Monitoring soil moisture and its association with rainfall variability is important to comprehend the hydrological processes and to set proper agricultural water use management to maximize crop growth and productivity. In this study, the European Space Agency’s Climate Change Initiative (ESA CCI) soil moisture product was applied to assess the dynamics of residual soil moisture in autumn (September to November) and its response to the long-term variability of rainfall in the Upper Blue Nile Basin (UBNB) of Ethiopia from 1992 to 2017. The objective of this paper is to investigate the potential of sentinel‐1 SAR sensor products and the contribution of soil roughness parameters to estimate volumetric residual soil moisture (RSM) in the Upper Blue Nile (UBN) basin, Ethiopia. The backscatter contribution of crop residue water content was estimated using Landsat sensor product and the water cloud model (WCM). The surface roughness parameters were estimated from the Oh and Baghdadi models. A feed‐forward artificial neural network (ANN) method was tested for its potential to translate SAR backscattering and surface roughness input variables to RSM values. Drought is a prominent climatic hazard in the south-central United States. Drought severity is frequently classified using the categories established by the U.S. Drought Monitor (USDM). This study evaluates whether the thresholds for the standardized precipitation index (SPI) used by the USDM accurately classify drought severity. This study uses the SPI based on PRISM precipitation data from 1900 to 2015 to evaluate drought severity in Texas, Oklahoma, and Kansas. The results show that the fixed SPI thresholds for the USDM drought categories may lead to a systematic underestimation of drought severity in arid regions. To address this issue, objective drought …

This paper reviews previous efforts to assign monetary value to climatic or meteorological information, such as public information on drought, climate, early warning systems, and weather forecast information. Methods and tools that have been explored to examine the benefits of climatic and meteorological information include the avoided cost, contingent valuation, choice experiments, benefit transfer, and descriptive approaches using surveys. The second part of this paper discusses specific considerations related to valuing drought information for public health and the Bureau of Land Management. We used monthly precipitation and temperature data to give early warning of years with higher West Nile Virus (WNV) risk in Nebraska. We used generalized additive models with a negative binomial distribution and smoothing curves to identify combinations of extremes and timing that had the most influence, experimenting with all combinations of temperature and drought data, lagged by 12, 18, 24, 30, and 36 months. We fit models on data from 2002 through 2011, used Akaike's Information Criterion (AIC) to select the best‐fitting model, and used 2012 as out‐of‐sample data for prediction, and repeated this process for each successive year, …

+is study focuses on the characterization of historical drought occurrences in the Horn´e Poˇzitavie region of Slovakia over the period 1966–2013 using Standardized Precipitation-Evapotranspiration Index (SPEI). Trend analyses were evaluated by the Mann–Kendall (MK) test as well as cumulative sum of rank difference (CRD) test. +e results showed that drought occurs in the region regularly (recurrent climate feature), while the trend analysis indicated the trend toward more arid climatic conditions. However, CRD trend analyses showed that the subtrend changed direction toward less drier conditions in the late 1980s and early 1990s. Analyses of SPEI trends in individual months showed a …

Relationships between drought indices and fire danger outputs are examined to (1) incorporate fire risk information into the National Integrated Drought Information System California–Nevada Drought EarlyWarning System and (2) provide a baseline analysis for application of drought indices into a fire risk management framework. We analyzed four drought indices that incorporate precipitation and evaporative demand (E0) and three fire indices that reflect fuel moisture and potential fire intensity. To reduce the impacts of drought, developing an integrated drought monitoring tool and early warning system is crucial and more effective than the crisis management approach that is commonly used in developing countries like Ethiopia. The overarching goal of this study was to develop a higher-spatial-resolution vegetation outlook (VegOut-UBN) model that integrates multiple satellite, climatic, and biophysical input variables for the Upper Blue Nile (UBN) basin. This study examines the evolution of soil moisture, evapotranspiration, vegetation, and atmospheric conditions during an unusual flash drought–flash recovery sequence that occurred across the south-central United States during 2015. This event was characterized by a period of rapid drought intensification (flash drought) during late summer that was terminated by heavy rainfall at the end of October that eliminated the extreme drought conditions over a 2-week period (flash recovery). A detailed analysis was performed using time series of environmental variables derived from meteorological, remote sensing, and land surface modeling datasets. In this study, a residual soil moisture prediction model was developed using the stepwise cluster analysis (SCA) and model prediction approach in the Upper Blue Nile basin. The SCA has the advantage of capturing the nonlinear relationships between remote sensing variables and volumetric soil moisture. The principle of SCA is to generate a set of prediction cluster trees based on a series of cutting and merging process according to a given statistical criterion. In the wake of increased drought occurrences being witnessed in Sub-Saharan Africa, more localized and contextualized drought mitigation strategies are on the agendas of many researchers and policy makers in the region. The integration of indigenous knowledge on droughts with seasonal climate forecasts is one such strategy. The main challenge facing this integration, however, is the formal representation of highly-structured and holistic indigenous knowledge. Accurate measurement of rainfall is vital to analyze the spatial and temporal patterns of precipitation at various scales. However, the conventional rain gauge observations in many parts of the world such as Ethiopia are sparse and unevenly distributed. An alternative to traditional rain gauge observations could be satellite-based rainfall estimates. This study first assesses the performance of regional climate models in the Coordinated Regional Climate Downscaling Experiment (CORDEX) in reproducing observed extreme precipitation indices over the Greater Horn of Africa (GHA) region during 1989–2005. The study then assesses projected changes in these extremes during 2069–2098 compared to 1976–2005. The Regional Climate Model (RCM) simulations are made using two RCMs, with large-scale forcing from four CMIP5 Global limate Models(GCMs) under two Representative Concentration Pathways (RCP4.5 and RCP8.5). The Upper Blue Nile (UBN) basin is less-explored in terms of drought studies as compared to other parts of Ethiopia and lacks a basin-specific drought monitoring system. This study compares six drought indices: Standardized Precipitation Index (SPI), Standardized Precipitation Evaporation Index (SPEI), Evapotranspiration Deficit Index (ETDI), Soil Moisture Deficit Index (SMDI), Aggregate Drought Index (ADI), and Standardized Runoff-discharge Index (SRI), and evaluates their performance with respect to identifying historic drought events in the UBN basin. Best management practices (BMPs) for reducing agricultural non-point source pollution are widely available. However, agriculture remains a major global contributor to degradation of waters because farmers often do not adopt BMPs. To improve water quality, it is necessary to understand the factors that influence BMP adoption by farmers. Drought is one of the most serious climatic and natural disasters inflicting serious impacts on the socio-economy of Morocco, which is characterized both by low-average annual rainfall and high irregularity in the spatial distribution and timing of precipitation across the country. The workshop was conducted to discuss various new and existing seasonal models and experimental drought and vegetation prediction products with experts and decision-makers representing local (private, governmental, and nongovernmental organizations), regional, and international organizations in the Greater Horn of Africa (GHA). Eighty-five participants met to discuss a strategic approach for improving drought early warning and food security systems in the GHA.

Through the lens of the Health Belief Model and Protection Motivation Theory, we analyzed interviews of 36 agricultural advisors in Indiana and Nebraska to understand their appraisals of climate change risk, related decision making processes and subsequent risk management advice to producers. Most advisors interviewed accept that weather events are a risk for US Midwestern agriculture; however, they are more concerned about tangible threats such as crop prices. There is not much concern about climate change among agricultural advisors. Probabilistic forecasts of U.S. Drought Monitor (USDM) intensification over 2-, 4-, and 8-week time periods are developed based on recent anomalies in precipitation, evapotranspiration, and soil moisture. These statistical forecasts are computed using logistic regression with cross validation. While recent precipitation, evapotranspiration, and soil moisture do provide skillful forecasts, it is found that additional information on the current state of the USDM adds significant skill to the forecasts. The USDM state information takes the form of a metric that quantifies the ‘‘distance’’ from the next-higher drought category using a nondiscrete estimate of the current USDM state. Vigorous discussions and disagreements about the future changes in drought intensity in the U.S. Great Plains have been taking place recently within the literature. These discussions have involved widely varying estimates based on drought indices and model-based projections of the future. Improved understanding of the water balance in the Blue Nile is of critical importance because of increasingly frequent hydroclimatic extremes under a changing climate. The intercomparison and evaluation of multiple land surface models (LSMs) associated with different meteorological forcing and precipitation datasets can offer a moderate range of water budget variable estimates. In this context, two LSMs, Noah version 3.3 (Noah3.3) and Catchment LSM version Fortuna 2.5 (CLSMF2.5) coupled with the Hydrological Modeling and Analysis Platform (HyMAP) river routing scheme are used to produce hydrological estimates over the region. Addis Ababa is expected to experience water supply stress as a result of complex interaction of urbanization and climate change. The aim of this study is to investigate water demand and supply prospects for the City of Addis Ababa by applying the Water Evaluation and Planning (WEAP) hydrological model and using scenarios of population growth trends and climate change. The Midwestern United States experienced a devastating drought in 2012, leading to reduced corn and soybean yields and increased instances of pests and disease. Climate change induced weather variability and extremes are expected to increase in the future, and have and will continue to impact the agricultural sector. This study investigated how agricultural trade publications portrayed the 2012 U.S. Midwestern drought, whether climate change was associated with drought, and whether these publications laid out transformative adaptation measures farmers could undertake in order to increase their adaptive capacity for future climate uncertainty. The objective of this study was to develop information mining methodology for drought modeling and predictions using historical records of climate, satellite, environmental, and oceanic data. The classification and regression tree (CART) approach was used for extracting drought episodes at different time-lag prediction intervals. Using the CART approach, a number of successful model trees were constructed, which can easily be interpreted and used by decision makers in their drought management decisions. The regression rules produced by CART were found to have correlation coefficients from 0.71–0.95 in rules-alone modeling. The accuracies of the models were found to be higher in the …

Ensuring global food and water security requires a detailed understanding of how coupled socio-environmental systems respond to drought. Using the Platte River Watershed in Nebraska (USA) as an exemplar mixed urban-agricultural watershed, we quantify biophysical response to drought in urban (Lincoln NE) and agricultural systems alongside a qualitative analysis of governance response and adaptive capacity of both sectors. Synthesis of results highlights parallels and discontinuities between urban and agricultural preparations for and response to drought. Whereas drought prompted an increase in well installations and expansion of water-intensive crops, e.g., corn, in the agricultural sector, outdoor water use restrictions rapidly curtailed …
