Shifting Baselines and New Meridians: Water, Resources, Landscapes, and the Transformation of the American West (Summer Conference, June 4-6)
The Center’s 29th annual conference will focus on the changes in the West resulting from rapid population growth, development, disrupted historical weather patterns and the effects of those changes on land, water, and energy resources. Speakers and panelists will address the adaptability of the legal and political institutions and how the transformation of the West may foreshadow fundamental changes to these institutions.
The agenda includes panel discussions that will address:
- Water for the 21st Century —the big questions in Western water and rethinking Western water law.
- The Future of Energy —practical and sophisticated solutions to overcome the energy …

Fisheries Research Report No. 175 - An Assessment Of The Finfish Catch By Recreational Fishers, Tour Operators, Commercial Lobster Fishers And Commercial Wetline Fishers From The Houtman Abrolhos Islands During 2006, Neil R. Sumner
Fisheries Research Reports
The catch of finfish from the Houtman Abrolhos Islands was estimated for recreational boats, tour operators, commercial rock lobster fishers and occupants of their camps on the islands. Separate methods were used for each of the different sectors due to the variation in fishing activities. Recreational boats and commercial rock lobster fishers were surveyed to determine catches, whereas the catches by tour operator and commercial wet-line fishers were determined from their compulsory catch and effort returns submitted to the Department of Fisheries.
The reported commercial wetline catch for pink snapper, sweetlip emperor and Western Australian dhufish greatly exceeded the combined …

Fisheries Research Report No. 176 - Regrowth Of Pilchard (Sardinops Sagax) Stocks Off Southern Wa Following The Mass Mortality Event Of 1998/99, Daniel J. Gaughan, M Craine, Peter Stephenson, Timothy I. Leary, Paul Lewis
Fisheries Research Reports
Final FRDC Report – Project 2000/135
This project produced time series of estimates of spawning biomass for pilchards in four purse seine management zones in Western Australia, three on the south coast and one on the west coast. The pilchard stocks in Western Australia have recovered strongly since the 1998/99 mass mortality.
This project has shown that the fishery independent and fishery dependent methods applied to Western Australia’s pilchard fisheries cannot provide precise estimates of the size of the pilchard spawning biomass in each management region. Although the trends indicated by the age-structured simulation model are reliable and provide good …
Fisheries Research Report No. 177 - A 12-Month Survey Of Recreational Boat-Based Fishing Between Augusta And Kalbarri On The West Coast Of Western Australia During 2005-06, N. R. Sumner, P C. Williamson, Stuart J. Blight, Daniel J. Gaughan
Gaughan
Fisheries Research Reports
A 12-month survey of boat-based recreational fishing in the West Coast Bioregion (Augusta to Kalbarri) of Western Australia was conducted at boat ramps between 1st July 2005 and 30th June 2006. During the survey a total of 15,999 boat crews were interviewed, of which 13,185 (82%) had been undertaking some form of fishing activity and, of these, 10,382 (or 79%) of fishing boat crews had been ocean line fishing. The total annual recreational boat based fishing effort for the West Coast Bioregion was estimated to be 1,557,000 fisher hours (95%CI: 1,495,000 – 1,620,000), which is a 15.5% increase in nominal …
Seed Invasion Filters And Forest Fire Severity, Tom R. Cottrell, Paul F. Hessburg, Jonathan A. Betz
Seed Invasion Filters And Forest Fire Severity, Tom R. Cottrell, Paul F. Hessburg, Jonathan A. Betz
Biology Faculty Scholarship
Forest seed dispersal is altered after fire. Using seed traps, we studied impacts of fire severity on timing of seed dispersal, total seed rain, and seed rain richness in patches of high and low severity fire and unburned Douglas-fir (Pseudotsuga menziesii) forests in the Fischer and Tyee fire complexes in the eastern Washington Cascades. Unburned plots had the lowest average seed production. The high severity fire patches in the Fischer Fire Complex had a higher total seed production than low severity fire patches of the same complex. At the Tyee Fire Complex, the total seed production for each …
Western Australian Rangeland Monitoring System For Grasslands: Field Manual, Andrew Craig, Philip Thomas
Western Australian Rangeland Monitoring System For Grasslands: Field Manual, Andrew Craig, Philip Thomas
Bulletins 4000 -
Western Australian Rangeland Monitoring System (WARMS) sites are designed to provide defined areas for repeated photography and collection of vegetation composition, shrub/tree cover and landscape function (soil surface assessment) data. This manual defines the procedures for installing and monitoring WARMS sites in the grasslands of northern Western Australia. It provides a documented reference of site stratification at regional scale, and site allocation at station (property) scale. Different procedures apply for sites in the shrublands of the southern pastoral zone. WARMS is designed to be interpreted at the vegetation type or regional scale, rather than lease (station) scale. Information gathered is …

A Simple Morphological Predictor Of Bite Force In Rodents, Patricia W. Freeman, Cliff A. Lemen
A Simple Morphological Predictor Of Bite Force In Rodents, Patricia W. Freeman, Cliff A. Lemen
School of Natural Resources: Faculty Publications
Bite force was quantified for 13 species of North American rodents using a piezo-resistive sensor. Most of the species measured (11) formed a tight relationship between body mass and bite force (log 10(bite force) = 0.43(log 10(body mass)) + 0.416; R2 > 0.98). This high correlation exists despite the ecological (omnivores, grazers and more carnivorous) and taxonomic (Cricetidae, Heteromyidae, Sciuridae and Zapodidae) diversity of species. Two additional species, Geomys bursarius (Geomyidae) and a Sciurus niger (Sciuridae), bit much harder for their size. We found a simple index of strength based on two measurements of the incisor at the level of …
Methods And Tools For Drought Analysis And Management, Cody L. Knutson
Methods And Tools For Drought Analysis And Management, Cody L. Knutson
School of Natural Resources: Faculty Publications
Drought is an ambiguous concept. It is often difficult to tell when you are in a drought because of its slow, protracted nature and lack of news-grabbing impacts— such as water inundating communities or buildings burning—associated with other natural disasters. It is equally difficult to track the effect of drought on people, their livelihoods, and the environment because of the ubiquitous role that water plays in our world. As a result, we often wait until we are in the midst of a water crisis to seek ad hoc solutions, which can be costly, inefficient, and highly politicized.
To overcome the …

Portland Me: Affordable Housing V. Open Space, Patrick Wright, Brett Richardson, Richard Barringer
Planning
Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. It highlights the need for champions within local government when a project evokes competing interests. It demonstrates the extent to which “words matter” to policy outcomes, and who …
