This issue brief is intended for town officials who want to understand how development regulations in their community affect local water resources. Municipal development codes – the set of regulations that control the built environment – can have a great influence on the availability of clean and healthy water for drinking, recreation, and commercial uses. This in turn affects the community’s social, environmental, and economic vitality.
Comprehensive plans, zoning codes, and building standards are just a few examples of regulations that intentionally or unintentionally regulate the way water is transported, collected and absorbed. Regulations that produce dispersed development or large …

This project focuses on Long Island Sound embayments and represents an exploration of the potential for coordination among community-based water quality monitoring groups, and coordination between community-based groups and data end users, including scientists and managers. Community-based monitoring groups represent a potential valuable source of water quality information. The development of standardized protocols, training methods and reporting procedures will serve to provide end users with the confidence necessary to utilize the data collected as part of community-based monitoring programs. The Carbon Rent Economics Of Climate Policy, Matthias Kalkuhl, Robert J. Brecha

By reducing the demand for fossil fuels, climate policy can reduce scarcity rents for fossil resource owners. As mitigation policies ultimately aim to limit emissions, a new scarcity for “space” in the atmosphere to deposit emissions is created. The associated scarcity rent, or climate rent (that is, for example, directly visible in permit prices under an emission trading scheme) can be higher or lower than the original fossil resource rent. In this paper, we analyze analytically and numerically the impact of mitigation targets, resource availability, backstop costs, discount rates and demand parameters on fossil resource rents and the climate rent. …

Energy efficiency is one the most pressing objectives of the XXI century. Energy efficiency is an intrinsic part of sustainable development of any country. But it is especially crucial for country like Tajikistan, which has an inefficient energy use pattern as a result of the legacy of Soviet era. Energy resources required for economic development can be obtained not only through increased extraction of raw materials, but also through improved energy efficiency at the demand side. Since people have settled along the Boise Front, there have been very few documented fire disturbances. This is likely an outcome of fire suppression policies. There is evidence, visible as scars on living trees, that the old growth ponderosa pines located on the East Side Trail in the Boise National Forest have withstood multiple fires. Samples were collected by using a chainsaw to remove small, partial cross-sections from several trees. The Boise Front master chronology was used to accurately cross-date the fire-scarred samples using COFECHA. Analysis of the samples revealed ten fire events ranging from 1709 to 1889. The fire …

Irrigated Agricultural Development in the North
The Western Australian Government is developing additional land for irrigated agriculture adjacent to the existing Ord River Irrigation Area (Ord Stage 1), in the Kimberley region of Western Australia. The expansion, referred to as greater Ord Stage 2 has identified land along the lower Ord (Packsaddle, West Bank, Carlton Station and Mantinea), the Cockatoo Sands, as well as the Weaber, Keep River and Knox Creek Plains as suitable for development. STAR Program Research Presentations
Airborne particulate matter (PM) has been shown to increase the risk for asthma, chronic bronchitis, cardiopulmonary complications, and respiratory cell membrane damage/infection/leakage. PM levels are currently analyzed from two perspectives: stationary land-based monitoring (LBM) sites and total Aerosol Optical Depth (AOD) atmospheric column measurements. Both perspectives often leave miles of space between measuring locations and will have a continually increasing cost from introducing/maintaining sites. The Multi-angle Imaging SpectroRadiometer (MISR) satellite team hopes to begin investigating/archiving PM levels comprehensively via inputting MISR AOD measurements into a function/model which predicts the amount of ground level PM.

Accelerated Thermokarst Formation In The Mcmurdo Dry Valleys, Antarctica, Joseph S. Levy, Andrew G. Fountain, James L. Dickson, James W. Head, Marianne Okal, David R. Marchant, Jaclyn Watters

Thermokarst is a land surface lowered and disrupted by melting ground ice. Thermokarst is a major driver of landscape change in the Arctic, but has been considered to be a minor process in Antarctica. Here, we use ground-based and airborne LiDAR coupled with timelapse imaging and meteorological data to show that 1) thermokarst formation has accelerated in Garwood Valley, Antarctica; 2) the rate of thermokarst erosion is presently,10 times the average Holocene rate; and 3) the increased rate of thermokarst formation is driven most strongly by increasing insolation and sediment/albedo feedbacks. Anthropogenic nitrogen contamination has increased in ecosystems around the world (frequently termed the “nitrogen cascade”). Coke production for steel manufacturing is often overlooked as a source of nitrogen to natural ecosystems. We examined sediment cores from a Horseshoe Lake, a floodplain lake located just East of St. Louis Missouri (USA) to test whether a coking plant effluent could be traced using stable isotopes of nitrogen and diatom microfossils. The distribution of δ15N values in surface sediment samples from the lake shows the highest values near the coking plant effluent. Analysis stable isotopes of nitrogen from sediment cores using …

Stochastic Dea With A Perfect Object And Its Application To Analysis Of Environmental Efficiency, Alexander Vaninsky

The paper introduces stochastic DEA with a Perfect Object (SDEA PO). The Perfect Object (PO) is a virtual Decision Making Unit (DMU) that has the smallest inputs and greatest outputs. Including the PO in a collection of actual objects yields an explicit formula of the efficiency index. Given the distributions of DEA inputs and outputs, this formula allows us to derive the probability distribution of the efficiency score, to find its mathematical expectation, and to deliver common (group–related) and partial (object-related) efficiency components. We apply this approach to a prospective analysis of environmental efficiency of the major national and regional …

Grassland birds are often affected negatively by habitat fragmentation. Outcomes include greater nest predation and brood parasitism, decreased colonization rates of small, isolated patches, and greater nest density in remnant core habitats. These effects have been well documented in the Midwest, but little is known about fragmentation and edge effects on grassland birds in the fragmented agricultural fields within the forested landscapes of the northeastern United States. From 2002 to 2010, we assessed how edges and edge types affected nest-site location and daily nest survival (DNS) of Savannah Sparrows (Passerculus sandwichensis) and Bobolinks (Dolichonyx oryzivorus) breeding …
