Over the last several decades, efforts to regulate the environment through traditional public law at national and international levels have stalled. In contrast, private environmental governance has flourished as nongovernmental entities have engaged in standard setting and assessment practices traditionally left to public government. This Article observes that while private governance of producers’ environmental product claims has grown tremendously in recent years, the vast majority of the governance originates in the global North and thrusts the global North’s economic and environmental agenda into the global South. Climate change will likely impact the ecosystem services and biodiversity generated from conserved land. Land conservation can also play a significant role in achieving cost-effective mitigation of greenhouse gas emissions. In this special issue we feature seven papers from the 2017 NAREA Workshop, “Climate Change and Land Conservation and Restoration: Advances in Economics Methods and Policies for Adaptation and Mitigation.” The articles include papers furthering the methodological frontier; portfolio optimization, dynamic rangeland stocking, and global timber harvest models, and those highlighting innovative applications; climate smart agricultural practices in Nigeria and Vietnam, welfare impacts on birding, and carbon and albedo pricing.

Toxic Effects Of Lead Disposal In Water: An Analysis Of Tri Facility Releases, Patrick Koval

Using county-level TRI data from 2003 to 2016, I find evidence that lead emissions in water adversely affect birth weights within the emitting county, especially with respect to the percentage of births considered low birth weight within that county (less than 2,500 grams). I find that a one percent increase in lead emissions per square mile increases the proportion of low birth weights by 0.27 percentage points. For a county with an average number of births in a particular year, this one percent increase in lead per square mile translates to an additional $475,000 in hospitalization costs from complications with …

The impact of irrigation technology on farmers’ management strategies and resulting environmental benefits depends upon agronomic properties and market forces. We evaluate the role of deficit irrigation using soil moisture probe technology on corn yield and evapotranspiration, which is a measure of water use efficiency. Evapotranspiration represents the water that transits through the plant during planting to harvest (transpiration) and the evaporation from the soil into the environment, or the displaced water in the production process. We develop yield and evapotranspiration response functions to inform a constrained profit maximization model used to identify the optimal irrigation level across a variety …

The purpose of the NRCA is to provide park leaders and resource managers with information on resource conditions to support near-term planning and management, long-term strategic planning, and effective science communication to decision-makers and the public.

Metoposaurids are Late Triassic temnospondyls that are abundant components of freshwater deposi- tional settings. Although metoposaurids are represented by hundreds of specimens in collections around the world, the vast majority pertain to large-bodied, relatively mature individuals, and as a result, the early stages of ontogeny are still poorly characterised. Small-bodied metoposaurids from North America have traditionally been assigned to Apachesaurus gregorii, interpreted as a diminutive taxon, but this interpretation has not been rigorously tested. Outbreaks of coral diseases continue to reduce global coral populations. In the Caribbean, yellow band is a severe and wide-spread disease that commonly affects corals of the Orbicella spp. complex, significantly impeding coral reproduction, and hindering the natural recovery of Orbicella spp. populations. Caribbean yellow-band disease (CYBD) lesions may be severe, and often result in the complete loss of coral tissue. The slow spread of CYBD, however, provides an opportunity to test methods to mitigate the disease. Abstract

Prior to 2014, bat research at Devils Tower National Monument (DETO) focused on bats present during the summer months. Biologists at DETO assumed local bats were strictly summer residents due to the presumed lack of typical habitat features associated with bat hibernation, such as caves and mines. This lack of traditional hibernacula features at DETO discouraged staff and research cooperators from studying winter bat populations. Despite the earlier assumption that bats were unlikely to hibernate on the monument, DETO documented significant winter bat activity through passive winter acoustic monitoring. This report presents the results of vegetation monitoring efforts in 2017 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and the Northern Great Plains Fire Effects Program (NGPFire). This was the seventh year of field work conducted by NGPN at AGFO.

Executive Summary

From 2014-16, the Northern Great Plains Inventory & Monitoring Network (Network)—in collaboration with the Midwest Regional Biologist—used acoustic methods to monitor bat populations at 12 Network parks. Six parks were monitored using the nascent North American Bat Monitoring Program (NABat) framework. Six other parks did not meet a priori criteria for inclusion in NABat so they were monitored using similar methods, but a non-systematic sampling frame.

Fifty-five NABat stations were established along with 62 non-NABat stations. Stations were typically monitored for 4-7 nights each year using equipment that records the echolocation calls of bats. Fourteen mobile survey routes …

The objectives of the study are two-fold. The first is to find out the relationship between the personal entrepreneurial competencies (PEC), as identified by Management Systems International, and the entrepreneurial intention of non-business students who are taking up an introductory entrepreneurship course. The second is to determine whether the entrepreneurial competencies of the students improved after taking the course. Using Spearman rank-order correlation, the study reveals that eight of the ten entrepreneurial competencies have a significant correlation with entrepreneurial intention although the relationship ranges only from moderate to weak. Abstract

Inventory and Monitoring Networks of the National Park Service are charged with collecting and reporting data related to the status and trends of key natural resources. We have analyzed a suite of grazing data from 1995- 2016, fire history data from 1998-2015, and vegetation community data from 2002-2014 to better understand trends as they relate to management strategies at the preserve over time. We found that cattle stocking rates declined and fires became less frequent over the latter half of the record. Similarly, bare ground declined, woody species increased slightly, and the floristic quality index was relatively stable with …

The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention. Corporate leaders are expected to engage in corporate social responsibility by some stakeholders, but there is no consistent evidence that corporate social performance relates to financial performance. Grounded in instrumental stakeholder theory, the purpose of this correlational study was to examine the relationship among energy productivity, greenhouse gas productivity, and return on equity.
