The purpose of this study is to gain an understanding of the framework used by Maine’s natural gas utilities in making decisions to expand natural gas infrastructure and service to new customers,and then to apply this knowledge in an attempt to identify municipalities that are potentially attractive candidates for service expansion within Maine.
This study is not a precise model for gas utilities, but is meant rather to be a reconnaissance study for finding viable and attractive candidates for service.This study was limited both by resources and the inaccessibility of proprietary information.

We analyze the dynamics of global fossil resource markets under different assumptions for the supply of fossil fuel resources, development pathways for energy demand, and climate policy settings. Resource markets, in particular the oil market, are characterized by a large discrepancy between costs of resource extraction and commodity prices on international markets. We explain this observation in terms of (a) the intertemporal scarcity rent, (b) regional price differentials arising from trade and transport costs, (c) heterogeneity and inertia in the extraction sector. This study considers the perspectives of the petroleum industry of three sites throughout Ecuador: the capital (Quito), a major Amazonian city (Coca), and a small Amazonian community (Loma del Tigre). Twenty-five surveys were distributed in each site with questions regarding socioeconomic factors, benefits of the petroleum industry, motivations behind these opinions, and economic alternatives to petroleum. Of the 75 participants, 79.7% were against the exploitation of the ITT petroleum Block in Yasuní National Park. Quito was most opposed and Loma del Tigre was least opposed to ITT exploitation. Home to the second largest reserves of petroleum in the world, Latin America will prove to play an important role in the international energy market throughout the 21st century. Today, Argentina and Brazil in particular boast extensive quantities of nonconventional natural gas and petroleum reserves in the shale beneath the Vaca Muerta oil fields and the offshore wells of the Campos and Santos basins, respectively. Through the direction of their nationally-held oil companies (NOCs), YPF and Petrobras, the States of Argentina and Brazil have sought to exert their sovereignty over the presence of their hydrocarbon reserves. Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Because of the "distributed" nature of shale development and the significant increase in wells in key basins, local land-use conflicts have also erupted in certain areas of the country, leading to restrictions and moratoria on drilling by state, county, and municipal governments and raising questions about the industry's continued social license to operate in key jurisdictions. A Policymaker's Guide To Feed-In Tariffs: Encouraging A Responsible Transition To Renewable Electricity In California, Roland P. Thayer

The feed-in tariff is a flexible, yet effective mechanism in promoting the proliferation of renewable electricity in California. The tariff creates a stable investment environment that protects both the utilities and the renewable electricity generators. Not only does the system foster capacity growth, but also technological advancement to the point where renewable electricity can compete in the market without assistance. From an environmental standpoint, the feed-in tariff contributes significantly towards achieving the emissions reduction goals set forth by AB32 without causing harmful increases to electricity prices.

Forty years ago, the results of modeling, as presented in The Limits to Growth, reinvigorated a discussion about exponentially growing consumption of natural resources, ranging from metals to fossil fuels to atmospheric capacity, and how such consumption could not continue far into the future. Fifteen years earlier, M. King Hubbert had made the projection that petroleum production in the continental United States would likely reach a maximum around 1970, followed by a world production maximum a few decades later. In 2011 Wright State University (WSU), Center for Urban and Public Affairs and ICF International (ICF) conducted a survey of private employers, representing selected sectors within the potential green industry, to identify and develop a knowledge base of “green jobs” in Ohio. This survey report discussed results of the survey analysis such as characteristics of the “green” Ohio Industry sectors as well as training needs and support, barriers to producing green-related products or services, certifications available for green jobs, and skills needed for select job vacancies among Ohio’s Green workforce. EXECUTIVE SUMMARY
Exploring energy demand and supply uncertainty: An exploration of uncertainty on drivers of energy demand and supply is indispensable for better understanding the prospects of long-tern climate stabilization. The RoSE study is the first of its kind to systematically explore the impact of economic growth, population and fossil fuel scarcity, in scenarios with and without climate policy, using a model ensemble. A feature of RoSE is the participation of five established integrated assessment modelling teams from three important regions in international climate policy negotiations: the EU, the USA and China.

Awareness, Use, And Perceptions Of Biodiesel: A Comparison Of Consumers In Belgium And The United States, Maggie Jo Pruitt, Leslie D. Edgar, Donald M. Johnson

Belgian (N = 61) and American (N = 134) fuel consumers were interviewed in the summer of 2012 to determine their awareness, use, and perceptions of biodiesel. Consumers who were aware of biodiesel were asked their perceptions. A significantly P < 0.0001) higher percentage of Belgian consumers (78.7%) reported owning or driving a diesel vehicle compared to American consumers (9.0%). Belgian and American consumers moderately agreed biodiesel is a high-quality fuel. For both Belgian and American consumers, there was no significant association between owning a diesel vehicle and being aware of biodiesel or having purchased biodiesel. Although Belgian and American consumers agreed that using non-food crops for biodiesel is justified, Belgians were significantly less supportive than American consumers of using food crops for biodiesel. Both Belgian and American consumers disagreed with the statement “I would never use biodiesel”, and the two sets of consumers moderately disagreed that diesel engines would not run properly on biodiesel. Belgian and American consumers agreed that global warming is increasing; however, American consumers were more positive about the potential of biodiesel to reduce harmful exhaust emissions and global warming. Belgian consumers moderately agreed and American consumers agreed that biodiesel is better to use because it is made from renewable resources. Belgian and American consumers generally show similar perceptions of biodiesel, with the exception that American consumers were more positive toward the environmental and renewable aspects of biodiesel use. Recommendations for further research include gaining a better understanding of the potential positive influences that impact consumers’ perceptions of biodiesel.

Debates about the possibility of a near-term maximum in world oil production have become increasingly prominent over the past decade, with the focus often being on the quantification of geologically available and technologically recoverable amounts of oil in the ground. Economically, the important parameter is not a physical limit to resources in the ground, but whether market price signals and costs of extraction will indicate the efficiency of extracting conventional or nonconventional resources as opposed to making substitutions over time for other fuels and technologies. Hydropower, a source of renewable energy that transforms water into electricity, has great potential in Nepal. It can be used to electrify homes, increase efficiency of agriculture, and improve businesses to spur economic growth. This research will examine the current status of hydropower in Nepal and the main obstacles to its expansion. More importantly, however, is the importance on developing hydropower responsibly and ethically. The events of March 2011 at the nuclear power complex in Fukushima, Japan, raised questions about the safe operation of nuclear power plants, with early retirement of existing nuclear power plants being debated in the policy arena and considered by regulators. Also, the future of building new nuclear power plants is highly uncertain. Should nuclear power policies become more restrictive, one potential option for climate change mitigation will be less available. However, a systematic analysis of nuclear power policies, including early retirement, has been missing in the climate change mitigation literature.
