The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. The proposed zoning will allow the mill complex to feature a mix of retail, residential, and manufacturing uses, while preserving …

The case study describes a successful smart growth initiative in the town of Amherst, Massachusetts, at an intersection known as Atkins Corner. The initiative grew from two motivating factors: the necessity of realigning Route 116, a major north-to-south artery through the town, to decrease traffic accidents at the intersection and improve pedestrian safety; and a desire on the part of Hampshire College and the Town to create a village center at the intersection. Through a consensus-building process involving key town officials, Hampshire College, neighbors, and the design firm of Dodson Associates, agreement on the project was reached with local stakeholders …

A telephone survey of the Western Australian public was conducted to assess the level of success of programs implemented by the Department of Fisheries. The sample comprised of 700 interviews, 422 in the metropolitan area and 278 in regional areas throughout the State.
This community survey was used to determine the level of recall and awareness of the Department of Fisheries, the understanding and support of the community for the Department of Fisheries' management strategies and to examine key aspects of community participation in recreational fishing.

The purpose of this project was to collect the biological and fishery information necessary to conduct a stock assessment of the sandbar (known locally as ‘thickskin’) shark, Carcharhinus plumbeus and to improve and update the existing stock assessment for the dusky shark, Carcharhinus obscurus. Results from this project have already been used by the Western Australian Department of Fisheries to determine appropriate management arrangements for the State’s shark fisheries to ensure the sustainable exploitation of these species. This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine’s service …

In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.
The Department does not recommend having any finer scale zoning of the allocations, or the creation of exclusive recreational fishing areas. …

This document presents a summary of findings and recommendations from a predevelopment study of the feasibility of establishing renewable energy power generation on several of the grid-tied Boston Harbor Islands. The scope of the study was to investigate the factors and issues associated with installing a mix of renewables — wind, solar, wave and tidal/current power generating facilities — with a combined output of between one and ten megawatts at sites on or around five of the Boston Harbor Islands. Under this policy, the Executive Director of Fisheries is required to approve a sustainability report for each fishery, which includes a clear statement on the harvest level. The sustainable harvest level is that total catch, or catch range, that is to be allocated among the various user groups identified for that particular fishery. Local food system potentials were studied in Washington County, Nebraska, United States. As a departure from most studies of locally based systems, farmers were surveyed in addition to consumers for potential participation. Data about the current food system and opinions and preferences for local production, marketing, and purchasing of food were collected using self-administered mail questionnaires. The response rate was 35% for the farmer survey and 37% for the consumer survey. Results indicated that, on the farming side of the food system, conventional corn and soybean production and marketing predominated in Washington County, and farmer interest in producing for local …

The Department of Fisheries has prepared this draft aquaculture plan for Shark Bay to provide an agreed framework for future management of aquaculture. The final plan will assist prospective aquaculturists in preparing proposals and will guide the Department of Fisheries in the decision making process for aquaculture licence and lease applications. The plan identifies constraints to aquaculture development and areas where aquaculture may occur. It also identifies species that may be used for aquaculture development. Implementation of this plan will ensure that aquaculture can occur in a sustainable manner, while retaining the unique features of Shark Bay.

The conversion of grass lawns to xeriscape has become more prevalent in the desert Southwest, including here in the Las Vegas Valley. The purpose of this thesis was to determine whether the conversion of residential landscapes from grass lawn to xeriscape influences the property value of a home. This case study involved the comparison of property values for residential homes that had participated in the Southern Nevada Water Authority’s Water Smart Landscapes rebate program and non-participant homes with similar amenities before and after the landscape conversion. In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.
