The Salt Ponds Project scientific research and management efforts were designed to address the management issues typical to barrier beach-lagoon systems. It was anticipated that the finds of the project would be applied to the management of similar estuarine systems in Rhode Island and elsewhere. This paper presents findsings and recommendations relating to water quality and land use for the watersheds of Quonochontaug Pond, Winnapaug Pond, and Maschaug Ponds. Starting in 1964 there has been a movement to declare the Indian Ocean a "Zone of Peace." In an age when many in the world feel threatened by the potential of nuclear holocaust this is not striking in and of itself. What the Zone of Peace proposal provides is more valuable than the actual resolution. Empirically, it is obvious that nuclear free zones and peace zones have little validity. Historically, the weak have been vanquished by the powerful; their proclaimed neutrality notwithstanding. The Gulf of Maine area, including Georges Bank, has long been regarded as an area of special interest and importance to United States' fishermen. The riches of Georges Bank were known to New England fishermen in the 18th century, and early in the 19th century, fishermen from Gloucester, Massachusetts developed the halibut fishery on the Bank. Through the 19th century and util the 1950's the Georges Bank fishery was exclusively the province of new England fishermen. The twin-island Republic of Trinidad and Tobago is situated adjacent to the Republic Of Venezuela such that at one point Trinidad is merely seven miles off the northeast coast of Venezuela. Fishing activities of nationals of each country in the waters of the other are therefore common and often lead to conflict. In an attempt to solve the fishing problem a fishing agreement was negotiated. It came into force in 1978 and expired in 1984 whereupon negotiations commenced once more in an attempt to achieve new accord. Increased experience in fisheries cooperatives of developing countries has called into question a long-held presumption about their desirability and feasibility. In this context, this study attempts to reformulate the cooperative approach for small-scale fisheries in a realistic policy framework. First, past failures of fisheries cooperatives are analyzed from three different angles: the uniqueness of the fishing industry, systems intrinsic to the cooperative, and development policy. Second, various possibilities of building viable cooperatives are explored by introducing two key concnpets: the strategic option and the operational option. This study evaluates the decision-making process of the U.S. Army Corps of Engineers (COE) as it applies to the selection of land or open-water disposal sites for sediment from dredging projects planned by the COE. The study seeks to illustrate: 1) the structure of the COE decision-making process as provided for in laws, regulations, and COE policies; 2) the operational, economic, and environmental variables that might influence COE decision-making; 3) how the New England Division of the COE makes decisions on disposal sites for dredged material through consideration of operational, economic and environmental objectives. While proposals for several small tidal power facilities are being considered in Maine, in Canada, Nova Scotia officials are moving ahead with plans for a major tidal power project (4,028 MW) in the Minas Basin in the Bay of Fundy. There is no way to measure, on a global scale, the pollution dumped directly into the oceans, let alone all the tens of thousands of particulates, toxics, and gaseous substances are added each day to the atmosphere surrounding the New York Bight. The aim of this paper is to develop a user fee framework for the ocean dumping of municipal sludge. No single primary source exists to provide current and would-be participants in recreational charter boat operations in the United States with a basic legal understanding of their rights and obligations. The relevant federal maritime standards, laws, regulations, and judicial interpretations are scattered in isolated codebooks, reporters, and bulletins. Moreover, the governing body of law for boat chartering is admiralty law, which has been shaped throughout the centuries primarily by the traditions and dictates of the commercial shipping and shipbuilding industries. This study is a component of a more comprehensive investigation at the Marine Ecosystems Research Laboratory, (MERL), University of Rhode Island, that was undertaken in order to assess the potential for eutrophication in both its meanings as a natural and man-induced process occurring in the upper portions of Narragansett Bay and its watershed. This assessment required identification and quantification of the various inputs in order to establish the annual loading and eventual effects of the four important nutrients; ammonia, nitrate-nitrite, silicate and phosphate.

It does not set lateral maritime boundaries between the United States and its neighbors. One-half million acres of U.S. coastal wetlands have been destroyed by dredging and filling operations since 1956. They are being destroyed at the rate of 0.5-1.0% each year. In one ten year period, Rhode Island lost 5% of its 2000 acres of wetlands to urban development, and Connecticut lost 12% of its marsh lands. Less than 1500 acres of marsh remain in Connecticut. In order to create an incentive for a rapid development of the rural-based artisanal fisheries of coastal states, that can actively compete with large scale industrial fisheries of non-coastal states as well as coastal states of the region, some states are now moving towards an integrated approach in their development efforts. Such integrated projects will take into consideration rural development, provision of infrastructural facilities for fish handling and processing, vessel servicing, repairs and boat building. Socio-economic factors such as organization of fishermen's cooperatives, financing and marketing institutions are also vital inputs.
