Conservation According To The Pure Theory Of Exhaustible Resources, George Lymbouris

The objective of this thesis is to develop a theory for defining optimal conservation and applying definition to the prevailing rate of domestic petroleum production. Optimal conservation is defined as action designed to achieve or to maintain, from the point of view of society as a whole, the maximum present value of natural resources (or of a natural resource). The proper "action" is defined according to the pure theory of exhaustible resources. The literature survey is a chronological series of articles concerning this theory.

A Florida coastal zone management program, once approved and established, will be a cooperative effort of all levels of government and the citizens of Florida. It will establish coastal land and water resource policies, based on realistic goals and objectives, that contribute to the wise use of those resources and protect the options of future generations. It will be a system that is sensitive to criticism, accessible to review and appeal, and flexible enough to reflect changing goals, needs, attitudes and lifestyles. Dan Richardson's study is "an attempt to analyze present regulatory procedures in the New Jersey coastal zone, with an emphasis on the cost of these procedures to residential developers and housing consumers." Specifically, twenty-one residential developments in a coastal township were monitored from acquisition of land to final approval of the development proposal, and the costs of regulatory approvals, consulting engineering, legal, and governmental fees, as well as holding costs incurred by the developer, were itemized. This study evaluates the socioeconomic impacts of the Second Stage of the Southern Nevada Water Project of the United States Bureau of Reclamation, comparing that project with the alternatives of importing water from Nevada areas somewhat removed from the Las Vegas Valley and of leaving the water supply of the Valley basically as it is, the no project alternative.

The study follows, with adaptations and extensions, the general methodology for socioeconomic impact studies as developed and still being evolved in successive socioeconomic analyses of Bureau of Reclamation water projects. The pressures of population growth, urbanization, and improved transportation are diminishing the availability of quality naturalistic sites for recreation while at the same time producing greater demands for their use. One cause contributing to the reduction in acreage in naturalistic areas is the construction of reservoirs. The recreational hunting value of the naturalistic area to be inundated should be considered as a negative consequence in the economic evaluation of a proposed reservoir site.

Reservoirs are built to control floods, provide water for irrigation and municipal supply, generate electric power, augment low flows for navigation and water quality control, and provide improved fishing and recreation opportunity. A reservoir is justified if the benefit it provides to society exceeds the cost to develop it. Much research has been done to determine the benefit of a water resources development to society as a whole. Some research has explored the benefit of such a facility to a region. Very little research exists on the effects of a reservoir on the immediately surrounding area.

Within the last few years, the growing realization that an effective flood control program must include non-structural measures (land use management and flood proofing) has resulted in Presidential Executive Order 11296 requiring Federal agencies to seek the optimum combination of structural and non-structural measures for flood control. The requirement has created a dilemma. No methodology is available for systematic evaluation of alternative combinations of structural and non-structural measures. Prospective procedures are too time consuming to be feasible under current financial and manpower limitations.

In April 1952, the National Park Service was requested by Representative E. Y. Berry of South Dakota, to consider the possibility of giving national recognition to Wounded Knee Battlefield, on the Pine Ridge Indian Reservation of South Dakota. Limited Date on the battlefield was presented on April 22 to the Advisory Board on National Parks, Historic Sites, Buildings, and Monuments. The Board asked that a field investigation and report be made by the Service to secure more comprehensive data.
