The Town of Spencer came to us looking for a plan to build and maintain their own personal fiber network for connection between departments and to improve data security for important information. After assessing the existing landscape and determining the various paths forward, we created network diagrams and plans for the movement forward of this project.
After assessing a variety of plans, we found that a full single-mode fiber network would be the best system for the implementation in Spencer. While it was the highest cost, it also scored the highest in our assessment.

Using real time bidding (RTB), as web visitors land on a site, advertising networks are alerted of space available and whatever profile information can be gleaned about the visitor. Electronic contract signing allows two potentially dis-trustful parties to digitally sign an electronic document “simultaneously” across a network. Existing solutions for electronic contract signing either require the involvement of a trusted third party (TTP), or are complex and expensive in communication and computation. In this paper we propose an electronic contract signing protocol between two parties with the following advantages over existing solutions: 1) it is practical and scalable due to its simplicity and high efficiency; 2) it does not require any trusted third party as the mediator; and 3) it guarantees fairness between the two signing parties. This dissertation studies data privacy preservation in collaborative filtering based recommender systems and proposes several collaborative filtering models that aim at preserving user privacy from different perspectives.
The empirical study on multiple classical recommendation algorithms presents the basic idea of the models and explores their performance on real world datasets. The algorithms that are investigated in this study include a popularity based model, an item similarity based model, a singular value decomposition based model, and a bipartite graph model. Top-N recommendations are evaluated to examine the prediction accuracy.

Building Automation Systems (BAS), alternatively known as Building Management Systems (BMS), which centralise the management of building services, are often connected to corporate networks and are routinely accessed remotely for operational management and emergency purposes. The protocols used in BAS, in particular BACnet, were not designed with security as a primary requirement, thus the majority of systems operate with sub-standard or non-existent security implementations. Although disclosure has long been considered as a solution to internalize externalities, mandatory security information disclosure is still in debate. We propose a mandatory disclosure mechanism based on existing data. The information is disclosed as straightforward rankings of organizations for users to understand, interpret, and make comparisons. As a result, the disclosure can influence organizations through reputational effects. Risk is generally understood as a product of the likelihood and consequence of an event. However, the way in which estimations of consequences are formed is unclear due to the complexities of human perception. In particular, the influence of Affect, defined as positive or negative qualities subjectively assigned to stimuli, may skew risk consequence judgements. Thus a clearer understanding of the role of Affect in risk consequence estimations has significant implications for risk management, risk communication and policy formulation.

Is every act of whistle blowing, by definition, a betrayal of trust on the part of the whistle-blower? If so, are employees who blow the whistle, by implication, untrustworthy employees? Assuming that they are, would employees who blow the whistle (presumably on the grounds of moral obligation) also be willing to concede that they are not trustworthy employees, by virtue of carrying out their whistle-blowing act(s)? In answering these questions, we first propose some working definitions of whistle-blowing, trust, and trustworthiness.
