Western Kentucky University Stormwater Utility Survey 2026, Warren Campbell

In the U.S., more than 2200 stormwater utilities have been enacted. This year, we have expanded the survey to include stormwater utilities in other countries. Many of these stormwater assessments are called taxes, but if the assessment is recurring, is not an ad valorem tax, and is dedicated to stormwater purposes, we call it a stormwater utility. With the help of ChatGPT we have been able to identify 25 stormwater fees in Australia. We were also able to identify 3 in New Zealand, and some in Europe as well.

Utility-scale renewable energy development allows clean energy production to fulfill energy demand and mitigate climate change. Development of utility-scale renewable energies such as wind and solar energy requires expansive tracts of land, typically found in rural areas. Rural center communities in the United States (U.S.) exhibit unique characteristics and ideologies that influence individuals’ perceptions of renewable energy about climate change. This research aimed to understand rural residents’ perception of renewable energy by surveying six rural center communities with varying levels of renewable energy. Developing an objective metric to designate taxa that are the responsibility of the region is imperative for the proper allocation of conservation funding. This project focused on stoneflies (Order Plecoptera), an imperiled group of aquatic insects at the global scale, in two U.S. Fish and Wildlife Service regions. At the regional scale, a baseline designation of Regional Species of Greatest Conservation Need (RSGCN) was applied to each species where their range included at least 75% of states within either the Midwestern or Northeastern regions. Karst terrains are complex landscapes that are sensitive to human disturbance. Human activities have polluted and impacted many of these terrains around the world. To preserve these unique landscapes, many karst regions are protected and designated as national parks, geologic special areas, or UNESCO Biosphere Reserves. Despite the widespread general protection of karst landscapes globally, a review of each area’s management plan reveals there is no standardized method of cave and karst management or evaluation of karst impacts.

Those involved in community gardens face multiple challenges to survival, including land tenure, lack of funding, lack of sustained interest, and poor infrastructure, but many successful, long-lasting gardens have found management style to be a key aspect of their success. This project investigated three community gardens in Louisville, Kentucky, in order to determine how self-governance, or internal management by gardeners, overlaps with other success indicators and what development processes lead to successful self-governance. The intent of this research was to create and evaluate a karst tourism management index (KTMI). This index is intended to be a new management tool designed to quantify environmental disturbances caused specifically by tourism activities in karst regions, particularly show caves and springs. The Office of Sustainability has occupied the house at 503 Regents for approximately four months. The space is used to house the Big Red Bikes mechanic shop and program, and other programs and activities. Eight students work in the Office of Sustainability in various roles including bike mechanic, student assistant, four PowerSave Interns, a student “handy-man” who works on various physical improvements, and a student that is completing his Honors Thesis on the project.

The WKU College of Education and Behavioral Sciences and Center for Environmental Education and Sustainability hosted the first Education for Sustainability Summer Institute (EFSSI 2011) for Kentucky and the region on July 21-22, 2011. Participants learned about model programs, practical strategies, and resources for integrating sustainability into classes, schools, and districts. This event is the first of its kind in Kentucky and the region. It is being hosted by the WKU College of Education and Behavioral Sciences and WKU Center for Environmental Education and Sustainability.

Before the creation of Mammoth Cave National Park, this area was home to numerous communities, each with a sense of identity. To prepare for the creation of the National Park, all residents living within these communities were relocated, and many of these communities were lost to the passage of time. Today, public memory of these lost communities is being fostered by the descendents of the pre-park area.

Karst regions are composed of soluble rock, often limestone, which leads to the formation of fissures, sinkholes and water flow conduits such as caves. Pollutants in karst waters tend to be quickly directed and concentrated into these subsurface conduits. As a result of this and other factors, water resources are especially sensitive to contamination and pollution in karst areas. Pollutant concentrations going into fluvial systems travelling through the subsurface in karst areas are often very similar to the concentrations arriving at outlets such as springs. Understanding the potential for karst aquifer contamination by sediment-sorbed pesticides is important for cave conservation efforts in agricultural landscapes. Flow rate, water quality parameters and suspended sediment concentrations were measured in Logsdon River, a ~10km karst conduit within the Turnhole Spring Groundwater Basin of Mammoth Cave National Park to determine characteristics of storm-period transport of sediment-sorbed atrazine through a conduit-flow karst aquifer.

Analysis of two independent precipitation events occurring in the Spring of 2008 from May 2-4 and May 27-29 demonstrated the rapid response of the Logsdon River to precipitation events with detections of atrazine increasing during the initial turbidity …

As of 2006, the U.S. Environmental Protection Agency (EPA) changed the Maximum Contaminant Level (MCL) for arsenic from 50 parts per billion (ppb), to 10ppb because of links to cancer. Current remediation technologies are expensive; therefore, this change will result in increased economic pressure on rural communities with high levels of arsenic in their drinking water. Lowering of the standard has spurred the development of a novel remediation technology that has shown the ability to reduce arsenic in drinking water at the source, with the added benefit of low-cost disposal of a stable and benign waste product in ordinary landfills. …
