In late 1987, the Minister approved a development plan for the South Coast Inshore Trawl Fishery (Fisheries Management Paper No. 13) and made a number of notices regulating trawling activities in the Recherche Archipelago. Fishing Boat Licences were subsequently ‘endorsed’ by reference to those notices. The development plan was declared to be for a period ending 31 December 1989, subject to extension for a further year if necessary. All recommendations contained in this report were made only after careful consideration of the submissions and issues which were raised at public meetings, along with the action needed to be taken to protect the long-term sustainability of our fish stocks.

In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.

The Department does not recommend having any finer scale zoning of the allocations, or the creation of exclusive recreational fishing areas. …

Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

The West Australian Pearling industry is one of Australia's most valuable aquaculture industries, currently generating around $120 - $160 million annually. The majority of pearl shell used to culture pearls come from the pearling beds in the inshore waters near Broome. The fishery for pearl oysters preferentially targets smaller (120mm - 165mm DVM) shell (hereafter defined as 'culture' shell), that are more suitable for culturing of pearls, leaving larger MOP oysters (175mm+) on the pearling grounds. In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.
