Many conservation planning frameworks rely on the assumption that one should prioritize locations for management actions based on the highest predicted conservation value (i.e., abundance, occupancy). This strategy may underperform relative to the expected outcome if one is working with a limited budget or the predicted responses are uncertain. Yet, cost and tolerance to uncertainty rarely become part of species management plans. We used field data and predictive models to simulate a decision problem involving western burrowing owls (Athene cunicularia hypugaea) using prairie dog colonies (Cynomys ludovicianus) in western Nebraska. This book compiles the findings of the HERRING project which was conducted from 2012 until 2015 and part-financed by the EU South Baltic Programme.

The main objective of the HERRING project is to improve the consideration of including herring spawning grounds in coastal management. Herring as a resource recourse would be part of the economic development of coastal areas, and HERRING strongly emphasizes the importance of foster an integrated coastal management in the South Baltic Sea. The implementation of a drought policy based on the philosophy of risk reduction can alter a nation’s approach to drought management by reducing the associated impacts (risk). The artificially created region around the ‘‘Land between the Lakes’’ (LBL) in Kentucky represents unique land use and land cover (LULC) heterogeneities. Over a distance of 100 km, the LULC comprises artificially created open water bodies (i.e., two parallel large run-on-river dams separated by the LBL), mountainous terrain, forest cover, and extensive agricultural land. Such heterogeneities increase (decrease) moisture supply and sensible heat, resulting in a differential air mass boundary that helps to initiate (inhibit) convection. A comparison between two mesoscale models, Colorado State University Regional Atmospheric Modeling System (RAMS) version 4.4 coupled with the Land-Ecosystem--Atmosphere Feedback Model (LEAF2) and Penn State/NCAR’s Mesoscale Model (MM5) coupled with NOAH Land Surface Model, was conducted in order to assess the sensitivity of forecasted planetary boundary layer (PBL) variables to anomalous initial volumetric soil moisture conditions. The experiments were conducted using three synoptic events: June 11, 17 and 22, 2006. For each event, one control run and six additional simulations were completed using RAMS and MM5. Conservation efforts leading to the recovery of the federally endangered American burying beetle (ABB), Nicrophorus americanus Olivier, have been challenging because of the unknown causes of its decline, difficulty in establishing habitat requirements, and unclear population distribution across the species’ range. Extant populations of this widespread generalist species occur in broadly separated regions of North America with varying habitat characteristics. A habitat suitability model for ABB in the Nebraska Sandhills was developed over the course of 3 years resulting in a final cross-validated spatial model. Lake Erie has experienced harmful algal blooms with increased frequency since the mid-1990s due to excess nutrients from Rivers, such as the Maumee River, and largely agricultural watersheds. Nonpoint source pollution from agriculture contributes to eutrophication, algal blooms, and the degradation of water quality. This creates stress on aquatic fauna, reduced aesthetic quality, odor, and limits of the water for usage of drinking, recreation, and industry. During the winter months in the High Plains region of the United States, wind chill temperatures can reach dangerous levels for humans and animals. Knowing the frequency in which extreme wind chill temperatures occur could help forecasters know when to issue wind chill advisories and also the general public understand just how rare, or common, certain wind chill temperatures are. A climatology spanning a 37-year period was created using data from 57 stations in and around the plains portion of the High Plains region from the Integrated Surface Hourly Database at National Climatic Data Center (NCDC). Climate Masters of Nebraska is an innovative educational program that strategically trains community volunteers about climate change science and corresponding ways to reduce greenhouse gas emissions in an interactive and action-based teaching environment. As a result of the program, 91% of participants indicated that they made informed changes in their lives to reduce greenhouse gas emissions. Approximately 500 hours of volunteer work was reported by participants as an outreach for greenhouse gas emission reduction. The program can be easily replicated to other locales with an effective planning and with small leadership team.

The hyporheic zone is the subsurface area below and adjacent to a stream where groundwater mixes with stream water, through vertical, lateral, and longitudinal flows. The hyporheic zone connects the stream to uplands and other terrestrial environments. It is a zone of distinct faunal communities, high biological diversity and ecological complexity, and is the site of chemical processing and transformations of ground- and stream waters. The hyporheic zone is important to the overall ecosystem ecology of the stream, and it can influence stream water chemistry. Azo dyes are the largest category of textile dyes in production today, with over 100,000 tons of dye produced yearly in the United States. Ten to fifty percent of this dye is not fixed to the fabric during the textile production process, and is therefore discarded as effluent. Because dye waste is difficult to process in wastewater treatment facilities, it is important to understand how this waste affects aquatic systems using a whole ecosystem approach. The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain high quality water and encourage or execute activities to improve poor water quality. Monitoring is done on nearly 17,000 miles of flowing rivers and streams, more than 134,000 acres of surface water in lakes and reservoirs, as well as the vast storage of groundwater in Nebraska’s aquifers.

The purpose of this study is to gain an understanding of the framework used by Maine’s natural gas utilities in making decisions to expand natural gas infrastructure and service to new customers,and then to apply this knowledge in an attempt to identify municipalities that are potentially attractive candidates for service expansion within Maine.

The primary objectives of the Eelgrass Habitat Suitability Index Model (EHSI Model) are to assist in the evaluation of sites being considered for eelgrass restoration efforts in the Long Island Sound (LIS) area and to identify areas where water quality issues reduce or eliminate the potential for natural eelgrass colonization. To achieve this goal, geospatial processing of data available from the Long Island Sound area was conducted using ArcGIS v10.0 including the 3D Analyst and Spatial Analyst extensions. We analyze the dynamics of global fossil resource markets under different assumptions for the supply of fossil fuel resources, development pathways for energy demand, and climate policy settings. Resource markets, in particular the oil market, are characterized by a large discrepancy between costs of resource extraction and commodity prices on international markets. We explain this observation in terms of (a) the intertemporal scarcity rent, (b) regional price differentials arising from trade and transport costs, (c) heterogeneity and inertia in the extraction sector. In Mongolia, 17% of the total landmass is designated as one of four kinds of “protected areas”—Strictly protected areas, national parks, nature reserves, and natural historical monuments. This study focuses primarily on national parks as a civil institution, through on the ground interviewing of ten individuals employed in the protected areas system, field-notes and observations, and community surveying totaling 38 respondents at two research locations, Hustai-Nuruu National Park and Lake Khovsgol National Park. Climate change remains a prevalent problem for today’s international community, particularly for Pacific Island countries. This study examines the current influence of climate change on Samoa by looking at the three tenets of vulnerability: exposure, sensitivity, and adaptive capacity. These aspects of climatic change correlate and build off one another, ultimately elucidating the basic vulnerability of any given region. This project focuses on Long Island Sound embayments and represents an exploration of the potential for coordination among community-based water quality monitoring groups, and coordination between community-based groups and data end users, including scientists and managers. Community-based monitoring groups represent a potential valuable source of water quality information. By reducing the demand for fossil fuels, climate policy can reduce scarcity rents for fossil resource owners. As mitigation policies ultimately aim to limit emissions, a new scarcity for “space” in the atmosphere to deposit emissions is created. The associated scarcity rent, or climate rent (that is, for example, directly visible in permit prices under an emission trading scheme) can be higher or lower than the original fossil resource rent. In this paper, we analyze analytically and numerically the impact of mitigation targets, resource availability, backstop costs, discount rates and demand parameters on fossil resource rents and the climate rent. …

Since people have settled along the Boise Front, there have been very few documented fire disturbances. This is likely an outcome of fire suppression policies. There is evidence, visible as scars on living trees, that the old growth ponderosa pines located on the East Side Trail in the Boise National Forest have withstood multiple fires. Samples were collected by using a chainsaw to remove small, partial cross-sections from several trees. The Boise Front master chronology was used to accurately cross-date the fire-scarred samples using COFECHA. Analysis of the samples revealed ten fire events ranging from 1709 to 1889. The fire …
