High Plains Regional Climate Center: Staff Publications

The High Plains Regional Climate Center (HPRCC) is one of six NOAA Regional Climate Centers (RCCs) in the United States that aims to provide timely climate data and information to the public for cost-effective decision-making. As part of a three-tiered approach to climate services, the RCCs address needs on the national, regional, state, and local scales for a variety of sectors including agriculture, energy, natural resource management, research, transportation, and water resources. Working together, the RCCs develop and disseminate a wide range of valueadded climate products and services.

High Plains Regional Climate Center: Staff Publications

In the United States, drought is the second costliest natural disaster, which leads to the need for increased drought mitigation efforts over time. However, drought planning has lagged behind other hazard mitigation efforts, which is likely due to the lack of a national drought planning policy. Although the Federal Emergency Management Agency (FEMA) requires all jurisdictions have a hazard mitigation plan (HMP) to receive pre-disaster mitigation funds, drought has only recently been a requirement in HMPs. In 2012, Nebraska witnessed its worse drought in recent history, which exposed the gaps in drought planning effectiveness at all jurisdictional levels. To address …

Agricultural water management (AWM) is an interdisciplinary concern, cutting across traditional domains such as agronomy, climatology, geology, economics, and sociology. Each of these disciplines has developed numerous process-based and empirical models for AWM. However, models that simulate all major hydrologic, water quality, and crop growth processes in agricultural systems are still lacking. As computers become more powerful, more researchers are choosing to integrate existing models to account for these major processes rather than building new cross-disciplinary models. There is an increasing need to strategize and plan irrigation systems under varied climatic conditions to support efficient irrigation practices while maintaining and improving the sustainability of groundwater systems. This study was undertaken to simulate the growth and production of soybean [Glycine max (L.)] under different irrigation scenarios. The objectives of this study were to calibrate and validate the CROPGRO-Soybean model under Texas High Plains’ (THP) climatic conditions and to apply the calibrated model to simulate the impacts of different irrigation levels and triggers on soybean production. Understanding the extent to which human activities impact surface water resources has become increasingly important as both human population growth and related landscape changes impact water quality and quantity across varying geographical scales. Skypark, Santa’s Village is a 233.76-acre tourism-based outdoor recreation area located in Skyforest, California residing within the San Bernardino National Forest. The park is situated at Hooks Creek, the headwaters of the Mojave River Watershed, and is characterized by a diverse landscape that includes forest cover and human development, including impervious surfaces, a restored meadow, and recreational trails. The impact of commonly-used livestock antibiotics on soil nitrogen transformations under varying redox conditions is largely unknown. Soil column incubations were conducted using three livestock antibiotics (monensin, lincomycin and sulfamethazine) to better understand the fate of the antibiotics, their effect on nitrogen transformation, and their impact on soil microbial communities under aerobic, anoxic, and denitrifying conditions. While monensin was not recovered in the effluent, lincomycin and sulfamethazine concentrations decreased slightly during transport through the columns. Sorption, and to a limited extent degradation, are likely to be the primary processes leading to antibiotic attenuation during leaching. Antibiotics also affected microbial respiration …

Great Salt Lake is a terminal lake, with its watershed in the Wasatch and Uinta Mountains of Utah, Wyoming and Idaho. Like all terminal lakes, the water inflows are balanced only by evaporative loss from its surface—when inflows decrease the lake shrinks until evaporation matches that inflow.

Nutrient runoff from agricultural lands feeds harmful algae blooms that create a variety of problems in freshwater ecosystems. In order to reduce the effects of this nutrient runoff, Best Management Practices (BMPs) are being put in place in agricultural lands. Most of these BMPs focus on slowing down the flow of water through the watershed to give nutrient concentrations time to deplete before the water flows to the stream or river. Rural towns are especially susceptible to the effects of drought because their economies are dependent on natural resources. However, they are also resilient in many ways to natural hazards because they are rich in civic engagement and social capital. Because of the diverse nature of drought’s impacts, understanding its complex dynamics and its effects requires a multidisciplinary approach. Urban expansion has had devastating impacts on forest ecosystems, especially within the past century. Human attempts to dominate nature have diminished natural disturbance regimes, which have maintained the biodiversity and historic composition of these ecosystems. Fires have been a prominent force in maintaining the structure of oak, hickory and other heliophytic (sun loving and fire-adapted) forest systems. Human induced fire suppression has led to mesophication across North America. Mesophication is the transition from drier conditions with open canopies to wetter conditions with closed canopies. Soil moisture is considered a key variable in drought analysis. The soil moisture dynamics given by the change in soil moisture between two time periods can provide information on the intensification or improvement of drought conditions. The aim of this work is to analyze how the soil moisture dynamics respond to changes in drought conditions over multiple time intervals. The change in soil moisture estimated from the Soil Moisture Active Passive (SMAP) satellite observations was compared with the United States Drought Monitor (USDM) and the Standardized Precipitation Index (SPI) over the contiguous United States (CONUS). In the wake of increased drought occurrences being witnessed in Sub-Saharan Africa, more localized and contextualized drought mitigation strategies are on the agendas of many researchers and policy makers in the region. The integration of indigenous knowledge on droughts with seasonal climate forecasts is one such strategy. The main challenge facing this integration, however, is the formal representation of highly-structured and holistic indigenous knowledge. In this paper, we demonstrate how the use of fuzzy cognitive mapping can address this challenge. Persistent scatterer interferometric analyses were conducted on a stack of 84 Envisat ASAR scenes spanning 7 years (2004 to 2010) over the entire Nile Delta of Egypt and surroundings to monitor the ongoing spatial and temporal land deformation, identify the factors controlling the deformation, and model the interplay between sea level rise and land subsidence to identify areas and populations threatened by sea encroachment by the end of the 21st century. Findings include: (1) general patterns of subsidence in the northern delta, near-steady (none) subsidence in the southern delta, separated by a previously mapped flexure zone undergoing uplift; (2) high …

Accurate measurement of rainfall is vital to analyze the spatial and temporal patterns of precipitation at various scales. However, the conventional rain gauge observations in many parts of the world such as Ethiopia are sparse and unevenly distributed. An alternative to traditional rain gauge observations could be satellite-based rainfall estimates. Satellite rainfall estimates could be used as a sole product (e.g., in areas with no (or poor) ground observations) or through integrating with rain gauge measurements. Precipitation variability has increased in recent decades across the Great Plains (GP) of the United States. Drought and its associated drivers have been studied in the GP region; however, periods of excessive precipitation (pluvials) at seasonal to interannual scales have received less attention. This study narrows this knowledge gap with the overall goal of understanding GP precipitation variability during pluvial periods. Through composites of relevant atmospheric variables from the ECMWF twentieth-century reanalysis (ERA-20C), key differences between southern Great Plains (SGP) and northern Great Plains (NGP) pluvial periods are highlighted. This study first assesses the performance of regional climate models in the Coordinated Regional Climate Downscaling Experiment (CORDEX) in reproducing observed extreme precipitation indices over the Greater Horn of Africa (GHA) region during 1989–2005. The study then assesses projected changes in these extremes during 2069–2098 compared to 1976–2005. The Regional Climate Model (RCM) simulations are made using two RCMs, with large-scale forcing from four CMIP5 Global limate Models(GCMs) under two Representative Concentration Pathways (RCP4.5 and RCP8.5). The Upper Blue Nile (UBN) basin is less-explored in terms of drought studies as compared to other parts of Ethiopia and lacks a basin-specific drought monitoring system. This study compares six drought indices: Standardized Precipitation Index (SPI), Standardized Precipitation Evaporation Index (SPEI), Evapotranspiration Deficit Index (ETDI), Soil Moisture Deficit Index (SMDI), Aggregate Drought Index (ADI), and Standardized Runoff-discharge Index (SRI), and evaluates their performance with respect to identifying historic drought events in the UBN basin. Best management practices (BMPs) for reducing agricultural non-point source pollution are widely available. However, agriculture remains a major global contributor to degradation of waters because farmers often do not adopt BMPs. To improve water quality, it is necessary to understand the factors that influence BMP adoption by farmers. Drought is one of the most serious climatic and natural disasters inflicting serious impacts on the socio-economy of Morocco, which is characterized both by low-average annual rainfall and high irregularity in the spatial distribution and timing of precipitation across the country. This work aims to develop a comprehensive and integrated method for drought monitoring based on remote sensing techniques. The workshop was conducted to discuss various new and existing seasonal models and experimental drought and vegetation prediction products with experts and decision-makers representing local (private, governmental, and nongovernmental organizations), regional, and international organizations in the Greater Horn of Africa (GHA). Eighty-five participants met to discuss a strategic approach for improving drought early warning and food security systems in the GHA.

Small water systems can experience a fluctuating quality of water in the distribution system after disinfection. As chlorine is the most common disinfectant for small systems, the occurrence of disinfection byproducts (DBPs) represents a common problem for these systems. Riverbank filtration (RBF) can be a valuable solution for small communities located on riverbanks. The objectives of this study were to evaluate (i) the improvements in water quality at two selected RBF systems, and (ii) the potential lower concentrations of DBPs, in particular, trihalomethanes (THMs), in small systems that use RBF.
