Balancing Conservation And Development In Maryland's Coastal Zone: A Program Evaluation, James G. Turek

An evaluation of a federal regulatory program administered by the Baltimore District Corps of Engineers (COE), governing certain development activities in Maryland's coastal zone, was conducted to (1) identify cumulative development and wetland impact outcomes that occurred over a 5-year (1981-1985) period; and (2) assess a component of the decision-making process that resulted in these outcomes. Having successfully initiated and developed the legal aspects of the Exclusive Economic Zone (EEZ) the challenge which now arises for the developing coastal nations is to implement an ocean management system to more fully realize the potential benefits of extended jurisdiction. This study discusses the needs and problems developing nations may encounter in developing such a management system and also considers the ways and means to meet these needs and overcome these problems. To ensure maximum coordination of message delivery, personal service efforts should be orchestrated as a result of annual (winter season) planning sessions involving TW Services, Bryce/Zion Trail Rides, and park personnel. Such planning should coordinate general summer season schedules, brainstorm new program ideas and service proposals, and establish procedures for monitoring and evaluation. This is also an opportunity to identify high priority messages regarding resources, events, new services, and park management pertinent in the coming season; in this manner, emphases for seasonal training are established.

The Australian herring (Arripis georgianus) ts a pelagic, largely marine, species which is relatively abundant in the south western waters of Western Australia. It is a close relative of the Australian salmon with a similar life history and habits which includes migrating for the purpose of spawning. The Australian herring is keenly sought both as a food fish and for bait. This report documents the fishery for this species as it has developed during the period 1973 to 1985.

The Western Australian-based mixed gear fishery for edible shark generally operates from Geraldton to Esperance in waters shallower than 10 fm to a maximum depth of 100 fm. In 1983/84, the total catch was 1262 tonnes live weight. The total shark catch was taken by 158 gillnet boats, 45 longline boats and 152 handline boats. However, nearly two thirds (62%) of these boats caught 1 tonne or less in 1983/84 and were assumed to rely more heavily on other target fisheries than shark.

The inventory and condition survey of rangelands in the Carnarvon Basin, undertaken by the Department of Agriculture and Food, Western Australia (DAFWA) between 1980 and 1982, describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. It also assessed the impact of pastoralism and made land management recommendations. The area surveyed covers …

The fishery for the western rock lobster Panulirus cygnus is one of the most important single fisheries in Australia and an important export earner for the State. Western Australia produced 10,576 tonnes in 1983/84, out of a total Australian rock lobster catch, with the exception of Queensland, of 15,777 tonnes. The fishery is governed by a complex set of regulations which are designed to limit the total fishing effort to acceptable levels and to enforce a legal minimum size (Bowen 1971, Hancock 1981). The fishery for the western rock lobster, Panulirus cygnus (George) is the most important single species fishery in Australia, and one of the major rock lobster fisheries of the world, with catches over the last ten years (1973 to 1983) averaging approximately 9.8 million kg annually.

The continuing success of the fishery can be attributed mainly to effective management, which involves a complex system of regulations, the majority of which were introduced in 1963 and which are constantly being revised to accommodate changes in the fishery. The park safety planning process currently in use limits users’ inputs to accident statistics. It would be better to more accurately anticipate accident-prone locations and to take preventative measures. A planning methodology is proposed which integrates the safety perceptions of park users into the decision-making for locating facilities and services: the Recreation Opportunity Spectrum (ROS) serves as a systematic planning guide for such decision-making and is compatible with park policy and objectives. Applications to Garibaldi Provincial Park, British Columbia, and statistical and cartographic analyses of 273 questionnaires returned from there, indicate that park users’ perceptions can be advantageously incorporated into …

This thesis sets out to determine possible links between the depleting water resources in Israel and the country’s hegemony over the water-rich area of south Lebanon. The early Zionist and later Israeli leaders have coveted the Litani river of Lebanon, to which Israel has had access since 1978. Israel’s replenishable water stock is being fully utilized. This fact is the basis of the theoretical motif of the thesis, namely the state conflict induced by resource scarcity. Thus conflict theory is discussed and a model of conflict process is derived.
