Green Pond is one of a number of coastal ponds in Falmouth. It covers over 135 acres and is an important natural and recreational resource for the people of Falmouth and visitors. Most of the area around the pond is private residential property interspersed with a few commercial businesses and open space. As with other areas of Massachusetts, the tidelands around the pond fall within the jurisdiction of Chapter 91 (the Massachusetts Public Waterfront Act). The permanent transfer of water from agricultural users to municipalities has become a common feature of water management in several western states. In many cases, these voluntary market‐based transfers provide significant benefits to both the buyers and sellers, but many third parties—including remaining irrigators, rural businesses and communities dependent upon agricultural economies—have been negatively impacted. The economic stresses on Maine’s businesses are growing. A slowing economy and rising input costs, particularly for energy, are increasing pressures in a state where concerns about the costs of doing business remain high. But there is much that businesses can do on their own to relieve some of these pressures. Even a quick examination of Maine’s energy situation shows that there are both real challenges and opportunities. Perhaps the single most effective action to enhance Maine’s business climate and economic competitiveness is to aggressively increase the energy efficiency of Maine’s economy.

The recreational management proposals that follow have been developed to deliver the required reduction in catches, while still allowing an enjoyable fishing experience for the majority of West Australians. If only a single management tool was used (e.g. a boat limit or closed season) the impact on recreational fishing would be huge. Therefore, the proposed management package has been carefully developed so that each management measure adds to the reduction required, while minimising the social and economic impacts as much as possible.

Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. This document details my final decisions on the new management arrangements for the West Coast and Gascoyne commercial ‘wetline’ fisheries. The decisions that are set out in this document will form an important part of the holistic management package required to ensure the long-term sustainability of our demersal scalefish resources in the West Coast and Gascoyne bioregions. The new Management Plans will provide the framework within which commercial scalefish catches can be explicitly managed to sustainable levels and will promote greater commercial certainty and confidence for those operators who gain access to the fishery.
