In 1965’s United States v. Shurbet case, an irrigator from Texas asserted his claim for a depletion tax deduction for groundwater pumped from the High Plains Aquifer. He argued that the unique conditions of the southern High Plains region - a plateau where the shallow aquifer is recharged only through precipitation at a slow rate - meant the groundwater resource would be depleted in time. The state argued that groundwater was not fundamentally an exhaustible natural deposit, but the Supreme Court concluded the tax deduction was appropriate given the “peculiar” conditions in the area. Without a transformative leap forward in the use of irrigation, Africa will continue falling short in the struggle to feed its growing population, improve its people’s nutrition, grow its economies, adapt to the impacts of climate change, and eliminate poverty. While Africans must lead this transformation for it to be successful, the international community can help African countries substantially increase the use of more productive and sustainable water management practices and unlock the potential of farmer-led irrigated agriculture. Northern lake-rich landscapes are vulnerable to increases in surface air temperatures and are changing in dynamic ways. Current meteorological records indicate that some of the greatest warming in the past century has occurred in the Hudson Bay Lowlands (HBL). As the HBL is an extensive wetland consisting of hundreds of thousands of shallow lakes and ponds, it is difficult to anticipate the long-term implications that climate change will have on pond water balance. A wetlands ecosystem is defined as “an area saturated by surface or groundwater at a frequency or duration sufficient to support...a prevalence of vegetation typically adapted for life in saturated soil conditions” (Batzer and Sharitz, 2007). Wetlands serve as biofilters and thus have been used to treat sewage and wastewater, as well as to restore the health of polluted water systems. Meeting growing food demands while simultaneously shrinking the water footprint (WF) of agricultural production is one of the greatest societal challenges. Benchmarks for the WF of crop production can serve as a reference and be helpful in setting WF reduction targets. The consumptive WF of crops, the consumption of rainwater stored in the soil (green WF), and the consumption of irrigation water (blue WF) over the crop growing period varies spatially and temporally depending on environmental factors like climate and soil. This study aims to calibrate and validate the generic crop model (CROPGRO-Soybean) and estimate the soybean yield, considering simulations with different sowing times for the current period (1990–2013) and future climate scenario (2014–2030). The database used came from observed data, nine climate models of CORDEX (Coordinated Regional climate Downscaling Experiment)-Africa framework and MERRA (Modern Era Retrospective-Analysis for Research and Applications) reanalysis. The calibration and validation data for the model were acquired in field experiments, carried out in the 2009/2010 and 2010/2011 growing seasons in the experimental area of the International Institute of Tropical Agriculture (IITA) in Angónia, Mozambique. Indigenous peoples throughout the world face diverse and often formidable challenges of what might be termed “water justice.” On one hand, these challenges involve issues of distributional justice that concern Indigenous communities’ relative abilities to access and use water for self-determined purposes.
