Critics often fault the U.S. military for its environmental stewardship, and legal scholarship frequently highlights efforts by the military· to seek national security exemptions from various environmental laws and the military's poor cleanup record Yet the Department of Defense ("DoD '') is largely subject to and complies with the fall array of American environmental laws in the same manner and extent as any agency of the federal government. While the military 's environmental record is far from perfect, a comparative legal survey shows that the U.S. is at the relative forefront of effectively balancing environmental stewardship with national security.

Oyster reefs provide coastal societies with a vast array of ecosystem services, but are also destructively harvested as an economically and culturally important fishery resource, exemplifying a complex social-ecological system (SES). Historically, societal demand for oysters has led to destructive and unsustainable levels of harvest, which coupled with multiple other stressors has placed oyster reefs among the most globally imperiled coastal habitats. However, more recent studies have demonstrated that large-scale restoration is possible and that healthy oyster populations can be sustained with effective governance and stewardship. Mountaintop removal mining and valley filling (MTR/VF) is a common form of land conversion in Central Appalachia and threatens the integrity of stream ecosystems. We investigated the effects of MTR/VF on stream salamander occupancy probabilities and community structure by conducting area constrained active searches for stream salamanders within intermittent streams located in mature forest (i.e., control) and those impacted by MTR/VF. During March to June of 2013, we detected five stream salamander species (Desmognathus fuscus, D. monticol, Eurycea cirrigera, Pseudotriton ruber, and Gyrinophilus porphyriticus) and found that the probability of occupancy was greatly reduced in MTR/VF streams compared …

The Western Snowy Plover (Charadrius nivosus nivosus) breeds from coastal Washington, USA, to Baja California, Mexico, and in disjunct interior sites. The Pacific coast population is federally listed as Threatened; habitat loss and nest loss to a suite of terrestrial and avian predators are thought to be primary factors limiting population growth in this species. Best management practices for whitewater recreationists visiting the Tieton River Corridor were identified by integrating carrying capacity, visitor perceptions of their experience and land managers' regulations. Indicators of bare soil measurements, vehicle parking capacity and crowding were utilized to formulate ecological, physical and social carrying capacities of the study area in relation to whitewater recreationists. One hundred forty-eight participants responded to onsite questionnaires regarding perceptions on crowding, the study area, and their experience of visiting the Tieton River Corridor. The purpose of this study is to gain an understanding of the framework used by Maine’s natural gas utilities in making decisions to expand natural gas infrastructure and service to new customers,and then to apply this knowledge in an attempt to identify municipalities that are potentially attractive candidates for service expansion within Maine.

This study is not a precise model for gas utilities, but is meant rather to be a reconnaissance study for finding viable and attractive candidates for service.This study was limited both by resources and the inaccessibility of proprietary information.

Root biomass, root production and lifespan, and root-mycorrhizal interactions govern soil carbon fluxes and resource uptake and are critical components of terrestrial models. However, limitations in data and confusions over terminology, together with a strong dependence on a small set of conceptual frameworks, have limited the exploration of root function in terrestrial models. Smallholders in eastern Paraguay plant small stands of Eucalyptus grandis W. Hill ex Maiden intended for sale on the local market. Smallholders have been encouraged to plant E. grandis by local forestry extension agents who offer both forestry education and incentive programs. Smallholders who practice recommended forestry techniques geared towards growing large diameter trees of good form are financially rewarded by the local markets which desire saw log quality trees. In November of 2010, the Congress passed the Claims Resolution Act and on December 8, President Obama signed it into law. Title V of the Claims Act, the Taos Pueblo Indian Water Rights Settlement Act, settles the Pueblo portion of the Abeyta case and approves an agreement signed in 2006 by officials from Taos Pueblo, the State of New Mexico, and other interested water rights owners in the Taos area. The settlement act also helps resolve the non-Indian portion of Abeyta. The measure quantifies Taos Pueblo’s water rights and protects the interests of local acequias, the Town of Taos, and …

In 2001, the New Mexico legislature passed the Water Project Finance Act. The stated purpose of the Water Project Finance Act is to provide a financing mechanism to promote water use efficiency, water resource conservation and protection, and fair distribution and allocation of water to all users. The Water Trust Board was created in the Act. Its purpose is to: 1) oversee and administer the Water Trust Fund and Water Project Fund; 2) review and recommend funding for qualifying water projects to the legislature; and 3)pursue additional funding opportunities.

Various best management practices (BMPs) have been implemented on rangelands with the goals of controlling nonpoint sourcepollution, reducing the impact of livestock in ecologically important riparian areas, and improving grazing distribution.Providing off-stream water sources to livestock in pastures, cross-fencing, and rotational grazing are common rangeland BMPsthat have demonstrated success in drawing livestock grazing pressure away from streams. We evaluated the effects of rangelandBMP implementation with six commercial-scale pastures in the northern mixed-grass prairie. Four pastures received a BMPsuite consisting of off-stream water, cross-fencing, and deferred-rotation grazing, and two pastures did not receive BMPs. Conservation officers are law enforcement agents whose primary responsibility is the enforcement of statutes regarding wildlife. Several bodies of research have noted the expansion of law enforcement capabilities and responsibilities of conservation officers to include the enforcement of general laws that fall outside the conservation officers' original mandate. The purpose of this study is to explore the work roles of contemporary conservation officers in Kentucky. Using data from citations issued by Kentucky conservation officers from 2006 to 2011, this research examines patterns of wildlife violations, boating violations, and general violations across time and space. Minimizing the impact of climate change on farmer livelihoods is crucial, but adaptation efforts may have unintended consequences for ecosystems, with potential impacts on farmers’ welfare. Unintended outcomes of climate adaptation strategies have been widely discussed, however, empirical exploration has been neglected. Grounded in scholarship on climate adaptation, environmental governance, social–ecological systems, and land-use change, this paper studies whether farmers’ climate adaptation contributes to deforestation or forest conservation. The paper draws on interviews with 353 farmers from 46 communities in Calakmul Biosphere Reserve in Mexico and Maya Biosphere Reserve in Guatemala. Taking the cases of Perú and Ghana, this paper examines overlaps between the extraction of minerals, oil and gas on the one hand, and river basins, agricultural land use, and protected areas on the other hand. In particular the paper considers how far such overlaps can be revealed and analyzed on the basis of (relatively) accessible and affordable data, without having to use more expensive data generated by remote sensing or fieldwork. Sustainability science has grown as a field of inquiry, but has said little about the role of large-scale private sector actors in socio-ecological systems change. However, the shaping of global trends and transitions depends greatly on the private sector and its development impact. Market-based and command-and-control policy instruments have, along with corporate citizenship, been the predominant means for bringing sustainable development priorities into private sector decision-making. The hyporheic zone is the subsurface area below and adjacent to a stream where groundwater mixes with stream water, through vertical, lateral, and longitudinal flows. The hyporheic zone connects the stream to uplands and other terrestrial environments. It is a zone of distinct faunal communities, high biological diversity and ecological complexity, and is the site of chemical processing and transformations of ground- and stream waters. The hyporheic zone is important to the overall ecosystem ecology of the stream, and it can influence stream water chemistry.
