The Carbon Rent Economics Of Climate Policy, Matthias Kalkuhl, Robert J. Brecha

By reducing the demand for fossil fuels, climate policy can reduce scarcity rents for fossil resource owners. As mitigation policies ultimately aim to limit emissions, a new scarcity for “space” in the atmosphere to deposit emissions is created. The associated scarcity rent, or climate rent (that is, for example, directly visible in permit prices under an emission trading scheme) can be higher or lower than the original fossil resource rent. In this paper, we analyze analytically and numerically the impact of mitigation targets, resource availability, backstop costs, discount rates and demand parameters on fossil resource rents and the climate rent. …

The Western Australian Government is developing additional land for irrigated agriculture adjacent to the existing Ord River Irrigation Area (Ord Stage 1), in the Kimberley region of Western Australia. The expansion, referred to as greater Ord Stage 2 has identified land along the lower Ord (Packsaddle, West Bank, Carlton Station and Mantinea), the Cockatoo Sands, as well as the Weaber, Keep River and Knox Creek Plains as suitable for development. STAR Program Research Presentations

Airborne particulate matter (PM) has been shown to increase the risk for asthma, chronic bronchitis, cardiopulmonary complications, and respiratory cell membrane damage/infection/leakage. PM levels are currently analyzed from two perspectives: stationary land-based monitoring (LBM) sites and total Aerosol Optical Depth (AOD) atmospheric column measurements. Both perspectives often leave miles of space between measuring locations and will have a continually increasing cost from introducing/maintaining sites. The Multi-angle Imaging SpectroRadiometer (MISR) satellite team hopes to begin investigating/archiving PM levels comprehensively via inputting MISR AOD measurements into a function/model which predicts the amount of ground level PM.

Stochastic Dea With A Perfect Object And Its Application To Analysis Of Environmental Efficiency, Alexander Vaninsky

The paper introduces stochastic DEA with a Perfect Object (SDEA PO). The Perfect Object (PO) is a virtual Decision Making Unit (DMU) that has the smallest inputs and greatest outputs. Including the PO in a collection of actual objects yields an explicit formula of the efficiency index. Given the distributions of DEA inputs and outputs, this formula allows us to derive the probability distribution of the efficiency score, to find its mathematical expectation, and to deliver common (group–related) and partial (object-related) efficiency components. Grassland birds are often affected negatively by habitat fragmentation. Outcomes include greater nest predation and brood parasitism, decreased colonization rates of small, isolated patches, and greater nest density in remnant core habitats. These effects have been well documented in the Midwest, but little is known about fragmentation and edge effects on grassland birds in the fragmented agricultural fields within the forested landscapes of the northeastern United States. The need for a global drought early warning framework. Drought has had a significant impact on civilization throughout history in terms of reductions in agricultural productivity, potable water supply, and economic activity, and in extreme cases this has led to famine. Every continent has semiarid areas, which are especially vulnerable to drought. The Intergovernmental Panel on Climate Change has noted that average annual river runoff and water availability are projected to decrease by 10%–13% over some dry and semiarid regions in mid and low latitudes, increasing the frequency, intensity, and duration of drought, along with its associated impacts. Based on a shared interest to better understand the impacts of drought and the potential utility of using drought impacts reporting as a tool for monitoring conditions, researchers from the Carolinas RISA (Dow, Lackstrom, and Brennan), the Climate Assessment for the Southwest (Crimmins and Ferguson), and the Southwest Climate Science Center (Meadow) decided to convene a workshop in Tucson in March 2013. We analyze the relationship between economic development and energy consumption in the context of greenhouse gas mitigation. The main contribution of this work is to compare estimates of energy thresholds in the form of minimum energy requirements to reach high levels of development with output projections of per capita final energy supply from a group of integrated assessment models (IAMs). Scenarios project that reductions of carbon emissions in developing countries will be achieved not only by means of decreasing the carbon intensity, but also by making a significant break with the historically observed relationship between energy use and economic growth. …

This report updates changes in the Western Australian pastoral rangelands at the Land Conservation District (LCD) scale, providing information on seasonal quality, stock numbers and changes in the density/frequency of perennial shrubs and grasses. It is based on data from the Bureau of Meteorology, the Annual return of livestock and improvements (submitted annually by pastoral lessees) and the Western Australian Rangeland Monitoring System (WARMS). The sixth assessment of the Kimberley grassland sites (Epoch 6) was completed in 2011. The second full cycle (i.e. 3 assessments) was completed for shrubland sites in 2010. As part of the requirement for State approval under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and the Gouldian Finch Management Plan (GFMP), a baseline assessment and on-going monitoring of the endangered Gouldian finch (Erythrura gouldiae) is required during the construction and operation of the Ord River Irrigation Area Weaber Plain Development Project in the eastern Kimberley, Western Australia. This report details the findings from surveys of Gouldian finches during their annual breeding season (Feb-May 2013).
