Planning
Low Impact Development (LID) is an approach to stormwater management and site development that is gaining popularity throughout the country. Its attractiveness lies in its potential to lessen off-site stormwater impacts, reduce costs to municipalities and developers, and promote development that is “softer on the land” compared with typical traditional development. The approach, which is applicable to residential, commercial and industrial projects, and in urban, suburban and rural settings, often is linked with efforts by governments and citizens to foster more sustainable communities.

This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine’s service …

Section 1 provides a brief overview of the project, including a cursory summary of the history of the “Garrison Diversion” and how that history relates to this work focused on the analysis of risks and consequences potentially associated with interbasin biota transfers. The inventory of rangelands in part of the Broome Shire in Western Australia was undertaken by DAFWA between 1989 and 1990. It describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. Soil moisture (SM) plays an important role in land surface and atmosphere interactions. It modifies energy balance near the surface and the rate of water cycling between land and atmosphere. The lack of observed SM data prohibits understanding of SM variations at climate scales under varying land uses. However, with simulation models it is possible to develop a long-term SM dataset and study these issues. In this paper a water balance model is used to provide a quantitative assessment of SM climatologies for three land uses, namely, irrigated corn, rain-fed corn, and grass, grown under three hydroclimatic regimes in Nebraska. …

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

Pink snapper (Pagrus auratus) is the main commercial and recreational finfish (Kailola et al., 1993) in the Shark Bay region. Pink snapper are distributed along much of the temperate and tropical coasts of Western Australia from east of Esperance on the south coast to north of Shark Bay on the west (Paulin 1990). Previous research using genetics (Johnson et al. 1986), tagging (Moran et al. 2004), and otolith microchemistry (Edmonds et al., 1989, 1999) have shown that pink snapper from the innermost parts of Shark Bay do not mix with the ocean fish

Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

This thesis follows two previous studies by the Author on the calculation of theoretical WEEE arisings, and an assessment of ecodesign practices in Ireland. It has established collection trials in five different locations throughout Ireland in order to characterise and quantify WEEE arisings, and to examine outlets for collected WEEE. Overall, during the twelve months of collection at the project locations, more than 450 tonnes of WEEE was collected from the public and recycled. Within the catchments of each facility, collection rates of between 2.1 and 3.5 kg/person/year were achieved during the twelve-month trial period. With further public awareness raising …

These pasture condition guides are relevant to about 192 000 square kilometres of the Pilbara region of Western Australia. The rangeland of the Pilbara can be separated into 12 very broad pasture types. The ‘pasture type’ is not strictly a botanical classification because, in determining such a class of pastoral lands, the perennial plant species that contribute to stock production have an over-riding importance. Even so, each pasture type represents a broad group of similar vegetation associations or ‘site types’ which will have similar management requirements for pastoralism. Forty small clear southern pine specimens were loaded under third-point bending to examine creep and creep-recovery behavior for wood under high stress levels. Stress levels of between 69% and 91% of the predicted static strength were applied for 23 h with 1 h allowed for recovery, and the resulting deflection vs. time behavior was studied. The experimental creep and creep-recovery behavior was modeled using modified power law functions. The results indicate that these functions provide the best fit to both primary and secondary experimental data. Everything we do to the land, air, and water affects our quality of life on this planet. Since the beginning of time, human beings have generated and discarded trash. As the pollution of the United States continues to grow so have the problems with our nation's landfills. Americans throw away an average of 3.5 pounds of garbage per person each day, or approximately 160 million tons of it per year. Studies have been conducted that show that the majority of our trash consists of paper, yard trimmings, metal, plastics, glass, food wastes, rubber, leather, textiles, and miscellaneous inorganic materials.

It is well-known and generally accepted that all undeveloped land in New England cannot forever be protected from development; nor would this be a desirable goal, as continued economic development and population growth are near certainties. For these and other reasons, private land trusts and government agencies generally use explicit criteria to prioritize their land acquisition activities and prospects.
Much land protection in New England and elsewhere, however, has occurred without substantial attention to such land use needs as fostering the best locations for where people will live, businesses will locate, and infrastructure will be built to avoid degrading resources. …

The North American Great Plains have experienced a rapid overturning of natural grasslands to agricultural land use over the last century. Moreover, in some areas more than 80% of the land use has changed from dry land to irrigated agriculture during the second half of the twentieth century. It is speculated that these changes have modified near-surface atmospheric condition and our modeling study seems to support this. To identify changes in land surface- atmospheric modifications we have applied a soil moistureenergy balance model at three locations in Nebraska: Mead, York, and McCook. The New England Environmental Finance Center (NE/EFC) has been conceived as a knowledge-based clearinghouse, training, and change-agent program aimed at helping EPA's constituencies find financially successful approaches to environmental improvements. The town of Yarmouth currently has a $30 million septic sludge treatment plant and transport lines in place. The vast majority of the dwellings and businesses in the Hyannis Park area are on septic systems that are viable and Title 5 compliant, regardless of age. Conventional, "non-failing" septic systems, however, were never intended to remove form their effluent nutrients such as nitrogen. These have become recognized as an environmental threat only as our understanding of the impacts of excess nutrients on ecosystems has increased in recent decades.
