Water is an integral part of Nebraska’s economy and well being in a state that depends on an adequate supply for all uses, including agricultural, municipal, industrial, recreational and wildlife habitat.
Nebraska is fortunate with regard to its water supply, having tremendous groundwater reserves which are estimated to be in excess of two billion acrefeet (an acre-foot being enough water to cover one acre of land with a foot of water, or approximately 325,000 gallons), combined with an estimated annual precipitation of 86 million acre-feet and annual average surface water inflows of 1.7 million acre-feet, give the state adequate supplies …

The students of Calvin College’s Engineering 333 and Biology 354 classes were given the task of determining “What would it take to make Calvin College Carbon Neutral?” At first glance, it would not appear that classes on Advanced Thermal System Design and Investigations in Plant Ecology would have much in common. However, the biology and engineering students comprising these classes banded together to tackle the problem. Coming to a satisfactory conclusion would require:
- Creating an inventory of Green House Gas (GHG) emissions and sequestration potential
- Coming up with detailed solutions to achieve Carbon Neutrality

A carbon footprint is term which refers to the net amount of greenhouse gases produced to directly or indirectly by human activities and is usually expressed in terms of metric tons of carbon dioxide. The Calvin community places a strong emphasis on practicing good stewardship, including stewardship of Creation. Reducing Calvin’s carbon footprint is crucial because carbon dioxide is a major greenhouse gas and contributes heavily to global climate change. In a previous portion of this project, the carbon footprint of Calvin College was calculated to be about 66,400 MTCE (Metric Tons Carbon dioxide Emitted). The goal of this portion …

The Fall 2007 semester ENGR333 project involved a collaboration with students in BIOL354, taught by my colleague Dave Warners. We asked our students “What would it take to make Calvin College carbon neutral?”
This project resulted in the first-ever carbon dioxide emissions and sequestration assessment of Calvin College, attached below.
The student presenters animated the pie charts, and an audible gasp filled the hall when the imbalance between carbon emissions and carbon sequestration became clear.
The students also studied potential routes to carbon neutrality, one of which was a green revolving fund.

Following man-made or natural catastrophes, widespread and long-lasting disruption of lifelines can lead to economic impacts for both business and residential lifeline users. As a result, the total economic losses caused by infrastructure damage may be much higher than the value of damage to infrastructure itself. In this paper, we consider the estimation of economic impacts on businesses and residential consumers resulting from water supply disruption. The methodology we present for estimating business interruption losses assumes that marginal losses are increasing in the severity of disruption and that there may be a critical water availability cutoff below which business activity …

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. Most existing economic analyses of optimal groundwater management use single-cell aquifer models, which assume that an aquifer responds uniformly and instantly to ground- water pumping. This paper demonstrates how spatially explicit aquifer response equations from the water resources engineering literature may be embedded in a general economic framework. Calibration of our theoretical model to published economic studies of spe- cific aquifers demonstrates that, by averaging basin drawdown across the entire resource, existing studies generally understate the magnitude of the groundwater pumping external- ity relative to spatially explicit models. For nearly half a century, groundwater has been portrayed in the economic literature as a typical common property resource. Numerous studies of groundwater extraction have analyzed the externalities imposed by users on each other. A large body of work offers clear prescriptions in the form of optimal policy instruments, and a similarly large body of work advocates the needlessness of any centralized intervention. Yet existing theoretical models of groundwater extraction implicitly make two strong assumptions about the underlying behavior of the resource. First, the spatial distribution of resource users is assumed to be irrelevant. Second, path-independence of the resource is …

A study of the influence of interdecadal, decadal, and interannual oceanic-atmospheric influences on streamflow in the United States is presented. Unimpaired streamflow was identified for 639 stations in the United States for the period 1951–2002. The phases (cold/negative or warm/positive) of Pacific Ocean (El Niño–Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO)) and Atlantic Ocean (Atlantic Multidecadal Oscillation (AMO) and North Atlantic Oscillation (NAO)) oceanic-atmospheric influences were identified for the year prior to the streamflow year (i.e., long lead time). The main aim of the international UNECE monitoring program ICP Waters under the Convention of Long-range Transboundary Air Pollution (CLRTAP) is to assess, on a regional basis, the degree and geographical extent of the impact of atmospheric pollution, in particular acidification, on surface waters. Regional trends are calculated for 12 geographical regions in Europe and North America, comprising 189 surface waters sites. From 1990-2001 sulphate concentrations decreased in all but one of the investigated regions. Nitrate increased in only one region, and decreased in three North American regions. Improvements in alkalinity and pH are widely observed. Results from the ICP …

In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.
To further examine this matter, we interviewed 11 round table participants and asked questions about …

There are both internal and external pressures on the U.S. Department of Energy to reduce the estimated costs of isolating radioactive waste, $19 billion for transuranic waste at Waste Isolation Pilot Plant (WIPP) and $57 billion for high level waste at Yucca Mountain. The question arises whether economic analyses would add to the decision-making process to reduce costs yet maintain the same level of radiological protection. This paper examines the advantages and disadvantages of using cost-benefit analysis (CBA), a tool used to measure economic efficiency as an input for these decisions. Using a comparative research approach, we find that CBA …

Legislation
Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

This thesis follows two previous studies by the Author on the calculation of theoretical WEEE arisings, and an assessment of ecodesign practices in Ireland. It has established collection trials in five different locations throughout Ireland in order to characterise and quantify WEEE arisings, and to examine outlets for collected WEEE. Overall, during the twelve months of collection at the project locations, more than 450 tonnes of WEEE was collected from the public and recycled. Within the catchments of each facility, collection rates of between 2.1 and 3.5 kg/person/year were achieved during the twelve-month trial period. With further public awareness raising …
