The Utah Division of Wildlife Resources (UDWR), under an agreement with the U.S. Department of the Interior, began work in March 1994 to develop a study plan for a statewide inventory of sensitive species and ecosystems. Activities enumerated in the plan include (1) completing a literature review for vertebrate, invertebrate, and plant species, (2) conducting field studies on sensitive species identified in the plan, and (3) using information obtained from the literature review and field studies to enhance UDWR's central database. Pinyon-juniper woodlands occupy about 18 percent (7.1 million ha, 17.6 million acres) of the land area of the Great Basin (Tueller and others 1979). The associated tree species are found over a wide range of environmental conditions extending from communities representative of the upper fringes of the Mohave Desert to communities found at the lower fringes of high mountain forests. Over this spatial and elevational range, communities associated with pinyon-juniper woodlands are highly variable, with complex distribution and compositional patterns. This variability is due to climatic changes occurring over the last 10,000 years and to variation in current environmental conditions …

The Colorado River of the American West supports a mainstream fish community that is classified as the “Big River” fishes. Four of these fishes are listed as endangered under provisions of the Endangered Species Act of 1973, as amended. Three fishes (i.e., Colorado pike minnow Ptychocheilus Lucius, humpback chub Gila cypha, and bonytail G. elegans) have been listed for over 10 years, and they have recovery plans that were prepared prior to designation of critical habitats. The Butte City Fire occurred on July 1, 1994, west of Idaho Falls, ID. Ignited from a burning flat tire, the blaze was driven by high winds that caused it to cover over 20,500 acres in just over 6.5 hours. Sagebrush (Artemisia tridentata ssp. wyomingensis) is the principal shrub species of this high dese~t rangeland. With the absence of vegetation after the fire, erosion increased tremendously. Because the fire occurred on the Idaho National Engineering Laboratory, researchers were able to gather weather information from remote meteorological stations positioned on and around the site.

On September 18, 1996, President Clinton designated about 1.7 million acres of federal land in southern Utah as the Grand Staircase-Escalante National Monument. The monument, which covers an area larger than the State of Delaware, is administered by the Department of the Interior's Bureau of Land Management (ELM). Within this land area, mineral leases, grazing allotments, and other land-use authorizations remain valid despite the area's designation as a national monument. Hill Air Force Base (AFB), UT, is responsible for the operation and maintenance of the Utah Test and Training Range (UTTR). The range contains waste-water treatment and disposal facilities that consist of two infiltration ponds operated in parallel, followed by an emergency overflow basin that safeguards against unexpectedly high flow rates. A previous evaluation concluded that the existing facilities should be replaced, at a relatively high cost and with no possibility for beneficial water reuse. The U.S. Army Construction Engineering Research Laboratories (USACERL) was requested to further evaluate the system and to identify cost-effective, feasible alternatives. ISTEA significantly changed the law governing metropolitan transportation planning. In response to the changes introduced by ISTEA, FHWA and FTA issued revised planning regulations on October 28, 1993, setting new requirements for the transportation planning processes. The requirements are presented in 23 CFR Part 450 and 49 CFR Part 613, Statewide and Metropolitan Planning Final Rule. The Clean Air Act Amendments of 1990 (CAAA) also imposed rigorous new transportation planning requirements in metropolitan areas, particularly those that are designated nonattainment or maintenance areas for air quality. The Statewide Transportation Planning Process for highway transportation builds upon the planning processes previously used by UDOT. The previous planning process developed a three-tier list of capacity and system improvement projects from public and UDOT staff participation. Projects were ranked according to need into three priorities. Priority One projects were those needed within five years. The Roosevelt Hot Springs, Utah geothermal field has been the site of numerous investigations into the behavior of a geothermal system. However, a detailed description of the reservoir is lacking. This paper presents the results of the 237 day Long-Term Flow Test #1, conducted in 1977 and 1978, followed by a 100 day pressure buildup. The responses from one production well and three pressure observation wells, ranging 600 to 12,000 feet from the production well, were used. This study illustrates the utility of a reevaluation of a geothermal system using old, pre-exploitation data and is part of an ongoing case …

The Petrochem/EkoTek site was operated by several owners as a refinery from 1953 until 1978 and as a hazardous waste storage treatment facility and a petroleum recycling facility from 1978 through 1988. Removal of essentially all petroleum products and hazardous wastes in tanks and drums was accomplished from 1988 - 1991. The process that will lead to the complete clean-up of the facility is ongoing. The site was added to the National Priorities List (NPL) in October 1992. Management of the majority of public rangeland in the Great Basin and Columbia-Snake River Plateau falls under the authority of the Bureau of Land Management. The flora of this land ranges from highly diverse native plant communities to deteriorated lands dominated by exotic annuals. Approximately nine percent of the BLM’s 78 million acres of public land in this region is degraded to such a degree that changes in land management alone will not result in significant improvement. Archeological excavations in Dinosaur National Monument (DINO) were conducted at 5MF2645 (the Pool Creek Site) in 1988 and 42UN1724 (Juniper Ledge Shelter) in 1989. The information from these two sites, along with archeological data obtained between 1988 and 1992, have expanded our knowledge of the past 3700 years of human occupation in the DINO area. Juniper Ledge Shelter is a south-southeast facing rockshelter in the Jones Hole Ely Creek area of the monument. Excavation of a two meter square unit produced evidence of three occupational components and a Fremont burial of an adult female with associated artifacts. The upper two …

The Bureau of Reclamation conducted a feasibility study of seeding winter mountain clouds as a possible means of enhancing the water supplies of the Sevier River Basin of Utah. A considerable body of pertinent meteorological observations from in or near the basin is examined. The evidence indicates that Utah winter mountain clouds often have more supercooled liquid water available than is naturally converted to snowfall. Thus, the needed "raw material" for cloud seeding to be effective is frequently available. The 300-acre Monticello Mill Tailings site is comprised of a 7S-acre inactive uranium and vanadium milling operation and affected peripheral properties in Monticello, San Juan County, Utah. Surrounding land use is rural residential and agricultural. The site overlies a shallow alluvial aquifer, and part of the site lies within the floodplain of Montezuma Creek. Approximately IS-acres of wetlands adjacent to Montezuma Creek also have been contaminated by tailings. In 1940, the site was operated as a vanadium ore-buying station. Milling of ore began in 1942, and a vanadium/uranium sludge product was produced onsite from 1943 to 1944. Onsite uranium milling …
