The government of Tanzania has been embracing information systems specifically websites in order to widen access to government services, lower administrative costs, and to increase public participation in decision making. As a result, almost every ministry, department, and agency (MDA) has developed a website of different kind. However, the majority of existing websites were developed without sufficiently considering user needs which indicates that they do have some usability and accessibility problems. We describe our vision for Empath-D, our system to enable Empathetic User Interface Design. Our key idea is to leverage Virtual and Augmented Reality (VR / AR) displays to provide an Immersive Reality environment, where developers/designers can emulate impaired interactions by elderly or disabled users while testing the usability of their applications. Our early experiences with the Empath-D prototype show that Empath-D can emulate a cataract vision impairment of the elderly and guide designers to create accessible web pages with less mental workload.

Technology to automatically synthesize linguistically accurate and natural-looking animations of American Sign Language (ASL) would make it easier to add ASL content to websites and media, thereby increasing information accessibility for many people who are deaf and have low English literacy skills. State-of-art sign language animation tools focus mostly on accuracy of manual signs rather than on the facial expressions. We are investigating the synthesis of syntactic ASL facial expressions, which are grammatically required and essential to the meaning of sentences. Motivated by a desire for increased accessibility in digital games, in this paper we consider the design requirements for an interface to a variation of the game Pong for single-switch users. We consider the issues in the design of accessible interfaces for games and propose a set of interface configurations for playing Pong, using this as a proof of concept for more elaborate games.
