Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. In its planning process, the BLRA adhered to a number of well thought-out Guiding Principles, including the use of extensive public participation and the consideration of “smart growth” principles and …

The aim of this paper is to explore the concept of greening in the U.S. hotel sector. Much of the existing research on the topic of greening is relegated to the European and Asian hotel sectors. Within the literature review, the paper will examine what industry leaders and scholars have reported about the progress of greening in the global sector. Given the scant research domestically, the paper will attempt to generalize some of the findings to the situation in the U.S. hotel sector. When the Sustainable Portland Task Force Report was released in November 2007, under the leadership of Mayor Jim Cohen, Portland Councilor Kevin Donoghue had the idea that students at the Muskie School of Public Service might be able to help implement recommendations from the report. Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. In particular, GIS has the potential to increase community knowledge and enhance involvement by communicating information more effectively. Variable accessibility to technology and data quality …

Small and medium enterprises are the largest business sector in every economy in the world 1, and generate the majority (up to 60%) of global economic output2. In the Australian context, a small business or enterprise is one that employs up to 20 staff while a small and medium sized enterprise (an SME) is a business that employs up to 200 staff. By this definition, more than 99% of all actively trading businesses (more than 1.95 million enterprises) in Australia are SMEs3 . This study examines the environmental content of hotel properties websites. The central question of this study is whether Las Vegas Strip properties have gone green, or plan to go green. Thus, the purpose of this paper is to examine the frequency of the environmental content of twenty-three Las Vegas Strip hotels’ websites as well as five upcoming hotel projects and one hotel expansion project on the Strip. The twenty-eight hotels are all located along Las Vegas Boulevard, also known as the Strip. All properties examined have over two thousand rooms each. This draft strategy was developed by the Department of Fisheries, Western Australia, hereafter known as the “Department of Fisheries” which has responsibility for managing fish resources (within Territorial waters out to 12 nautical miles) on behalf of the Commonwealth Department of Transport and Regional Services (DoTARS), through the applied Fish Resources Management Act (FRMA) (WA)(CI) (the “Applied Act”). Baldacci directed the Working Group to “offer its best guidance and advice to the Governor respecting the long-term governance, management, and oversight structure for the Allagash Wilderness Waterway” (AWW). In the intervening six months the members of the Working Group have engaged in an examination of the forty-year history of the Waterway and an analysis of the conditions and circumstance that led to the Governor’s Executive Order. • 74 people have taken the on-line anti-litter and dumping pledge.
• Public-private partnership with Republic Services of Southern Nevada generated $11,917.97 in donations to Don’t Trash Nevada.
• Conducted 3 volunteer and 1 alternative workforce clean-ups this quarter.
• Fulfilled deliverable of 12 clean-ups for 2006 (9 volunteer / 3 alternative workforce).
• 16 volunteer clean-ups scheduled for 2007. • Two tons of agency-generated paper recycled this quarter, saving 14,000 gallons of water, 34 trees, and almost 8 cubic yards of landfill space.

In 1995 and again in 1998/9, millions of pilchards (Sardinops sagax neopilchardus) were found dead or dying off the coast of Australia. Some pilchards in New Zealand were also affected during the 1995 epizootic. The epizootics moved progressively in a "bushfire-like" manner against the prevailing currents at a rapid speed. An uncharacterised herpesvirus, pilchard herpesvirus (PHV), was associated with both mortality events and, based on its occurrence in affected fish and the disease pathogenesis, generally accepted as the causative agent, although experimental evidence of its role was not established. Until recently, rapid and sensitive methods to detect PHV were not …

Smart Growth
What local leader or public official wants to be faced with an SOS the “same old story” of public discord and confrontation over growth and development in one’s community? That situation has become a problem for efforts to promote smart growth. Investments are needed in the walkable, compact, traditional‐streetscape and mixed use neighborhoods and developments that are more sustainable and healthy than sprawl, for both people and the landscape. Yet attempts at such change all too often end up mired in costly public controversy and stalemate.
