In 2005, the Heartland Inventory & Monitoring Network initiated breeding bird surveys on Herbert Hoover National Historic Site, Iowa, to address two objectives: (1) to monitor changes in bird community composition and abundance, and (2) to improve our understanding of relationships between breeding birds and habitat, and the effects of management actions on those relationships. In the United States alone, each tropical cyclone causes an average of $14.6 billion worth of damages. In addition to the destruction of physical infrastructure, natural disasters also negatively impact human capital formation. These losses are often more difficult to observe, and therefore, are over looked when quantifying the true costs of natural disasters. One particular effect is an increase in infant mortality rates, an important indicator of a country’s general socioeconomic level. Rock ptarmigan (Lagopus muta) and willow ptarmigan (L. lagopus) are Arctic birds with a circumpolar distribution but there is limited knowledge about their status and trends across their circumpolar distribution. Here, we compiled information from 90 ptarmigan study sites from 7 Arctic countries, where almost half of the sites are still monitored. Rock ptarmigan showed an overall negative trend on Iceland and Greenland, while Svalbard and Newfoundland had positive trends, and no significant trends in Alaska. For willow ptarmigan, there was a negative trend in mid-Sweden and eastern Russia, while northern Fennoscandia, North America and Newfoundland had no significant trends. …

The purpose of this report is to document the standards used by the Northern Great Plain Network (NGPN) for activities related to the collection, processing, storage, analysis, and publication of monitoring data as described in the Protocol implementation plan for stream channel monitoring in the Northern Great Plains Network: narrative version 1.0 (Thornbrugh et al. 2019). The plan also serves as a guide for all NGPN personnel who are involved in protocol/program activities and as a resource for identifying memoranda, publications, and other literature that describe associated techniques and requirements in more detail.

Producer Preferences For Alternative Irrigation Practices In The Arkansas Delta, Robert Edward Rosene

We use a bivariate sample selection model to address peer network effects on participation in and/or intensity of use of land being irrigated by alternative irrigation practices in the state of Arkansas. As groundwater in the state becomes more limited, the use of scientific scheduling, flowmeters, and more efficient row crop water application systems will allow producers to better manage water resources. We find relatively large, positive relationships between belonging to a peer network of the same irrigation practice and participation in that practice. Intensity of use of alternative irrigation techniques is mostly influenced by which crop type the practice …

The Northern Great Plains Inventory and Monitoring Network includes thirteen park units located in five northern Great Plains states across six ecoregions. Two park units, Jewel Cave National Monument (JECA) and Wind Cave National Park (WICA), protect significant cave resources. These two caves are among the longest caves in the world and have an assortment of underground water resources ranging from drip sites to cave lakes. Metoposaurids are non-marine temnospondyls that are among the most common constituents of Late Triassic deposits, but despite their abundance, the evolutionary relationships of the group are poorly resolved and have not been fully addressed with modern phylogenetic methods. The genus Anaschisma is one of a number of poorly resolved metoposaurid taxa and was erected to describe two species from the Popo Agie Formation (Carnian) in Wyoming: Anaschisma browni and Anaschisma brachygnatha. Since being named, the genus has been repeatedly synonymized and separated with other taxa in the context of broader revisions of the Metoposauridae. At present, Anaschisma is considered …

This report presents the results of vegetation monitoring efforts in 2018 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Fire Ecology Program (NGPFire). This was the eighth year of combined monitoring efforts.

Crew members from NGPN visited eight long-term monitoring plots to collect data on the plant communities at SCBL. Jewel Cave National Monument and Wind Cave National Park in South Dakota contain two of the six longest caves worldwide. These caves contain subterranean lakes that are important points of intersection between the water table of the Madison aquifer and the caves. During 2015 to 2017, several subterranean lakes were discovered in Jewel Cave, which previously was thought to be above the regional water table. U.S.Environmental Protection Agency (EPA) set the nationwide emission standard policy, but each state in the U.S. has an option to follow the higher emission standard policy set by CARB (California Air Resources Board) in 2004. There are 14 “CARB states” that follow California’s more restrictive standards. The purpose of this paper is to examine the impact of CARB’s tailpipe emission standard policy. Using the panel dataset for 49 U.S. states over a 28-year study period (1987–2015), this paper found the long-term policy effect in reducing CO2 emission from CARB’s tailpipe standard, and its long-run effect is 5.4 times higher than …

We estimate the trade-off between agricultural production and forest preservation for the municipalities in Brazil’s agricultural frontier, the so-called “arc of deforestation,” using census and deforestation data for 2006. We use a nonparametric directional output distance function that allows us to identify the gradients of the production possibility frontier, which are the trade-offs of interest. We found that, on average, $979 is forgone in annual livestock, timber, and grain revenues to conserve 1 hectare of forest. This translates, ceteris paribus, to an average present value of costs to permanently sequester CO2 of $16.36/t, higher than most previous estimates.

Public health interventions targeting contaminated drinking water and indoor air pollution may help to reduce two of the leading causes of death among children under 5 in Rwanda - diarrhea and pneumonia. These interventions also have the potential to provide economic benefits, including reduction in expenditures on fuelwood and time spent on fuelwood collection, environmental benefits through reductions in deforestation and greenhouse gas emissions, and additional economic benefits attributable to health impacts. This dissertation consists of three essays that explore the impacts of changes in public water quality, reliability, and raw water source. The first essay explores the relationship between episodes of contaminated drinking water and health care expenditures in the United States. Using panel data from 48 contiguous states from 2000 to 2011 and spatial econometrics modeling methods, the results indicate that there is positive and statistically significant impact on per capita health care expenditures from the percentage of a state’s population exposed to contamination episodes. Accurate and timely data regarding freshwater fish communities is important for informed decision-making by local, state, tribal, and federal land and resource managers; however, conducting traditional gear-based fish surveys can be an expensive and time-consuming process, particularly in remote areas, like those that characterize much of Alaska. To help address this challenge, we developed and tested five multi-species environmental DNA (eDNA) primer sets for the simultaneous detection of up to 37 target fish species in a single sample. Executive Summary

This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.

This quality-assurance plan documents the standards, policies, and procedures used by the Heartland Network for activities related to the collection, processing, storage, analysis, and publication of monitoring data.
