The objective of this study is to analyze the influences of demographic patterns, planning politics and funding disbursement processes in rebuilding New Orleans, after Hurricane Katrina's storm surge engulfed several neighborhoods of Orleans Parish Louisiana, on August 29th 2005.Immediately following the storm surge, national opinion makers began debating the possibility of shrinking the footprint of New Orleans, as part of the rebuilding process. Although recovery efforts were begun almost immediately, at the five year anniversary of the cataclysmic natural disaster more than a hundred thousand of New Orleanians are still displaced. A variety of models have been developed for estimating chlorophyll-a (Chl-a) concentration in turbid and productive waters. All are based on optical information in a few spectral bands in the red and near-infra-red regions of the electromagnetic spectrum. The wavelength locations in the models used were meticulously tuned to provide the highest sensitivity to the presence of Chl-a and minimal sensitivity to other constituents in water. But the caveat in these models is the need for recurrent parameterization and calibration due to changes in the biophysical characteristics of water based on the location and/or time of the year. Historically, economic development has been strongly correlated with increasing energy use and growth of greenhouse gas (GHG) emissions. Renewable energy (RE) can help decouple that correlation, contributing to sustainable development (SD). In addition, RE offers the opportunity to improve access to modern energy services for the poorest members of society, which is crucial for the achievement of any single of the eight Millennium Development Goals.

Theoretical concepts of SD can provide useful frameworks to assess the interactions between SD and RE. SD addresses concerns about relationships between human society and nature. Traditionally, SD has been framed in the three-pillar model—Economy, …

Coupling Of Carbon Dioxide And Water Vapor Exchanges Of Irrigated And Rainfed Maize–Soybean Cropping Systems And Water Productivity, Andrew E. Suyker, Shashi B. Verma

Continuous measurements of CO₂ and water vapor exchanges made in three cropping systems (irrigated continuous maize, irrigated maize–soybean rotation, and rainfed maize–soybean rotation) in eastern Nebraska, USA during 6 years are discussed. Close coupling between seasonal distributions of gross primary production (GPP) and evapotranspiration (ET) were observed in each growing season. Mean growing season totals of GPP in irrigated maize and soybean were 1738 ± 114 and 996 ± 69 g C m⁻², respectively (±standard deviation). Corresponding mean values of growing season ET totals were 545 ± 27 and 454 ± 23 mm, respectively. Irrigation affected GPP …
