Many employers screen job applicants with algorithms built by the same few algorithm vendors. We hypothesize that algorithmic monoculture leads to the same individuals and members of the same racial groups facing rejection. We acquire and analyze a novel dataset of 3 million applicants submitting 4 million applications where all the applications are screened by algorithms built by the same vendor. We find clear racial disparities in applicant outcomes. Of all applications submitted by Asian and Black applicants, 14.74% and 25.87% are submitted to positions that adversely impact Asian and Black applicants, respectively, according to U.S. employment discrimination standards. Recent advancements in digital platforms have reshaped content creation and distribution. User-generated content (UGC), created and shared by internet users, is transforming entertainment, communication, and information sharing. The rise of UGC has fueled the growth of the "creator economy"—an ecosystem of creators, users, and advertisers facilitated by platforms such as YouTube and TikTok. For these decisions to be just, the underlying ML models must be fair, i.e., work equally well for all parts of the population such as groups defined by gender or age. Quality of Service (QoS) is a key factor for users when choosing cloud services. However, QoS values are often unavailable due to insufficient user evaluations or provider data. To address this, we propose a new QoS prediction method, Multi-source Feature Two-phase Learning (MFTL). MFTL incorporates multiple sources of features influencing QoS and uses a two-phase learning framework to make effective use of these features. In the first phase, coarse-grained learning is performed using a neighborhood-integrated matrix factorization model, along with a strategy for selecting high-quality neighbors for target users. Symbolizing a significant turning point in the historical landscape, AI is becoming an effective tool in today's public administration, not only for increasing capacity, quality, and speed in services, but also for strategic risk management. Regulators and algorithmic auditing play a central role in implementing fairness, transparency, and persistent controls against risks in AI systems. This study investigates the integration of quantum circuits with classical neural networks for enhancing credit scoring for small- and medium-sized enterprises (SMEs). We introduce a hybrid quantum–classical model, focusing on the synergy between quantum and classical rather than comparing the performance of separate quantum and classical models. Our model incorporates a quantum layer into a traditional neural network, achieving notable reductions in training time. We apply this innovative framework to a binary classification task with a proprietary real-world classical credit default dataset for SMEs in Singapore. Introduction: The use of artificial intelligence in radiology has helped radiologists identify patterns and abnormalities in medical images to diagnose and treat patients. Deep learning and machine learning algorithms have been used to assist physicians in detecting features that are not noticeable to the human eye. The FDA has approved almost 400 AI algorithms for radiology and estimated that the market for AI in medical imaging would grow from $21.48 billion in 2018 to $264.85 billion in 2028.

This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. In this work, we experiment an idealistic approach for smart contract correctness verification and enforcement, based on the assumption that developers are either desired or required to provide a correctness specification due to the importance of smart contracts and the fact that they are immutable after deployment. It is difficult for individual players to detect differences in theoretical hold between slot machines without playing an unrealistically large number of games. This difficulty occurs because the fractional loss incurred by a player converges only slowly to the theoretical hold in the presence of volatility designed into slot pay tables. Non-Fungible Tokens (NFTs) enable ownership and transfer of digital assets using blockchain technology. As a relatively new financial asset class, NFTs lack robust oversight and regulations. These conditions create an environment that is susceptible to fraudulent activity and market manipulation schemes. This study examines the buyer-seller network transactional data from some of the most popular NFT marketplaces (e.g., AtomicHub, OpenSea) to identify and predict fraudulent activity. This research examines the Cadet to Air Force Specialty Code (AFSC) Matching Problem (CAMP). Currently, the matching problem occurs annually at the Air Force Personnel Center (AFPC) using an integer program and value focused thinking approach. This paper presents a novel method to match cadets with AFSCs using a generalized structure of the Hospitals Residents problem with special emphasis on lower quotas. Dynamic Return Relationships In The Market For Cryptocurrency: A Var Approach, Julian Gouffray

This paper examines how the Bitcoin-altcoin return relationship has evolved in periods between 2015 and 2020. To understand this relation, we observe data on the cryptocurrency Bitcoin and prominent altcoins Ethereum, Litecoin, Ripple, Stellar, and Monero, which collectively represent over 90% of the market throughout the observed period. We employ a vector autoregressive model (VAR) to produce forecast error variance decompositions, orthogonal impulse response functions, and Granger-causality tests. We find evidence that Bitcoin return variation has increasingly explained altcoin returns and that market inefficiency increased between 2017 and 2020, as shown by increased Granger causality between Bitcoin and altcoins. We propose a framework, called neural-progressive hedging (NP), that leverages stochastic programming during the online phase of executing a reinforcement learning (RL) policy. The goal is to ensure feasibility with respect to constraints and risk-based objectives such as conditional value-at-risk (CVaR) during the execution of the policy, using probabilistic models of the state transitions to guide policy adjustments. The framework is particularly amenable to the class of sequential resource allocation problems since feasibility with respect to typical resource constraints cannot be enforced in a scalable manner. I propose a method for tracking and assessing scientific progress using a prediction consensus algorithm designed for the purpose. The protocol obviates the need for centralized referees to generate scientific questions, gather predictions, and assess the accuracy or success of those predictions. It relies instead on crowd wisdom and a system of checks and balances for all tasks. It is intended to take the form of a web-based, searchable database. Applying quantum computing to real world applications to assess the potential efficacy is a daunting task for non-quantum specialists. This paper shows an implementation of two quantum optimization algorithms applied to portfolios of trade finance portfolios and compares the selections to those chosen by experienced underwriters and a classical optimizer. The method used is to map the financial risk and returns for a trade finance portfolio to an optimization function of a quantum algorithm developed in a Qiskit tutorial. While the minimum cost flow (MCF) problems have been well documented in many publications, due to its broad applications, little or no effort have been devoted to explaining the algorithms for identifying loop formation and computing the value needed to solve MCF network problems. This paper proposes efficient algorithms, and MATLAB computer implementation, for solving MCF problems. Several academic and real-life network problems have been solved to validate the proposed algorithms; the numerical results obtained by the developed MCF code have been compared and matched with the built-in MATLAB function Linprog() (Simplex algorithm) for further validation.
