From Creek To Ditch And Back Again: The History And Future Of Pattee Creek, Missoula, Montana, Carver Edward Butterfield

Pattee Creek was once a free-flowing stream that meandered across the Missoula Valley, but has been channelized, piped, and degraded by logging, mining, agriculture, and urbanization. This thesis used a mixed-method approach to examine the impact of human activities on the Pattee Creek watershed. Beginning with a historical overview, the story of how the creek has been utilized and why it was buried was told. An analysis of historical photos from 1937 to 2019 revealed drastic changes in the land cover of the watershed and the channel of lower Pattee Creek. The state-level institutions governing water use in the western United States have increasingly come under pressure and scrutiny related to their inability to navigate water use conflicts in recent decades. Rapid population growth and shifting public values towards leaving water instream for recreational and environmental purposes pose challenges to Montana water supplies which are predominantly allocated for irrigated agriculture. Additionally, while water scarcity and unpredictable availability are not new dilemmas in Montana, the rate at which climate change is driving shifts in the distribution, timing, and availability of water supplies is unprecedented. Water laws and drought plans are used to prioritize and allocate scarce water resources. Both have historically been human-centric, failing to account for non-human water needs. In this paper, we examine the development of instream flow legislation and the evolution of drought planning to highlight the growing concern for the non-human impacts of water scarcity. Utilizing a new framework for ecological drought, we analyzed five watershed-scale drought plans in southwestern Montana, USA to understand if, and how, the ecological impacts of drought are currently being assessed. In 2011, after nearly forty years of federal protection, the gray wolf was removed from the Endangered Species List in Montana and its management entrusted to the Montana Fish, Wildlife & Parks. Restoration and maintenance of forests and watersheds is increasingly a focus of management on public lands and, in addition to traditional forest management activities, has the potential to contribute to the economic vitality of local, forest-dependent communities.
