There is a dual purpose to the Las Vegas 2020 Master Plan Conservation Element. The first purpose is to address the requirements of state law, as provided in the Nevada Revised Statutes (NRS) 278.150(4). This section of the NRS requires that governing bodies in Nevada counties with a population of 400,000 or more ensure that their master plans address a stipulated list of subjects, including a conservation plan.

During the third quarter, the interagency volunteer team and university representatives have held several meetings to continue progress on the Interagency Volunteer Program (IVP). At the beginning of October, candidates for the project manager position were interviewed by the university search committee, followed by interviews with the interagency team on October 6, 2004. After two finalists were identified, reference checks were made and the university and team recommended to the federal managers that Ms. Donna Grady be hired. Vegetation Characteristics Associated With Small Mammal Populations In The Las Vegas Wash, Christine Therese Herndon

Percent litter, average litter depth, percent bare ground, vegetation density, vegetation canopy, and distance to an ecotone boundary were measured and compared to small mammal capture locations in the Las Vegas Wash. Neotoma lepida appear to be greatly dependent upon the foliage litter of T. ramosissima. Alternatively, ecotone boundaries appear to be the most important factor affecting Dipodomys merriami distributions. Peromyscus eremicus distributions may be predicted based on vegetation density and increased canopy during shorter, winter torpor periods. Chaetodipus penicillatus were consistently associated with dense, seed-bearing vegetation, although C. penicillatus is extremely opportunistic and vegetation density should not limit their …

Developing an understanding of the habitat usage of reptiles is important when trying to develop a management or restoration plan that is compatible with what is known of the reptile species that are being investigated. There are many lizard species found in the Mojave Desert, but there are only four known to inhabit the Las Vegas Springs Preserve (LVSP) in Las Vegas, Nevada. In the LVSP, sites are going to be restored with native Mojave Desert vegetation. We analyzed water samples from the confluence of three municipal sewage treatment effluent streams, surface water, and whole carp (Cyprinus carpio) for synthetic musks for a period of 7–12 months. The lipid content of each fish was determined and compared with the concentration of musks in the whole fish tissue. Enhanced methods were used for water sampling and musk extraction. The data presented here provide insight as to the relationship between concentrations of synthetic musks in the municipal effluent and associated biota. Opuntia humifusa (eastern prickly pear cactus) is listed as potentially threatened in Ohio, and we examined the characteristics of O. humifusa sites in Oak Openings Preserve in northwestern Ohio’s Oak Openings region in an attempt to provide data that may help protect this species. Opuntia humifusa occurrences were associated with loose sands of the xeric Udipsamment Ottokee and Oakville soil series on sites that had been cleared before the 1940s during failed agricultural attempts. Shading by encroaching canopy trees is a threat to several O. humifusa populations in Oak Openings Preserve, and treatments that reduce canopy cover at these sites …

Ground flora is an important response variable to monitor after tree thinning and prescribed burning treatments designed to restore Arizona ponderosa pine (Pinus ponderosa P.& C. Lawson) forests. This paper reviews published literature on the effects of thinning and burning on ground flora in Arizona ponderosa pine forests in five main categories of research: ground flora biomass, species diversity, plant community composition, population processes, and individual species ecology. Research published to date suggests that thinning and burning generally increase ground flora biomass, whereas other categories of research such as community composition and population processes have been little studied in Arizona …

The United States Environmental Protection Agency (EPA) performed indoor air quality studies in five U.S. schools during energy retrofits during 1997-98. Four EPA reports and three Environmental Health and Engineering, Inc. (EH&E) reports illustrated the indoor environmental quality before and after heating, ventilation, and air-conditioning (HVAC) retrofits at specific elementary schools in Texas, Colorado, Minnesota, New Jersey, and California. Selected comfort, environmental, physical, and occupant response data were collected in randomly selected areas over a one–week, five–school day monitoring period for each of these schools.

The purpose of this study is to analyze recycling opportunities for people living in apartments and recommend solutions to improve apartment complex recycling programs in Clark County, Nevada. There are two hypotheses for this problem. First, there is not enough space to put recycling containers in some apartment complex dumpster enclosures. Second, there are several obstacles to providing recycling for complex managers. There are two methods involved in testing these hypotheses. Zebra mussels, Dreissena polymorpha, are a concern for all bodies of water in North America. East of the 100th Meridian, zebra mussels have infested the waters and dramatically changed the natural ecosystems. The US Fish and Wildlife Services set up the 100th Meridian Initiative project to monitor the boat traffic to and from infested and non-infested waters of the United States and Canada. Several hypotheses were developed to explore the pronounced increase in Chinook salmon (Oncorhynchus tshawytscha) returning to spawning grounds at the Cowlitz, Kalama, and Lewis Rivers, three tributaries of the lower Columbia River. The study was conducted using data compiled over a ten-year span from 1991-2001. Preliminary indications are that trends in climate are linked to these increases, with the absence of El Niño events and fluctuations in winter precipitation as likely explanations of these phenomena. The unique nature of Chinook life cycles causes them to utilize a variety of habitats that require ideal conditions for maximum survival rates. Correlations between …

The purpose of this study was to gather baseline data and user preferences from a mountain bike user’s perspective about the current condition of the multiple use trails in Cottonwood Valley. Cottonwood Valley is an area located at the southern tip of the Red Rock Canyon National Conservation Area. Multiple use includes hiking, biking and horseback riding and does not include motorized vehicles. The area was set aside for conservation by an act of Congress because of the inherent value that it represents.

There are both internal and external pressures on the U.S. Department of Energy to reduce the estimated costs of isolating radioactive waste, $19 billion for transuranic waste at Waste Isolation Pilot Plant (WIPP) and $57 billion for high level waste at Yucca Mountain. The question arises whether economic analyses would add to the decision-making process to reduce costs yet maintain the same level of radiological protection. This paper examines the advantages and disadvantages of using cost-benefit analysis (CBA), a tool used to measure economic efficiency as an input for these decisions. Forty small clear southern pine specimens were loaded under third-point bending to examine creep and creep-recovery behavior for wood under high stress levels. Stress levels of between 69% and 91% of the predicted static strength were applied for 23 h with 1 h allowed for recovery, and the resulting deflection vs. time behavior was studied. The experimental creep and creep-recovery behavior was modeled using modified power law functions. The results indicate that these functions provide the best fit to both primary and secondary experimental data.
