Environmental policy, social factors, individual behavior, and environmental technologies are key factors in improving the current condition of the environment. The Department of Defense (DoD) is not immune to these aspects, as its actions have and will continue to impact the environment in which they conduct operations. The Fernald Environmental Restoration Management Corporation (FERMCO) has noted the introduction of arsenic contamination to groundwater around the area of the groundwater recovery system, which captures uranium contaminated groundwater. The introduction of arsenic occurs during high levels of pumping and is particularly sensitive to the western two of the five pumps. Auto-Regressive Moving Average (ARMA) and Spatial-Temporal ARMA (STARMA) empirical analyses are used to model the level of arsenic contamination found through time. This research investigated the influence of soil characteristics on the desorption of trichloroethylene (TCE). TCE is one of the most common contaminants at Superfund sites. Unfortunately, extraction of TCE from contaminated soils has been hindered by its slow and poorly understood desorption from soil particles. The rate and progress of desorption of TCE from seven types of soil with varying particle diameters and elemental compositions was measured using optical absorption techniques. Fitting the data to the Langmuir Isotherm functional form predicted in the literature yielded parameters for the desorption rate and total amount desorption each soil type. These parameters were …

This research effort addresses modeling of the transportation of air pollution in the atmosphere and the numerical analysis of the partial differential equations used in such modeling. Three Gaussian models are examined and compared using example problems. Several finite difference schemes are developed to solve the partial differential equations used in air pollution transport modeling. This study examines three Gaussian models SCREEN, AFTOX, and the program GAUSPLUM. The model GAUSPLUM is developed in this study and uses the Ada programming language and the analytic solution to the advection- diffusion equation. The original purpose of this research was to develop a plan to coordinate emissions trading between DoD installations. During the course of this research, findings indicated that restrictions on emissions trading would make such a plan of limited applicability. However, findings did indicate the need for a tool to assist managers with selecting the netting, offset, and banking emissions trading alternatives. Developing this tool became the objective of this research. This objective was fulfilled by developing a management guide to assist environmental managers with selecting the emissions trading alternatives netting, banking, and offsets. This thesis investigated the effects of the slow sorption mechanism on the transport of volatile organic contaminants in the vadose zone. Recent research has shown that slow sorption may have a significant impact on the transport of volatile organic compounds in the subsurface. Specifically, this document examined the effects of slow sorption on the Vapor Extraction System (VES) and the Purge and Trap Measurement System. It was found that the slow sorption of organic molecules on soil may profoundly influence the efficiency of VES and purge and trap. This study evaluated the TPH (total petroleum hydrocarbon) cleanup standard for petroleum contaminated soils (PCS). A survey of 13 state regulators was performed to characterize current standards and regulatory viewpoints on the use of a TPH versus a BTEX cleanup standard. The regulatory community considers the BTEX constituents the greatest threat to groundwater, yet expressed concern that the use of a compound specific standard, without an accompanying analysis for TPH, might result in residual soil contamination that may present risk. The purpose of this research was to develop an Environmental Audit Management Plan (EAMP) tailored to meet the specific requirements of the Royal Australian Air Force (RAAF). The research also examined the resources which would be required to introduce the proposed EAMP into the RAAF. The literature on environmental compliance auditing identifies a number of essential characteristics required for an effective environmental auditing program. These characteristics, in conjunction with the USEPA design guidelines for the development of audit programs for government agencies, were used to guide the development of the RAAF EAMP. A system to do a large scale survey was developed. The data obtained from the survey was analyzed using a database. The database incorporated an equation for converting cpm into radon concentration pCi/ℓ). The equation of conversion, protocol for measuring radon concentration, survey form, and a database program were modified (from previous theses) or developed for this thesis. The elution time constant, adsorption time constant, and calibration factor were calculated for equation of conversion. Two surveys were during the course of the thesis.
