In 2012 the Maine State Legislature passed a bill directing the Maine Department of Environmental Protection (DEP) to rewrite the regulations governing metallic mineral mining in Maine. The bill was introduced after pressure from Maine’s largest private land owner and timber company, J.D. Irving, Limited. The company has a lucrative mineral deposit on one of their landholdings in northern Maine and is interested in pursuing a mining development project. The bill aimed to streamline the regulatory framework around mining operations and make the permitting process more conducive to mineral development throughout the state. Awareness, Use, And Perceptions Of Biodiesel: A Comparison Of Consumers In Belgium And The United States, Maggie Jo Pruitt, Leslie D. Edgar, Donald M. Johnson

Belgian (N = 61) and American (N = 134) fuel consumers were interviewed in the summer of 2012 to determine their awareness, use, and perceptions of biodiesel. Consumers who were aware of biodiesel were asked their perceptions. A significantly P < 0.0001) higher percentage of Belgian consumers (78.7%) reported owning or driving a diesel vehicle compared to American consumers (9.0%). Belgian and American consumers moderately agreed biodiesel is a high-quality fuel. For both Belgian and American consumers, there was no significant association between owning a diesel vehicle and being aware of biodiesel or having purchased biodiesel. Although Belgian and American consumers agreed that using non-food crops for biodiesel is justified, Belgians were significantly less supportive than American consumers of using food crops for biodiesel. Both Belgian and American consumers disagreed with the statement “I would never use biodiesel”, and the two sets of consumers moderately disagreed that diesel engines would not run properly on biodiesel. Belgian and American consumers agreed that global warming is increasing; however, American consumers were more positive about the potential of biodiesel to reduce harmful exhaust emissions and global warming. Belgian consumers moderately agreed and American consumers agreed that biodiesel is better to use because it is made from renewable resources. Belgian and American consumers generally show similar perceptions of biodiesel, with the exception that American consumers were more positive toward the environmental and renewable aspects of biodiesel use. Recommendations for further research include gaining a better understanding of the potential positive influences that impact consumers’ perceptions of biodiesel.

Background: Environmental temperature has profound consequences for early amphibian development and many field and laboratory studies have examined this. Most laboratory studies that have characterized the influence of temperature on development in amphibians have failed to incorporate the realities of diel temperature fluctuations (DTF), which can be considerable for pond-breeding amphibians.

Results: We evaluated the effects of different ecologically relevant ranges of DTF compared with effects of constant temperatures on development of embryos and larvae of the Korean fire-bellied toad (Bombina orientalis). Human activity such as surface mining can have substantial impacts on the natural environment. Performing a Cumulative Hydrologic Impact Assessment (CHIA) of such impacts on surface water systems requires knowing the location and extent of these impacted streams. The Jurisdictional Determination (JD) of a stream’s protected status under the Clean Water Act (CWA) involves locating and classifying streams according to their flow regime: ephemeral, intermittent, or perennial. Due to their often remote locations and small size, taking a field inventory of headwater streams for surface mining permit applications or permit reviews is challenging. Beaver reintroduction programs are increasingly being viewed as a way to enhance salmonid habitat and production. However, the actual effectiveness of using beavers as a habitat enhancement tool for ESA listed steelhead Oncorhynchus mykiss populations is unknown. We examined the type of habitat, at both the microhabitat and mesohabitat levels, preferred by steelhead in three small streams in the upper Yakima Basin, WA through standard snorkel surveys and habitat measurements. Our results suggest that steelhead in small streams strongly prefer (relative to availability) microhabitats that have deeper water(> 30 cm), slow stream velocities(< 0 .05 mis), and complex cover types. Habitat partitioning among the size-classes (small< 50 mm, medium 50-90 mm, large> 90 mm total length, TL) principally operated …

With the creation of Mount Rainier National Park (MORA) in 1899 came the active management of the park's landscapes and a heavy emphasis on fire suppression. Today managers at MORA have made returning fire to the park's landscapes a top priority. Removal of the Elwha River dams to restore the ecosystem and salmon fisheries is the largest project of its kind in the history of the United States. Spanning decades and affecting generations, this project has changed and will continue to change the landscape. This research examined the influence of the anticipated return of salmon on 18 key stakeholders' sense of place of the Elwha River. Acequias are community irrigation systems in the villages and pueblos of New Mexico. They have deep roots in two ancient traditions—Pueblo Indian and Spanish. The Pueblos collected and shared water for centuries before the arrival of Spanish colonists in 1598. The Spanish settlers brought technical knowledge and institutional frameworks for governing irrigation systems, which originated in the Moors’ seven-century occupation of Spain. Both traditions remain important to an understanding of New Mexico’s acequia heritage and the continuing relevance of these “water democracies.”Today, these traditions must meld with state law as the legislature has provided that acequias are “political subdivisions” or …

Pueblos and tribal reservations are located within most of the larger stream systems in New Mexico. Each has claims to rights to use the water in its stream. In New Mexico, Indian rights are significant because of their early priority dates, because of the large amounts of water rights claimed, or both. In some instances, such claims have the potential to displace a significant number of junior water rights.

Common law theories or doctrines pertaining to Indians continue to be judicially refined and to evolve so that discussing the nature and extent of “Indian water rights” is a complex topic.

Since the late nineteenth century, New Mexicans have been developing the state’s groundwater resources. From hand-dug wells to proposed wells that could penetrate to 12,000 feet, residents have sought sources to supplement and replace surface water. The state relies upon groundwater to supply almost 50 percent of its needs.

As the population grows and drought intensifies, groundwater sources are tapped with increasing urgency. Limited steps are being taken to preserve groundwater through conservation, groundwater recharge, and regulation.

A statewide water planning effort was initiated by the New Mexico legislature in the 2003 session. The Interstate Stream Commission (ISC),in collaboration with the Office of the State Engineer (OSE) and the Water Trust Board, was tasked with preparing and implementing a comprehensive state water plan. Regional water planning had begun much earlier, prompted by a lawsuit that El Paso filed against New Mexico in 1983, El Paso v. Reynolds.

Apart from the major cities along the Rio Grande corridor, much of New Mexico remains relatively rural. Recent studies estimate a 2013population of around 2,085,500 statewide. In the state fiscal year 2011,about 1,836,000 people, or 88 percent of New Mexico’s population obtain their water from community water systems. Approximately 284,000 people, or about14 percent of the population, receive their drinking water from community water systems serving fewer than 5,000 people. As of 2012, there are 1,148 public water systems that provide drinking water in New Mexico. Of these systems, 593are community water systems; of these, 546 serve fewer than 5,000 …

With most of the surface water in New Mexico fully appropriated and with groundwater sources being drawn down and becoming less reliable, the search for new sources of water is reaching further and further afield of traditional sources and methods. Water wells deeper than 2,000 feet have been rare due to the expense of deep drilling and the uncertainty of finding potable water. Yet the combined circumstances of advances in hydrology and the escalating demand for new water have driven the search for water deeper than was previously considered practical.

Since all of the state’s surface-water and most of its groundwater have already been allocated, the only way for cities, developers, or conservation organizations to find new water supplies is to buy and transfer water rights from old uses and places to new uses and places. The Ute Pipeline Project (Project), officially known as the Eastern New Mexico Rural Water System (ENMRWS),is a 151-mile-long pipeline project to provide a sustainable municipal and industrial water supply for several eastern New Mexico communities and a military base. The Congress authorized major federal funding for the Ute Pipeline in the Omnibus Public Land Management Act of 2009. This important milestone for the project was reached after about 45 years of effort.Attention now shifts to myriad details involved in actually constructing, financing,and administering the project.

The Rio Grande is divided into two major river reaches and has different legal regimes for each. New Mexico is primarily concerned with the Rio Grande from the headwaters in Colorado to Ft. Quitman in Texas, a distance of approximately 670 miles. This section of the river is the subject of the1906 Rio Grande Convention (Treaty) between the United States and Mexico. Hypocotyls isolated from mature embryos germinated on Murashige and Skoog (MS) medium supplemented with 22.2 µM 6-benzyladenine (BA) and 0.5 µM thidiazuron (TDZ) were transformed using Agrobacterium tumefaciens strain EHA105 harboring the pBI121-8D2 vector containing the neomycin phosphotransferase (nptII) gene and a full length, codon-optimized Bacillus thuringiensis Cry8Da protoxin gene (cry8D2). Explants were transformed in a bacterial suspension with 100 µM acetosyringone using 90 s sonication and 10 min vacuum-infiltration. Four independent lines of transformed shoots were selectively regenerated on MS medium with 22.2 µM BA, 0.5 µM TDZ, 50 mg L-1 adenine sulfate, 10% …

Backwater habitats of large rivers provide habitat for aquatic biota and influence important predator-prey interactions in fishes and other aquatic organisms. However, these areas often exhibit turbid conditions and lack habitat complexity. Restoration of lentic habitats through direct habitat manipulations has shown success in prior efforts, but these methods have not been tested in backwater habitats of large rivers. I attempted to create habitat in an Ohio River embayment by establishing founder colonies of aquatic macrophytes coupled with the placement of underwater gravel beds. Due to conservative archaeological site protection practices in Region 5 of the United States Forest Service, the economy of Northeastern California is being adversely affected. Invasive insects that successfully establish in introduced areas can significantly alter natural communities. These pests require specific establishment criteria (e.g. host suitability) that, when known, can help quantify potential damage to infested areas. Emerald ash borer (Agrilus planipennis [Coleoptera: Buprestidae]) is an invasive phloem-feeding pest which is responsible for the death of millions of ash trees (Fraxinus spp. L.). Over 200 surviving ash trees were previously identified in the Huron-Clinton Metroparks located in southeast Michigan.
