Drafting Model Laws on Indoor Pollution for Developing and Developed Nations (July 12-13)

On July 12 and 13, 2012, experts convened at Colorado Law to demonstrate the extent to which a model law could help address the global problem of indoor air pollution from inefficient cook stoves. The air pollution that results from inefficiently burning biomass as fuel for cooking has serious health and climatic consequences. The workshop produced two sets of Model Laws and commentaries to help nations solve the problem, and the commentaries were published in the Colorado Natural Resources, Energy, and Environmental Law Review.

A Low-Carbon Energy Blueprint for the American West (Martz Summer Conference, June 6-8)

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

Wind power will be an important component of California's aggressive strategies to meet its greenhouse gas reduction targets by the year 2020. However, the costs of integrating wind power's variable and uncertain output are often ignored. I argue that California must take prudent action to understand, minimize, and allocate wind integration costs. A review of numerous studies suggests that for wind penetration levels below 20%, integration costs should remain modest. However, costs are heavily dependent on market structure, and I suggest numerous ways that California can optimize its market design to manage wind integration costs.

Commercial and manufacturing sectors in United States consumed approximately 50% of the total End use energy in 2010. In 2009, 81.5% of the greenhouse gas (GHG) emitted in the United States was energy related. From the broad aspects of commercial and manufacturing sectors; two relatively narrow and specific topics, commercial building's HVAC equipment and dairy processing were chosen to increase the understanding of the energy use and GHG emission in these two sectors. Improved drilling technology and favorable energy prices have contributed to the rapid pace at which the exploitation of unconventional natural gas is taking place across the United States. As a natural gas well is being drilled, reserve pits are constructed to hold the drilling fluids and other materials returned from the drilling process. These reserve pits can fail, and when they do, plant and animal life of the surrounding area may be adversely affected. In Madagascar, fuel wood and wood charcoal provide the bulk of daily energy needs – for over 85% of the population they are the only available sources of domestic energy (GREEN-Mad 6). Oil and gas development and hydraulic fracturing have received enormous attention over the past few years, and most of that attention has focused on the potential impacts of such development on water quality. However, the potential impacts on air quality from oil and gas development have received far less public and media attention and discussion. This two-hour program will assess the current scientific knowledge, regulatory requirements and policies regarding the impacts on air quality from oil and gas development and will address current initiatives at the state and national levels to further regulate and control those impacts.

In the context of rising energy concerns and increased spotlight on solar energy, this study examines and draws attention to the state of mid potential sunlight. The purpose of this study is to estimate the optimal sites for grid-connected photovoltaic cells in Nebraska, which is ranked 13th nationally in terms of insolation potential. Five factors – insolation potential, adjacency to roads, accessibility to grid, topography, and acreage – are examined with the use of Geographic Information System (GIS). Participants learned about model programs, practical strategies, and resources for integrating sustainability into classes, schools, and districts. This event is the first of its kind in Kentucky and the region. It is being hosted by the WKU College of Education and Behavioral Sciences and WKU Center for Environmental Education and Sustainability.

This paper addresses the issue of how to account for short‐term temporal variability of renewable energy sources and power demand in long‐term climate change mitigation scenarios in energy‐economic models. An approach that captures in a stylized way the major challenges to the integration of variable renewable energy sources into power systems has been developed. As a first application this approach has been introduced to REMIND‐D, a hybrid energy‐economy model of Germany. An approximation of the residual load duration curve is implemented. The approximating function endogenously changes depending on the penetration and mix of variable renewable power. The approach can thus …

The size of potential fossil fuel resources is an issue of perennial interest and controversy. Fundamentally, there appears to be a conflict in interpretation of available data for both past and future extraction histories. As fossil-fuel prices rose dramatically over the past several years, the question of resources once again became acute. In this paper we concentrate on conventional and non-conventional oil resources and make four main points, with the overarching theme that one can determine an effective oil resource that represents significantly less availability for consumption than usually posited by tallying resources in place.
