The municipalities surrounding Boston Harbor are requesting that the Commonwealth of Massachusetts designate the waters of Boston Harbor as a No Discharge Area (NDA) pursuant to the Clean Water Act, Section 312(f)(3). An NDA is a body of water in which the discharge of vessel sewage, whether treated or not, is prohibited. The No Discharge Area would be called the Boston Harbor No Discharge Area.

Hiring: A decision is anticipated in the upcoming weeks regarding the hiring of a limnologist. Two candidates were selected from among three qualified applicants for telephone interviews; they were subsequently interviewed in-person.

Project 1: Review of the draft Boulder Basin Adaptive Management Plan is on-going. Meetings of the Systems Conveyance and Operations Program (SCOP) Technical Advisory Teams were attended.

Project 2: Development of a white paper expressing the joint needs of the entities involved in Water 2025 projects is on-going; scientific review of data and reports related to bacteria in high-use areas of Lake Mead is underway.

Large dams in the United States have frequently been the targets of attacks by environmentalists who believe that the dams and the reservoirs they create are violations of wilderness. There are currently numerous proposals to dismantle some dams in order to restore river ecosystems to their pre-dam conditions, including Hetch Hetchy Reservoir’s O’ Shaunnessy Dam. Less attention has been paid to those dams and reservoirs that have arguably created protected areas that otherwise may have been subject to degradation from development. Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. Low Impact Development (LID) is an approach to stormwater management and site development that is gaining popularity throughout the country. Its attractiveness lies in its potential to lessen off-site stormwater impacts, reduce costs to municipalities and developers, and promote development that is “softer on the land” compared with typical traditional development. The approach, which is applicable to residential, commercial and industrial projects, and in urban, suburban and rural settings, often is linked with efforts by governments and citizens to foster more sustainable communities.

Civil and Environmental Engineering and Construction Faculty Research

A study of the influence of interdecadal, decadal, and interannual oceanic-atmospheric influences on streamflow in the United States is presented. Unimpaired streamflow was identified for 639 stations in the United States for the period 1951–2002. The phases (cold/negative or warm/positive) of Pacific Ocean (El Niño–Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO)) and Atlantic Ocean (Atlantic Multidecadal Oscillation (AMO) and North Atlantic Oscillation (NAO)) oceanic-atmospheric influences were identified for the year prior to the streamflow year (i.e., long lead time).
