The purpose of this paper is to determine the suitability of agricultural lands for use in native riparian restoration efforts under development for the Lower Colorado River Multi-Species Conservation Program. Assuming these fields are productive for crops, would they be productive for cottonwood-willow restoration? There are two aspects to consider: (1) the edaphic conditions required for three major LCR agricultural crops; alfalfa, cotton, and wheat, and (2) whether those conditions are consistent with the conditions required for the restoration of native LCR riparian habitat, primarily Fremont cottonwood (Populus fremontii) and Goodding willow (Salix gooddingii). An Ethical Framework For Interpreting The United States Endangered Species Act, Cathryn M. Elgin

In this study I argue that a holistic approach is better than an individualistic approach for interpreting the United States Endangered Species Act (ESA). I propose that the use of a holistic ethical framework, based on fundamental environmental philosophy, is better in that it more effectively fulfills the ESA's goals of species and ecosystem conservation. Holistic ethics is based on concern for a community as a whole, while individualistic ethics is based on concern for the individual. A holistic approach, I argue, is more beneficial to nature than is an individualistic approach or other non-holistic approaches. I set up basic …

Sea turtles appeared more than 200 million years ago in the late Triassic period. They grow very slowly, taking an average of 25 years to reach sexual maturity, with a life span averaging 40-50 years. From May to October green sea turtles (Chelonia mydas) emerge during the night and follow light cues toward the sea. Recently, beachfront development has increased hatchling mortality rate. When hatchlings emerge from nest, high densities of artificial lights lead them toward the land where they either desiccate and die, or are preyed upon. This thesis is a case study of the redevelopment project of the former Armory site in Las Vegas, Nevada, a United States Environmental Protection Agency Brownfield Pilot Project. This investigation uses benefit-cost analysis to determine whether the project is economically feasible. This examination includes a description of the Brownfield program, a description of the site, selection criteria, and the proposed future use of it. The results show that the benefits exceed the costs.

Lead shot has been banned for hunting waterfowl since 1974, but lead poisoning continues to be a major problem in many waterfowl habitats. In December of 1999, soil samples were collected from the Honeybee pond at the Overton Wildlife Management area to determine the lead pellet concentration and the availability of lead shot to waterfowl. There were no shot pellets recovered from the thirty-one samples taken from the pond. Based on this information waterfowl do not appear to be exposed to lead in the pond areas at OWMA.

During the summer of 1999, soil samples were taken from the Overton Wildlife Management Area (OWMA), located in the Moapa Valley of Clark County, Nevada. Although lead shot has been banned for the hunting of waterfowl since 1986, it is still legal for upland game hunting. The field sampled serves primarily as a dove hunting area and is cultivated. A large sample size was taken to indicate the short-term effects of the deposition of lead shot in the area and a small sample size, the long-term. This paper will compare three remediation technologies to determine which is the most efficient and effective remediation treatment for a petroleum contaminated groundwater site. The three remediation technologies are in situ bioremediation, in situ air sparging, and air stripping with carbon filtration. This comparison will be done through a literature review. It will take the information derived from the review and then apply it to the information about a petroleum contaminated groundwater location. The Mojave Desert is affected by fire every year. With each fire comes the removal of old growth and, in its place, new growth – consisting primarily of those species which thrive in disturbed areas. The focus of my research is to look at plant communities that have been disturbed by fire, and examine the successional pathway of these disturbed environments. The seven environments I analyzed were burned within the last twenty years and are found in the Coleogyne ramosissima ecotone throughout the Spring Mountain range near Las Vegas, Nevada. The Rocky Flats Environmental Technology Site is located in Golden, Colorado. It is situated on 384 acres in a 6,550-acre natural preserve. Rocky Flats ended its original mission in 1989, after raids on the site by both the FBI and the EPA for illegal dumping and other environmental violations. Since then the site has been scheduled for cleanup. This thesis will provide background information on the site and on the company hired to perform the cleanup. A number of agencies sample Lake Mead and the Las Vegas Wash on a routine basis at several locations. In order to share and properly interpret the data, the Bureau of Reclamation, Southern Nevada Water Authority and the three Wastewater Treatment Facilities (City of Las Vegas, Clark County Sanitation District and City of Henderson) formed a committee to examine sampling and analytical protocols and to share information with the goal of maximizing the data quality. Traditional regulatory approaches for environmental protection do not consider
the costs and benefits of the standards they impose. Further, imposing strict performance
standards on firms with heterogeneous control costs leads to an inefficient allocation of resources devoted to pollution control. This paper explores the use of emission allowance trading as a way to improve economic efficiency within the context of environmental protection. PM10 air pollution from sources within the Las Vegas Valley is used as the case study.

In 1976, Congress adopted the Resource Conservation and Recovery Act (RCRA) to govern hazardous waste. The Act was amended in 1984 with the Hazardous and Solid Waste Amendments in order to further define the requirements of RCRA. RCRA is meant to protect human health and the environment from the effects of hazardous waste, promote waste minimization, and encourage material recycling and recovery. For this purpose, regulations are implemented that cover every aspect of the hazardous waste problem, including generation, transport, treatment, storage, and disposal.

This study focused on the distribution of arsenic and lead in surface sediments at Three Kids Mine in Henderson, Nevada. The mine site encompasses approximately 470 acres of desert and is situated above two developing communities (Lake Las Vegas and Calico Ridge) and the Las Vegas Valley's water source (Lake Mead). Transport of arsenic and lead appears to have occurred within a limited range in both the eastern and western washes on the eastern and western sides of Three Kids Mine. This thesis involves work that was accomplished during a two-year internship at the Environmental Protection Agency's (EPA), Environmental Chemistry Branch. The research is an application of trace level determination of fluorescein dyes used as groundwater tracers. The work was performed to determine whether groundwater could migrate from a Resource Conservation Recovery Act (RCRA) site to an adjacent Superfund site. The research involved using Spectrofluorimetry and a new technique called capillary electrophoresis/laser induced fluorescence (CE/LIF) to determine tracer dyes that were injected at the RCRA site and monitored at the Superfund site. Results from Spectrofluorimetry were compared to those of CE/LIF. …

Artificially recharging the Las Vegas Valley (Valley) ground-water system with treated Colorado River water is one water resource management option employed by the Las Vegas Valley Water District (District) to help meet future long-term and short-term peak water demands. The District began operation of an artificial ground-water recharge program in 1988 in order to bank water for future use and to slow declining water levels. Las Vegas Wash, a natural wash east of the city of Las Vegas, Nevada, carries stormwater, groundwater drainage, and sewage effluent from three sewage treatment plants to Lake Mead. The Wash provides nearly the only surface water outlet for the entire 2,193 mi2 of Las Vegas Valley. A drainage area of 1,586 mi2 contributes directly to the Wash through surface flow which is channeled to Las Vegas Bay of Lake Mead, while drainage of the remaining 607 mi2 is presumably subsurface and may drain toward Las Vegas Wash.

Lake Mead, Colorado River, Arizona-Nevada, is one of the most heavily used reservoirs in the western United States, providing abundant recreational opportunities as well as downstream domestic and agricultural water for over 22 million users. Based on average nutrient levels and productivity, Lake Mead is classified as mildly mesotrophic. The interflow of the Colorado River dominates the limnology of much of the 106 km-long reservoir, and may still be identified at Hoover Dam under certain conditions. This experiment was designed to determine whether dissolved oxygen concentrations would influence the ventilation rate of goldfish, Carassius auratus. Ventilation rate can be determined by counting opercular movements. Opercular movements of the same five goldfish were counted at three different levels of dissolved oxygen to determine whether there were differences in ventilation rates. Average ventilation rates were established for each of the three levels of dissolved oxygen and compared statistically. There were significant differences in the ventilation rates averages at each of the three levels. Carassius auratus will exhibit changes in ventilation rates when dissolved oxygen levels change.

The environmental degradation caused by beef production is severe. The current literature assesses the ecological damage, but falls short of assigning a per pound dollar amount to reflect the real cost of beef. In the United States, most of the environmental focus has been centered around the use of public lands for grazing and the grazing fee the government considers appropriate. The fee covers the maintenance of the grazing program, which includes maintenance of the actual land. This paper will concentrate on beef-related environmental degradation and select specific damage for monetary valuation.

Field sampling was carried out between 0830 and 1500 beginning at the confluence of Las Vegas Wash and the Inner Las Vegas Bay. Ten (10) locations were sampled, each in a similar manner. Locations of sampling stations are in line from the Wash-Bay confluence to a point midway between Saddle and Black Islands. In addition, sampling was done at a location midway between Sentinel Island and the base of Fortification Hill, and at the buoy line in front of Hoover Dam. An analyses, of six (6) soil remediation alternatives was completed in attempt to establish an effective hydrocarbon-contaminated soils remediation program at the Yucca Mountain Site Characterization Program (YMP). The remediation alternatives analyzed included: no remediation, on-site incineration, off-site incineration, in-situ .bioremediation, ex-situ bioremediation, and excavation and disposal. Variables considered in the evaluation process included cost of contaminated soil transportation, treatment costs, future liability, and success of remediating the contaminated soils to below regulatory thresholds. Algal bioassay tests were conducted with Selenastrum capricornutum and natural algae on inner Las Vegas Bay, Lake Mead, Nevada, from December 1992 through September 1993, to identify any nutrient limitation in an area of the reservoir that has experienced problems associated with severe nutrient enrichment. Three areas were sampled based on a gradient of water quality conditions that existed in Las Vegas Bay (LVB). The community composition and population structure of the woody riparian vegetation in Great Basin National Park are described. Community analyses were accomplished by sampling 229 plots along an elevational gradient of 8 major stream systems in the Park. TWINSPAN analysis identified 4 primary species groups that were characterized by Populus tremuloides (aspen), Abies concolor (white fir), Rosa woodsii (Woods rose), and Populus angustifolia (narrowleaf cottonwood) as dominants, respectively. Detrended Correspondence Analysis (DECORANA) showed that the most important environmental factors associated with the distribution of species were elevation and slope, with flood-related physiographic factors having a secondary effect.
