarize the most important observational and theoretical findings of the past decade regarding the ACC, identify gaps in our knowledge, and recommend studies to address these. The nature of the meridional zonation of the ACC is only now being revealed. The ACC seems to exist as multiple narrow jets imbedded in, or associated with, density fronts (the Subantarctic and Polar fronts) which appear to …

In recent years many farms in Western Australia's wheat-growing areas have experienced adverse seasons. For example, the 1983-84 season was characterised by a late start, dry spring and wet harvest which resulted in many farms suffering a combination of low yields and the downgrading or dockage of their grain.

Poor seasons and poor profitability prospects for wheat-growing caused some concern about farm indebtedness in these areas.

In late 1983, a Parlimentary select committee was appointed to inquire into rural hardship. The State Minister for Agriculture also announced that the Department of Agriculture would conduct a farm survey to determine the …

Deepened isotherms associated with El Niño resulted in severe nutrient limitation and very low kelp productivity during the last half of 1983. Frond growth rates were so low that terminal blades formed before reaching the surface, eliminating the canopy. Frond initiation rates were also extremely low, resulting in significant reductions in mean plant size. Plants growing above 10m were more severely affected than plants at 20m. Nutrient pulses associated with internal waves are thus critical for survival of Macrocystis pyrifera in nutritionally marginal habitats in Southern California.

During the 19th century, while others were debating about the theory and morphology of tornadoes, Finley set out to prove that tornadoes, like other weather phenomena, could be forecast. He developed forecast rules and made experimental forecasts. His forecasting and analysis activities made him the center of controversy during most of his professional life and led to open debate in the literature, but he set precedents in meteorological forecasting that are still valid today. One objective of the U.S. Southern Ocean Global Ocean Ecosystems Dynamics (SO GLOBEC) program is to gain a better understanding of the sea floor bathymetry in the program study area. Much of Marguerite Bay and the adjacent shelf west of the Antarctic Peninsula were poorly charted when the SO GLOBEC program started in 2000. Before the first SO GLOBEC cruise, an improved local area version (ETOPO8.2A) was created from the Smith and Sandwell (1997) topo_8.2.img 2-minute digital gridded bathymetry for the study area. Crop performance and climatic records were collated for high production counties in South Dakota to evaluate the effects of temperature and precipitation on yields. The crops involved were corn, soybeans, sorghum, oats, spring wheat, and winter wheat. Records were compared for the period from 1965 to 1982. The computer data file for each county includes seven climatic parameters, dates of plant development, adjusted yield-and yield rank by year. The crop/climate record for the 17-year period was evaluated in sixteen counties per crop each year. Thus, 272 county x year observations were made for each crop, except for soybeans which involved …

This submission outlines the extent of drought in Western Australia in 1982/83, examines the adequacy of drought assistance measures and, after canvassing alternative assistance measures, proposes a preferred package of drought assistance measures.

The issue of whether or not the non-farm sector in rural areas should receive drought assistance, and if so what type, is not addressed in this submission. Rather the framework of discussion is restricted to the farm sector.

Drought relief has become an expected response of the federal government to periods of widespread drought in the United States. A wide range of emergency, short-term and long-term drought programs were formulated to deal with the extreme drought of the 1930's. By 1977 there were 40 separate programs administered by 16 different federal agencies. This paper traces the development of federal drought relief bureaucracy, including drought designation criteria and procedures.

Data from 2872 hydrographic stations have been used to determine the oceanographie climatology of the southeastern United States continental shelf waters. The data were sorted by each degree of latitude and by depth into three zones (0–20 m, 21–40 m, 41–60 m). Inner shelf water temperatures were similar to adjacent land air temperatures, while outer shelf temperatures were moderated by the Gulf Stream. Minimum and maximum water temperatures occurred in Georgia and South Carolina inner shelf water. Bottom temperatures were unusually low off Florida in the summer probably because of shelf break upwelling. Surface salinity was lowest adjacent to the …
