Navigating the Future of the Colorado River (Martz Summer Conference, June 8-10)
Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

High Plains Regional Climate Center: Staff Publications
The first step in managing large-scale (national) collaborations and networks is to consider and address how a group and a potential partnership may match up (Luther, 2005). To explore this concept and many other collaborative concepts, the National Integrated Drought Information System (NIDIS) hosted a workshop, “Building a Sustainable Network of Drought Communities,” which was facilitated by the National Drought Mitigation Center (NDMC) in Chicago, IL, June 8-9, 2011.

The Environmentally Friendly Drilling Systems (EFD) Program, managed by the Houston Advanced Research Center, works to identify, develop and transfer critical, cost effective, new technologies that can provide policy makers and industry with the ability to develop natural gas reserves in a safe and environmentally friendly manner. Funding for the EFD Program is through a grant from the Research Partnership to Secure Energy for America, established under the 2005 Energy Act. This paper apply an statistical technique to correct radiometric data measured by Advanced Very High Resolution Radiometers(AVHRR) onboard the National Oceanic and Atmospheric Administration (NOAA) Polar Orbiting Environmental Satellites(POES). This paper study Normalized Difference Vegetation Index (NDVI) stability in the NOAA/NESDIS Global Vegetation Index (GVI) data for the period 1982-2003. AVHRR weekly data for the five NOAA afternoon satellites NOAA-7, NOAA-9, NOAA-11, NOAA-14, and NOAA-16 are used for the China dataset, for it includes a wide variety or different ecosystems represented globally. In this study, we use a hazard-based modeling as an alternative statistical framework to time series methods as applied to climate data. Data collected from the Kentucky Mesonet will be used to study the distributional properties of the duration of high and low-energy wind events relative to an arbitrary threshold. Our objectiveswere to fit bathtub models proposed in literature, propose a generalized bathtub model, apply these models to Kentucky Mesonet data, and make recommendations as to feasibility of wind power generation. Using two different thresholds (1.8 and 10 mph respectively), results show that the Hjorth bathtub model consistently performed better …

Drought is a reoccurring phenomenon with widespread economic, social, and environmental impacts. Unlike other disasters, a drought cannot be easily detected. In addition, droughts are widespread and develop slowly over time making it difficult to detect its onset and monitor its severity and impacts. To assist in monitoring the severity and spatial extent of droughts, drought managers frequently use indicators and triggers. Drought indicators are meteorological or hydrological variables or indices that quantify or describe the level of drought severity. Predicting effects of climate change on species persistence often assumes that those species are responding to abiotic effects alone. However, biotic interactions between community members may affect species’ ability to respond to abiotic changes. Latent Gaussian models of resource availability using precipitation and NDVI and accounting for spatial autocorrelation and rodent group-level uncertainty in the process are developed to detect differences in seasons, groups, and the experimental removal of one group. Precipitation and NDVI have overall positive effects on rodent energy use as expected, but meaningful differences were detected. Precipitation estimation is an important and challenging task in hydrology because of high variability and changing climate. This research involves (1) analyzing changes (trend and step) in seasonal precipitation and (2) estimating seasonal precipitation by disaggregating water year precipitation using a k-nearest neighbor (KNN) nonparametric technique for 29 climate divisions encompassing the Colorado River Basin. Water year precipitation data from 1900 to 2008 are subdivided into four seasons (i.e., autumn, winter, spring, and summer). Two statistical tests (Mann-Kendall and Spearman’s rho) are used to evaluate trend changes, and a rank sum test is used to identify the step change in …

The CRREL permafrost tunnel offers a unique opportunity to sample ice wedges in a climate-controlled environment, penetrating frozen silts which host massive ground ice that may record Dansgaard-Oeschger (D-O) and Heinrich Events. Ice wedges in the tunnel have been dated to approximately 36-22 ka (Hamilton et al., 1988), allowing the paleoclimate of the region to be reconstructed during MIS 3, when D-O and Heinrich events were documented in various other records. These climate cycles are rapid climate oscillations that have been recognized in records from the Arctic and subarctic, and suggest that climate can rapidly shift by 10°C over millennial …

My thesis project examined a gully within Section 35 Township 29 North Range 1 West. This gully has been noticed for five years and has grown substantially in those five years. The extent and causes of gully erosion were examined by considering the soil, the climate, the land management history, by measuring the gully physically, by using GIS, and by using an economic support tool was estimate soil loss. Appropriate recommendations were developed to reduce gully erosion.

Piñon and juniper tree species have species-specific climatic requirements, resulting in unique distributions and differential responses to climate change. Piñons and junipers co-dominate the arid woodlands of North America as groups with widespread hybridization. Two piñons, Pinus edulis; P. monophylla, and four junipers, Juniperus deppeana var. deppeana; J. monosperma; J. occidentalis; J. osteosperma, are endemic to the midlatitude interior west and form three groups of hybridizing sister species, P. edulis-P. monophylla; J. deppeana var. deppeana-J. monosperma; J. occidentalis-J. osteosperma. In this research, I examine the impact of vulnerability on risk perception, stated willingness to adopt individual mitigation behavior, and support for climate change mitigation policies. My major research question is, "Does vulnerability to climate change increase risk perception, encourage more energy-efficient individual behavior, and enhance support for climate change mitigation policies?" This research quantifies the impacts of climate change and weather modification (WM) on hydrologic characteristics of watersheds in the arid regions of the western United States. This research performs a long-term simulation of streamflow for present and future climate conditions in the North Platte (NP) Watershed, Wyoming; a shorter duration simulation is then performed to observe the likely impacts of event based changes in an urban watershed in Las Vegas, Nevada.

With increasing evidence of climatic variability, there is a need to improve forecast for hydroclimatic variables i.e., precipitation and streamflow preserving their spatial and temporal variability. Climatologists have identified different oceanic-atmospheric oscillations that seem to influence the behavior of these variables and in turn can be used to extend the forecast lead time. In the absence of a good physical understanding of the linkages between oceanic-atmospheric oscillations and hydrological processes, it is difficult to construct a physical model. In 2010, Carsey Institute researchers began including three new questions about climate change on a series of regional surveys. They asked how much people understand about the issue of global warming or climate change; whether they think that most scientists agree that climate change is happening now as a result of human activities; and what they believe personally about the topic. Survey results show that while large majorities agree that climate change is happening now, they split on whether this is attributed mainly to human or natural causes.
