Policy On Restocking And Stock Enhancement In Western Australia, Department Of Fisheries Western Australia.

Fisheries Management Papers

The practice of releasing hatchery-reared fish into existing populations to augment fishing (stock enhancement) or restore depleted spawning biomass (restocking) has occurred around the world for decades with varying degrees of success. The underpinning concept is to produce and release fish into wild populations to increase their abundance, catch rates and/or fishery yields

If restocking and stock enhancement activities are to be successful, they should have clear objectives and be well planned and targeted at situations where there is a reasonable expectation of having a beneficial effect.

Economic growth is recognized as an important factor associated with species invasions. Consequently, there is increasing need to develop solutions that combine economics and ecology to inform invasive species management. We developed a model combining economic, ecological, and sociological factors to assess the degree to which economic policies can be used to control invasive plants. Because invasive plants often spread across numerous properties, we explored whether property owners should manage invaders cooperatively as a group by incorporating the negative effects of invader spread in management decisions (collective management) or independently, whereby the negative effects of invasive plant spread are ignored …

Uneven and/or inefficient livestock distribution is often a product of an inadequate number and distribution of watering points.Placement of off-stream water practices (OSWP) in pastures is a key consideration in rangeland management plans and is criticalto achieving riparian recovery by improving grazing evenness, while improving livestock performance. Effective OSWPplacement also minimizes the impacts of livestock use radiating from OSWP, known as the ‘‘piosphere.’’ The objective of thisstudy was to provide land managers with recommendations for the optimum placement of OSWP. This report updates changes in the Western Australian pastoral rangelands at the Land Conservation District (LCD) scale, providing information on seasonal quality, stock numbers and changes in the density/frequency of perennial shrubs and grasses. It is based on data from the Bureau of Meteorology, the Annual return of livestock and improvements (submitted annually by pastoral lessees) and the Western Australian Rangeland Monitoring System (WARMS). The sixth assessment of the Kimberley grassland sites (Epoch 6) was completed in 2011. The second full cycle (i.e. 3 assessments) was completed for shrubland sites in 2010. Cities within California are beginning to incorporate urban agriculture into their land use designations. Prompted by residents and local organizations, cities are hoping to capture the benefits that urban agriculture provides. Research has shown that urban agriculture renews and beautifies neighborhoods, provides healthy food choices, increases public health, has the potential to help with stormwater runoff, creates jobs, and fosters community. North American bats are highly unique animals that have historically been overlooked by land managers and misunderstood by the public. Bats are unique as the only true flying mammals and due to their exceptionally long lives (5-15 years) and unusually low reproductive rates (typically one young per year) for their small size. Most North American bat species are insectivorous, serve as the primary predators of nocturnal insects, and can consume up to one-third of their weight in insects per night. Recent technological advances have opened the possibility to use webcams and images as part of the environmental monitoring arsenal. The potential sources and magnitude of uncertainties inherent to an image-based water level measurement system are evaluated in an experimental design in the laboratory. Sources of error investigated include image resolution, lighting effects, perspective, lens distortion and water meniscus. Image resolution and meniscus were found to weigh the most in the overall uncertainty of this system. Image distortion, although largely taken into account by the software developed, may also significantly add to uncertainty. Results suggest that ‘‘flat’’ images with little distortion …

Biofuels are expected to be a major contributor to renewable energy in the coming decades under the Renewable Fuel Standard (RFS). These fuels have many attractive properties including the promotion of energy independence, rural development, and the reduction of national carbon emissions. The extent to which fluctuating selection can maintain evolutionary stasis in most populations remains an unresolved question in evolutionary biology. Climate has been hypothesized to drive reversals in the direction of selection among different time periods and may also be responsible for intense episodic selection caused by rare weather events. We measured viability selection associated with morphological traits in cliff swallows (Petrochelidon pyrrhonota) in western Nebraska, USA, over a 14-year period following a rare climatic event. While billions of dollars flow into low-income countries each year to help alleviate poverty, assessing the effectiveness of these dollars is a challenging task. The literature is rich in studies that measure the benefits of rural development programs. However, many of these studies lack a temporal dimension because they measure cost and benefits for only capital investments and for only a single, static year, while not accounting for skill enhancement. Chinese privet (Ligustrum sinense Lour.) is a non-native invasive shrub that has become ubiquitous throughout the southeastern United States. There is a large infestation of privet at Congaree National Park in South Carolina, and the National Park Service is interested in controlling it with dormant-season foliar herbicide treatments. The primary objective of this study was to determine which combination of herbicide and applicator provides the most effective control of privet, while minimizing damage to non-target plants. Another objective was to document impacts of privet invasion on Congaree's plant communities.

The feed-in tariff is a flexible, yet effective mechanism in promoting the proliferation of renewable electricity in California. The tariff creates a stable investment environment that protects both the utilities and the renewable electricity generators. Not only does the system foster capacity growth, but also technological advancement to the point where renewable electricity can compete in the market without assistance. From an environmental standpoint, the feed-in tariff contributes significantly towards achieving the emissions reduction goals set forth by AB32 without causing harmful increases to electricity prices.

The goal of this thesis is to predict participation in groundwater trading and the directions of trades among participants. Specifically, the paper considers both formal and informal trading of groundwater used for crop irrigation purposes and attempts to identify those characteristics that predict the probability of trade participation and whether an individual is a buyer or seller of groundwater rights. While the public benefits from efficient use of groundwater include adequate stream flow in hydrologically connected areas and future use of groundwater supplies, there are significant private benefits to landowners especially in water-short areas. On June 5, 2009 a 42-­‐km2 area of coral reef situated in the Alif Dhaalu (South Ari) atoll of the Republic of Maldives was designated the South Ari Atoll Marine Protected Area (S.A. MPA) due to a globally significant whale shark aggregation site. Today’s ability to apply global positioning systems (GPS) collars to wild animals and track their movements, without inadvertently disrupting their daily routine, is a major benefit to wildlife research. Cougars are carnivorous predators that have been identified as being one of several possible causes for recent mule deer population declines throughout the Western United States. Past cougar predation studies have relied on snow tracking, radio-collar tracking, and modeling techniques to estimate cougar prey use and predation rates. An important step in conservation is to identify whether threatened populations are evolutionarily discrete and significant to the species. A prior mitochondrial DNA (mtDNA) phylogeographic study of the California Gnatcatcher (Polioptila californica) revealed no geographic structure and, thus, did not support the subspecies validity of the threatened coastal California Gnatcatcher (P. c. californica). The U.S. Fish and Wildlife Service concluded that mtDNA data alone were insufficient to test subspecies taxonomy.
