Droughts have profoundly affected societies around the world from the earliest beginnings. A recent estimate from the Centre for Research on the Epidemiology of Disasters (CRED) claims that more than 1 billion people have been affected by drought during the twenty-year period between 1994 and 2013. Because of the characteristics of drought, drought impacts are often difficult to identify and quantify, and this is especially true with public health-oriented drought consequences, including those resulting from low water quantities, poor water quality, mental health and stress, dust and windblown agents, and wildlife intrusion. Drought is a persistent problem on rangelands and adjusting management to respond appropriately is critical to both preserving natural resources and to maintaining financial viability. • We explore the value of using a structured assessment approach to determining both social and ecological vulnerability. • This approach allows for the identification of vulnerable ecosystems and business operations at regional and local scales as a basis for developing effective policies and programs.

High Plains Regional Climate Center: Staff Publications
This chapter examines which levels of government handle various aspects of drought, as well as interactions between levels of government, providing examples from states across the western United States. It also takes a look at aspects of drought that fall outside traditional lines of authority and disciplinary boundaries. As part of a discussion on how states support local drought response, the chapter details and contrasts how California and Colorado track public water supply restrictions, and describes Colorado’s process for incorporating input from river basins across the state into its water plan. Peatlands have a unique biogeochemical function, characterized by an imbalance between the rates of biomass accumulation and decomposition. These characteristics facilitate the ability of peatlands to support the sequestration of nutrients and carbon. In disturbed peatlands, these functions are compromised. Thus, reclamation targets amongst other key functions, the recovery of biogeochemical functioning. These functions could serve as a measure of recovery to conditions that are present in natural analogues. This thesis examines the recovery of microbially-mediated nutrient transformation processes in a fen peatland that was constructed on a post-mining landscape in the Athabasca oil sands region, Fort McMurray, Alberta. Assessing The Evolution Of Soil Moisture And Vegetation Conditions During The 2012 United States Flash Drought, Jason A. Otkin, Martha C. Anderson, Christopher R. Hain, Mark D. Svoboda, David K. Johnson, Richard Mueller, Tsegaye Tadesse, Brian D. Wardlow, Jesslyn Brown

This study examines the evolution of several model-based and satellite-derived drought metrics sensitive to soil moisture and vegetation conditions during the extreme flash drought event that impacted major agricultural areas across the central U.S. during 2012. Standardized anomalies from the remote sensing based Evaporative Stress Index (ESI) and Vegetation Drought Response Index (VegDRI) and soil moisture anomalies from the North American Land Data Assimilation System (NLDAS) are compared to the United States Drought Monitor (USDM), surface meteorological conditions, and crop and soil moisture data compiled by the National Agricultural Statistics Service (NASS).

Historical drought assessment and ongoingmonitoring is essential for understanding past drought occurrence, the relationships between past drought and its impacts, and for triggering action during current drought events. • A variety of new products have recently been developed to better monitor drought conditions and assess past occurrences at the local scale. • A growing number of resources are available to assist rangeland managers to develop a monitoring system and incorporate it into a drought management plan.

Patterns Of Anthropogenic Nutrient Contaminants In The Otter Creek Watershed, Madison County, Kentucky, Elijah D. Wolfe, Walter S. Borowski, Jacob L. Robin

We measured nutrient concentrations within the Otter Creek watershed (Madison County, Kentucky) to: (1) discover levels of anthropogenic contaminants affecting the water quality; (2) compare these measurements to a national data set; and (3) identify nutrient sources. The watershed mainly drains rural land characterized by cattle grazing, but also drains the town of Richmond. We sampled throughout the watershed to gain a representative perspective of nutrient levels and specifically targeted localities of suspected anthropogenic nutrient sources. Water samples were passed through a 0.45 mm filter, placed in pre-acidified vials, and measured one to two days after collection. Nutrients – ammonium, …

At the end of June in 2012, Tropical Storm Debby dropped a record amount of rainfall across Florida which triggered hundreds, if not thousands, of sinkholes to form which resulted in tremendous damage to property. The Florida Division of Emergency Management contracted with the Florida Department of Environmental Protection’s Florida Geological Survey to produce a map depicting the state’s vulnerability to sinkhole formation. The three-year project began with a pilot study in three northern Florida counties: Columbia, Hamilton and Suwannee. Utilizing the statistical modeling method Weights of Evidence, results from the pilot study yielded a 93 percent success rate of …

Much of the Driftless Area of southeastern Minnesota is underlain by karstified carbonate bedrock. Land use in this karst terrain is dominated by agriculture, including row crop and dairy operations. The karst in this region is often mantled with up to 15 m of soil and unconsolidated sediments. As a result, underlying karst hazards such as incipient sinkholes are often hidden until they are suddenly revealed by the collapse of subsurface voids. Regionally, the economics of the dairy industry is causing a trend toward the consolidation and expansion of existing operations. Seeps And Springs At A Platteville “Observatory” On The River Bluffs, Bj Bonin, Greg Brick, Julia R. Steenberg

Residential building construction along the Mississippi River bluffs in the 1970s created a unique enclosed outcrop of the Late Ordovician Platteville Formation at Lilydale, Minnesota. This outcrop was examined in early 2013 after a newly-formed spring flooded an elevator shaft the previous year, drawing attention to the foundation conditions. The Lexington Riverside property is a six story condominium complex constructed within the top of the bluff. A two-level underground parking garage was built into the bluff. Bedrock was mechanically excavated to accommodate the construction of the building, creating an unweathered rock surface. The space between the structure and the excavated …

Seventy-six participants, including experts from seven countries from the Greater Horn of Africa (GHA) and project coinvestigators from the United States, met to discuss experimental seasonal prediction models and products for the GHA, to engage decision-makers and users in the assessment of hydroclimatic information requirements, and to use feedback to build a framework to support decision-making and disaster management. In pre- and postworkshop surveys, workshop participants were asked how the utility of forecasts to decision-makers might be improved. Their recommendations are presented

Ríos Zuñag, Pastaza, and Topo flow through one of the rainiest and water-rich places in Ecuador. Río Zuñag is a relatively small, pristine montane river and Río Pastaza is a relatively large, contaminated river that receives the untreated wastewater of many communities. Río Topo’s unique watershed and gradient allow it to be home to many plants that have adapted to its unique environment, including the hyperendemic liverwort Myriocolea irrorata. However, in recent years, all of the water of Río Topo has been sold by the state of Ecuador to be developed for hydroelectric projects (HEP). The first of these …
