Among the mo st privately-owned of all the states, Maine’s natural diversity and beauty combine with its traditions of resource stewardship, open access, and appreciation of nature to distinguish it in the public mind and national imagination. In recent decades, however, these traditions have come under assault from the forces of economic and social change; and the people of Maine have responded. Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

Legislation
Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

This thesis follows two previous studies by the Author on the calculation of theoretical WEEE arisings, and an assessment of ecodesign practices in Ireland. It has established collection trials in five different locations throughout Ireland in order to characterise and quantify WEEE arisings, and to examine outlets for collected WEEE. Overall, during the twelve months of collection at the project locations, more than 450 tonnes of WEEE was collected from the public and recycled. Within the catchments of each facility, collection rates of between 2.1 and 3.5 kg/person/year were achieved during the twelve-month trial period. With further public awareness raising …

Creep And Creep-Recovery Models For Wood Under High Stress Levels, Zhiyong Cai, Kenneth J. Fridley, Michael O. Hunt, David V. Rosowsky

Forty small clear southern pine specimens were loaded under third-point bending to examine creep and creep-recovery behavior for wood under high stress levels. Stress levels of between 69% and 91% of the predicted static strength were applied for 23 h with 1 h allowed for recovery, and the resulting deflection vs. time behavior was studied. The experimental creep and creep-recovery behavior was modeled using modified power law functions. The results indicate that these functions provide the best fit to both primary and secondary experimental data. The empirical models can be used to simulate the viscoelastic behavior of wood under high …

It is well-known and generally accepted that all undeveloped land in New England cannot forever be protected from development; nor would this be a desirable goal, as continued economic development and population growth are near certainties. For these and other reasons, private land trusts and government agencies generally use explicit criteria to prioritize their land acquisition activities and prospects.
Much land protection in New England and elsewhere, however, has occurred without substantial attention to such land use needs as fostering the best locations for where people will live, businesses will locate, and infrastructure will be built to avoid degrading resources. …

This study assesses the impact of land use changes on annual energy production of the hydro stations of Cameron Highlands Hydroelectric Scheme. Land use affects sediment load and streamflow of Sungai Telom and Sungai Bertam, which influences power generation and energy production of the several hydro stations in Cameron Highlands. Data of rainfall, streamflow, suspended sediment load, land use and energy output for the period 1964 to 1998 were collected, processed and analysed. It is generally recognised that developing countries lacked quantitative decision support tools in the formulation and implementation of pollution control measures necessary to abate environmental impacts associated with industrial development. Reliable and comprehensive simulation models are needed as basic tools for the quantification of industrial pollutant emission load, the assessment of their impacts on the environment as well as the evaluation of pollution control options. Lifecycle Energy And Air Emission Differences Between Electric And Internal Combustion Vehicles, David L. Mccleese

The U.S. Federal Government has encouraged shifting from internal combustion engine vehicles (ICEVs) to electric vehicles (EVs) with three objectives, reducing foreign oil dependence, greenhouse gas emissions, and criteria pollutant emissions. This thesis uses Monte Carlo simulation to predict lifecycle emissions and energy consumption differences per kilometer driven from replacing ICEVs with three EV options: lead acid, nickel cadmium (Ni-Cd), and nickel metal hydride (NiMH). All three EV options reduce U.S. foreign oil dependence by shifting to domestic coal. The probabilities that lifecycle energy consumption per km driven improve are lead acid 76%, Ni-Cd 64%, and NiMH 90%. The probabilities …

ISO 14001 is a voluntary environmental management system specification standard in the ISO 14000 series. It contains those elements that must be satisfied by an organisation seeking registration or certification to the standard. Identification of significant environmental impacts is one of the requirements as stated in clause 4.3.1 of MS ISO 14001 EMS - specification with guidance for use, and is an important step in the implementation of ISO 14001 standard.
