National Drought Mitigation Center: Faculty Publications

Seventy-six participants, including experts from seven countries from the Greater Horn of Africa (GHA) and project coinvestigators from the United States, met to discuss experimental seasonal prediction models and products for the GHA, to engage decision-makers and users in the assessment of hydroclimatic information requirements, and to use feedback to build a framework to support decision-making and disaster management. In pre- and postworkshop surveys, workshop participants were asked how the utility of forecasts to decision-makers might be improved. Their recommendations are presented

Using Future Benefits To Set Conservation Priorities For Wetlands, Samuel B. Merrill

In an era of rising sea levels, costal land managers including land trust representatives, municipal planners, and others contributing to decisions about whether to develop or protect coastal parcels do not have viable means of evaluating future values on wetlands that will be created when sea levels rise. This project develops and tests a software modeling approach to help address this issue, in combination with a novel, expert-opinion driven benefit-cost framework. The beta test used three parcels in Scarborough, Maine: Hampton Circle, Maine Audubon, and Pine Point. It used a group of experts to 1) allocate initial values to these …

Participatory Research Workshop On Seasonal Prediction Of Hydroclimatic Extremes In The Greater Horn Of Africa, Tsegaye Tadesse, Deborah Bathke, Nicole Wall, Jacob Petr, Tonya Haigh

National Drought Mitigation Center: Faculty Publications

Sixty participants, including experts from seven countries from the Greater Horn of Africa (GHA) and project coinvestigators from the United States, met to discuss seasonal prediction of hydroclimatic extremes across the GHA, engage decision-makers in the assessment of information requirements, and use feedback to orient prediction models to address user needs. Perceptions of current climate change impacts in the GHA were assessed using pre- and postworkshop surveys. Participatory research was conducted through small group discussions on water, agriculture, impacts, and data sharing.

Signed Peer Reviews As A Means To Improve Scholarly Publishing, Linwood H. Pendleton

Journal of Ocean and Coastal Economics

Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. This approach, to be developed over time, should lead to stronger communication of …

The usefulness of climate information for agricultural risk management hinges on its availability and relevance to the producer when climate-sensitive decisions are being made. Climate information providers are challenged with the task of balancing forecast availability and lead time with acceptable forecast skill, which requires an improved understanding of the timing of agricultural decision making. Achieving a useful balance may also require an expansion of inquiry to include use of non-forecast climate information (i.e. historical climate information) in agricultural decision making. Based on an analysis of 47 years (1967–2014) of Audubon Christmas Bird Counts (CBC), evidence for population changes and shifts in early winter (late December) ranges of nearly 150 species of birds in the Great Plains states is summarized, a region defined as including the Dakotas, Nebraska, Kansas, Oklahoma, and the Texas panhandle. The rationale for this study had its origins in Terry Root’s 1988 Atlas of North American Wintering Birds. Root’s landmark study provided a baseline for evaluating the nationwide winter distributions of 253 North American birds in the mid-20th century, using data from the National Audubon Society’s …

Air temperature (Ta) is a key input in a wide range of agroclimatic applications. Moderate Resolution Imaging Spectroradiometer (MODIS) Ts (Land Surface Temperature (LST)) products are widely used to estimate daily Ta. However, only daytime LST (Ts-day) or nighttime LST (Ts-night) data have been used to estimate Tmax/Tmin (daily maximum or minimum air temperature), respectively. The relationship between Tmax and Ts-night, and the one between Tmin and Ts-day has not been studied. This study investigates the geological background of the August 7-8, 2010 Zhouqu debris flows in the northwestern Chinese province of Gansu, and possible future occurrence of such hazards in the peri-Tibetan Plateau (TP) regions. Debris flows are a more predictable type of landslide because of its strong correlation with extreme precipitation. However, two factors affecting the frequency and magnitude of debris flows: very fine scale precipitation and degree of fracture of bedrock, both defy direct observations. Serially complete climate datasets with no missing data are necessary for a diverse group of users working in many economic sectors. In this article we describe the procedures used to create a Serially Complete Data set (SCD) for the U.S. We include the selection criterion applied to potential SCD stations, the various procedural steps and the details applied to each step. A few observations that were not previously digitized were obtained from observers official paper reports. The methods used to estimate missing data are the Spatial Regression Test and the Inverse Distance Weighting technique. Using the criterion for selecting stations …

A Historical Perspective On Nebraska’S Variable And Changing Climate, Martha Shulski, William Baule, Crystal J. Stiles, Natalie A. Umphlett

Nebraska is situated at the intersection of the northern and southern Great Plains, exhibiting a dramatic longitudinal gradient for precipitation and humidity, and benefiting from groundwater resources. The continental climate is highly variable temporally both for temperature and precipitation. Our assessment of long-term meteorological observations shows that over the last century the annual average temperature in Nebraska has warmed approximately 0.6°C, which is similar to the increase in the global average temperature over the same time period. Furthermore, we found minimum temperatures have warmed more than maximum temperatures, and winter and spring show the strongest warming. We found no significant …

The Arctic is known for containing large stocks of soil organic carbon, which exists frozen in permafrost in a greenhouse inert state. With predicted future warming in these high northern latitudes, the mobilization of stored soil organic carbon and release to the atmosphere may increase and induce further positive climatic feedbacks. The Farmer Perspectives on Agriculture and Weather Variability in the Corn Belt: A Statistical Atlas is a new publication available online at . The atlas includes maps and tables that make it easy for readers to gauge farmer perspectives within the US Corn Belt. Topics covered include farmer beliefs about climate change, attitudes toward actions in response to increased weather variability, risk perceptions, and experiences with weather extremes. This region-specific information on farmers' climate change and risk beliefs is designed to help Extension personnel tailor the climate adaptation and education programming they offer in their region.
