This piece was commissioned via grant from the Pennsylvania Department of Agriculture through Integrated Agriculture Systems, Inc. The purpose of this project was to establish a working definition and framework for micro-credentialing and proficiency-oriented educational designs capable of addressing growing skills gaps in the important industry sectors of Food, Agriculture, Renewable Resources and Environment. An example application of the micro-credentialing framework and multi-stakeholder engagement methods is focused on the growing industry of Controlled Environment Agriculture (CEA), while the overall model is designed for portability across diverse industry sectors.

The Nebraska Mesonet was established in 1981 as one of the nation’s first automated state weather networks. ‘‘Automated’’ is defined by the nature of the observations being made and recorded by machine, as opposed to observations made and recorded manually. At the time of inception, the five observing locations were geared toward servicing agricultural production applications. The Nebraska Mesonet has grown to 69 stations (as of 2018) and is now a multipurpose environmental observing network under the Nebraska State Climate Office (NSCO). The network is composed of environmental observation stations, sited using best practices for mesoscale and microscale environment situations. …

This report describes the soil and land resources of the Shay Gap study area (SA), which is south of Wallal Downs Station, in unallocated Crown land in the Shire of East Pilbara. It assesses the study area’s capability for three types of irrigated agriculture and examines land resources to ensure any future irrigation developments are sustainable and do not degrade the environment.

The Shay Gap SA lies within the West Canning Basin, an area of about 3500 square kilometres at the western margin of the onshore Canning Basin. The West Canning Basin has a substantial groundwater resource that provides fresh …

Executive Summary

This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.

In accordance with guidelines set forth by the National Park Service Inventory and Monitoring Division, a quality-assurance plan has been created for use by the Heartland Inventory and Monitoring Network in the implementation of the White-tailed Deer Monitoring Protocol (HTLN 2018). This quality-assurance plan documents the standards, policies, and procedures used by the Heartland Network for activities related to the collection, processing, storage, analysis, and publication of monitoring data. The use of artificial nests to study the predation of avian nests has faced disregard by ecologists due to inconsistencies found between the survival rates of real and artificial nests across studies and reviews. The negative perception of artificial nests providing an inconsistent assessment of survival has thus fostered the perception that artificial nests are a secondary option to be used to overcome logistical hurdles associated with achieving sufficient sample sizes in systems where study species are rare or elusive, or as merely a preliminary method to study predation across gradients. Given current and continued investment in irrigation scheduling technologies, a need exists to better estimate the longevity and magnitude of water savings at watershed level to avoid the paradox of irrigation efficiency. This paradox occurs within a watershed as not all irrigation inefficiencies lead to the system losing water. For example, irrigation pumping rates in excess of crop water demand may lead to enhanced groundwater recharge or surface runoff that migrates to a stream. Community vulnerability is increasingly evaluated through quantitative social indices, typically developed using secondary data sources rather than primary data collection. It is necessary to understand the validity of these indices if they will be used to inform policy and decision making. This paper presents a ground-truthing effort to validate quantitative indices that characterize the well-being of Alaska fishing communities. We utilized ethnographic data collected from 13 representative communities and a capital assets framework to ground-truth the indices, in which qualitative ranks of vulnerability were compared against quantitative indices. Surface mining is a major driver of land use land cover (LULC) change in many mountainous areas such as the Appalachian region. Typical reclamation practices often result in land cover dominated by grass and shrubs. A hopeful vision of the future is a world in which both people and nature thrive, but there is little evidence to support the feasibility of such a vision. We used a global, spatially explicit, systems modeling approach to explore the possibility of meeting the demands of increased populations and economic growth in 2050 while simultaneously advancing multiple conservation goals. Our results demonstrate that if, instead of “business as usual” practices, the world changes how and where food and energy are produced, this could help to meet projected increases in food (54%) and energy (56%) demand while achieving habitat protection …

As society continues to emit greenhouse gases, the likelihood of dangerous climate change occurring increases. Indeed, most analyses project that we must utilize negative emission technologies (“NETs”) to avoid dangerous warming. Even the Paris Agreement anticipates the implementation of such carbon dioxide (“CO2”) removal technologies. Unfortunately, NETs are not ready for large-scale deployment. In many instances, their technologies remain uncertain; in others, their ability to operate at the scale required is unknown. Other uncertainties, including their costs, effectiveness, and environmental impacts have yet to be determined.

Over the last several decades, efforts to regulate the environment through traditional public law at national and international levels have stalled. In contrast, private environmental governance has flourished as nongovernmental entities have engaged in standard setting and assessment practices traditionally left to public government. Extraction of oil and gas from unconventional resources, recently enabled by technological innovations, revolutionized national and global markets. However, exploration and production still proceed under legacy regulations, mostly promulgated at the state level. The mismatch of modern production realities and historic regulatory structures creates opportunities for reducing conflicts that diminish economic value. This Article identifies regulations that originated under conventional extraction, and often enhance productivity in that setting, but create waste when applied to unconventional resources. While known for its dairy and cheese production, Wisconsin is first in the nation for producing snap beans and cranberries. Agriculture contributes $88.3 billion annually to Wisconsin’s economy alone. The Central Platte River Valley (CPRV) of Nebraska provides critical habitat for wildlife, while serving agricultural, indus­trial, and other human uses. Water risk management is a ubiquitous challenge faced by stakeholders in the water or agricultural sector. We present a methodological framework for forecasting water storage requirements and present an application of this methodology to risk assessment in India. The application focused on forecasting crop water stress for potatoes grown during the monsoon season in the Satara district of Maharashtra. Pre-season large-scale climate predictors used to forecast water stress were selected based on an exhaustive search method that evaluates for highest ranked probability skill score and lowest root-mean-squared error in a leave-one-out cross-validation mode. Rural towns are especially susceptible to the effects of drought because their economies are dependent on natural resources.However, they are also resilient in many ways to natural hazards because they are rich in civic engagement and social capital. Because of the diverse nature of drought’s impacts, understanding its complex dynamics and its effects requires a multidisciplinary approach. A total of 75 papers published in 2017 were reviewed ranging from detailed descriptions of analytical methods, to fate and occurrence studies, to ecological effects and sampling techniques for a wide variety of emerging contaminants likely to occur in agricultural environments. New methods and studies on veterinary pharmaceuticals, steroids, antibiotic resistance genes, and engineered nanoparticles agricultural environments continue to expand our knowledge base on the occurrence and potential impacts of these compounds. Green stormwater infrastructure (GI) is gaining traction as a viable complement to traditional “gray” infrastructure in cities across the United States. As cities struggle with decisions to replace deteriorating stormwater infrastructure in the face of looming issues such as population growth and climate change, GI may offer a costeffective, efficient, and sustainable approach. However, decision makers confront challenges when integrating GI within city plans, including uncertainties around GI capacity and maintenance, resistance to collaboration across city governance, increasingly inflexible financing, accounting practices that do not incorporate the multiple values of GI, and difficulties in incorporating ecological infrastructure into stormwater management. …

This research herein examines the statewide motivations, specializations, identities, and constraints of Nebraska resident hunters. An online survey was conducted in the fall of 2017 asking respondents about their motivations, skills, demographics, and constraints to personal hunting experiences to determine what factors affect hunters. We used factor analysis to examine the effect of motivations, specializations, and constraints to see which factors influence participation. By understanding multiple attributes of our hunters, we gain further insight into participation trends and recreationists needs and expectations. Results suggested that our biggest constraint to overcome is land access, while most people are motivated to hunt …

In the 1980s, engineers developed new ways to use one of humanity’s oldest fuel sources—wood—to create electrical power. This article uses envirotechnical analysis to examine the development of a wood-burning power plant in Flint, Michigan, and argues that when public officials began working with major energy corporations to build industrial biomass facilities in the 1980s and 1990s, new energy technologies designed to run on renewable fuels became part of an entrenched fossil fuel–based power structure that maintained deep historical inequalities. Like other examples of environmental injustice, the burdens of industrial-scale biomass power systems tended to fall on poor, nonwhite communities. …

Changing climate will impact species’ ranges only when environmental variability directly impacts the demography of local populations. However, measurement of demographic responses to climate change has largely been limited to single species and locations. Here we show that amphibian communities are responsive to climatic variability, using > 500,000 time-series observations for 81 species across 86 North American study areas. The effect of climate on local colonization and persistence probabilities varies among eco-regions and depends on local climate, species life-histories, and taxonomic classification. Modern eddy covariance (EC) systems collect high-frequency data (10–20 Hz) via digital outputs of instruments. This is an important evolution with respect to the traditional and widely used mixed analog/digital systems, as fully digital systems help overcome the traditional limitations of transmission reliability, data quality, and completeness of the datasets.

However, fully digital acquisition introduces a new problem for guaranteeing data synchronicity when the clocks of the involved devices themselves cannot be synchronized, which is often the case with instruments providing data via serial or Ethernet connectivity in a streaming mode. Wildfire is a primary natural disturbance in boreal forests, and post-fire vegetation recovery rate influences carbon, water, and energy exchange between the land and atmosphere in the region. Seed availability and environmental filtering are two important determinants in regulating post-fire vegetation recovery in boreal forests. Quantifying how these determinants change over time is helpful for understanding post-fire forest successional trajectory. Time series of remote sensing data offer considerable potential in monitoring the trajectory of post-fire vegetation recovery dynamics beyond current field surveys about structural attributes, which generally lack a temporal perspective across large burned areas. Following the Deepwater Horizon oil spill, eastern oyster (Crassostrea virginica) reefs in the northern Gulf of Mexico were exposed to oil and various associated clean-up activities that may have compromised oyster reef health. Included in the exposure was oil, dispersant, and in some locales, atypical salinity regimes. Oil and dispersants can be detrimental to oysters and the effects of salinity depend on the level. In addition to these extrinsic factors, genetic diversity of oyster populations may help the oysters respond to stressors, as demonstrated in other systems. The International Livestock Research Institute (ILRI) and the International Center for Research in the Dry Areas (ICARDA) gender and animal health teams facilitated community conversations (CCs) about gender roles in livestock husbandry in three districts in the Southern Nations, Nationalities and Peoples Region (SNNPR) and Amhara region from 30 May–07 June 2018. These dictricts were: Doyogena (Hawora Arara and Ancha Sadicha kebeles) of SNNPR from 30 and 31 May; and Menz Gera district (Sine Amba kebele) and Menz Mama district (Key Afer kebele) of Amhara from June 6–7.
