This paper describes the formulation of a Multi-objective Pipe Smoothing Genetic Algorithm (MOPSGA) and its application to the least cost water distribution network design problem. Evolutionary Algorithms have been widely utilised for the optimisation of both theoretical and real-world non-linear optimisation problems, including water system design and maintenance problems. In this work we present a pipe smoothing based approach to the creation and mutation of chromosomes which utilises engineering expertise with the view to increasing the performance of the algorithm whilst promoting engineering feasibility within the population of solutions. Newer approaches, exemplified by watershed-scale management, emphasize stakeholder involvement to achieve better decision making through negotiation and compromise; and ultimately, better acceptance of final management solutions. Stakeholder participatory involvement in using complex water quality models to understand management scenarios and their impacts is, however, limited. Surrogate modeling approach has been adopted in the study to replace computationally expensive physical-based numerical flow and transport model. Two approximate surrogate models namely, Artificial Neural Network (ANN) and Gaussian Process Model (GPM) are developed individually using a scenario database generated from the density dependent numerical flow and transport model OpenGeoSys (OGS). The state-space surrogates have the flexibility to move freely from one point to another within a time frame of decades and also to allow for moderate extrapolation in the case of extreme abstractions. With little information on the state of these systems, managing these resources and their contributing watersheds is a challenge. Sustainable management of water distribution networks requires the timely detection of water leakages from pipelines. This will reduce wastage of resource, decrease cost of treatment and pumping, cut third party damage and reduce green house gas emissions. Some recently developed methodologies permit real time detection of pipe burst events by analyzing signals from pressure and flow meters located in District Metered Areas. Previous studies have reported that between 20% and 50% of all hand-operated pumps installed in Africa are out of use. Rainfall and temperature, simulated using Global Climate Models (GCMs), serve as key inputs for hydrological models in studying catchment responses to climate scenarios. GCM simulations of rainfall and temperature, however, are uncertain due to model structure, scenarios and initial conditions, which results in biased outcomes if used for hydrological models without due consideration of the uncertainties. In this study, we develop a novel uncertainty metric, square root error variance (SREV), to quantify uncertainties involved in GCM rainfall and temperature simulations as well as illustrate its application for water resources assessment.
