There are high expectations that intelligent software agents will solve many of our current information system woes, such as lack of interoperability, multiple failure points, vulnerability to intrusion, making the right information available to the right person at the right time, and proposing solutions under time-critical conditions. Traditional approaches to building intelligent information systems employ an ontology to define a representational structure for the data and information of interest within the target domain of the system. At runtime, the ontology provides a constrained template for the creation of the individual objects and relationships that together define the state of the system at a given point in time. The ontology also provides a vocabulary for expressing domain knowledge typically in the form of rules (declarative knowledge) or methods (procedural knowledge). This paper addresses the expectations, organizational implications, and information processing requirements, of the emerging knowledge management paradigm. A brief discussion of the enablement of the individual through the wide-spread availability of computer and communication facilities, is followed by a description of the structural evolution of organizations, and the architecture of a computer-based knowledge management system. The author discusses two trends that are driven by the treatment of information and knowledge as a commodity: increased concern for the management and exploitation of knowledge within organizations; and, the creation of an organizational environment that facilitates the acquisition, sharing and application of knowledge. …

Over the past several years there has been an increasing recognition of the shortcomings of message-passing data-processing systems that compute data without understanding, and the vastly superior potential capabilities of information-centric systems that incorporate an internal information model with sufficient context to support a useful level of automatic reasoning.
The key difference between a data-processing and an information-centric environment is the ability to embed in the information-centric software some understanding of the information being processed. This paper addresses the human aspects of change at a time when the rapid wide-spread implementation of a new infostructure has become the cornerstone of national security policies. The author explores the behavioral characteristics of human beings from a point of view that is not based on inter-human comparisons, but on an examination of the innate physical, biological, intellectual, emotional, and social characteristics of our species. It is argued that the experience-based nature of the human cognitive system greatly reduces our ability to adapt to changes in our environment, exploit opportunities, and create new knowledge. The Integrated Computerized Deployment System (ICODES) is a logistic software application of ship load-planning tools that utilizes intelligent software agents in a human-computer collaborative mode. As an example of a new generation of ‘information-centric’ military decision-support systems, ICODES includes expert agents with automatic reasoning and analysis capabilities. This is made possible by an internal virtual representation of the load-planning environment, in terms of ship and cargo characteristics and the complex relationships that constitute the context within which load-planning operations are performed. This report describes work performed by the Collaborative Agent Design Research Center (CADRC) over the past several years in the design and implementation of collaborative, computer-based, decision-support systems, mostly for military applications. In these systems multiple components, either program modules or separate processes (i.e., software agents), cooperate with each other and human decision makers to solve complex problems. The components are essentially of two types: knowledge-based narrow domain experts that provide services to other agents (i.e., service-agents); and, more autonomous agents (i.e., object-agents) that represent the interests of selected objects in high level information representation schemas.

There are many sources of on-line information available to those responsible for making decisions in complex situations. However, most of that information is either intended for human use or is available only in custom or proprietary formats. Both of these conditions reduce the ability of computer software to perform automatic reasoning about this information. As a result, the usefulness of on-line information in intelligent decision-support systems is currently limited to the few sources that are implemented specifically for those systems. The vast mass of sources that do not fit that description are virtually invisible.

This terminology originated some time ago in the disciplines of cognitive science and artificial intelligence to reference three closely related but distinct concepts. As the volume of data and human-centered information available to decision-makers continues to increase at an ever-accelerating rate, the need to represent information in software-processable formats becomes more apparent. At the same time, the availability of information from diverse sources through the World Wide Web provides the opportunity to widen the scope of input to decision-support systems, if this information can be made accessible through automated means. Past approaches to information-centric interoperability have been based on the use of a shared static object model, but this becomes impractical when we consider the loosely-coupled decentralized nature of the Web.

This paper attempts to explore the behavioral characteristics of human beings from a point of view that is not based on inter-human comparisons, but on an examination of the intrinsic physical, biological, intellectual, emotional, and social characteristics of this species. It is argued that the experience-based nature of the human cognitive system greatly reduces our ability to adapt to changes in our environment, exploit opportunities, and create new knowledge. It is often lamented that we human beings are suffering from an information overload. This is a myth, as shown in Fig.1 there is no information overload. Instead we are suffering from a data overload. The confusion between data and information is not readily apparent and requires further explanation. Unorganized data are voluminous but of very little value. Over the past 15 years, industry and commerce have made significant efforts to rearrange this unorganized data into purposeful data, utilizing various kinds of database management systems. However, even in this organized form, we are still dealing with data and not information.

For the past 20 years the US military services have suffered under the limitations of stove-piped computer software applications that function as discrete entities within a fragmented data-processing environment. Lack of interoperability has been identified by numerous think tanks, advisory boards, and studies, as the primary information systems problem (e.g., Army Science Board 2000, Air Force SAB 2000 Command and Control Study, and NSB Network-Centric Naval Forces 2000). Yet, despite this level of attention, all attempts to achieve interoperability within the current data-centric information systems environment have proven to be expensive, unreliable, and generally unsuccessful.

Agent-based, decision-support systems provide human decision-makers with a means of solving complex problems through collaboration with heterogeneous collections of both human and computer-based expert agents. A Distributed Network Architecture (DNA) forms the basis of many decision-support systems available today. Such architecture excels at providing an application environment rich in transparency, performance, and expandability (Gray and Lievano 1997).
