Software plays a central role in modern societies, with its high economic value and potential for advancing societal change. In this paper, we characterise challenges and opportunities for a country progressing towards entering the global software industry, focusing on Papua New Guinea (PNG). By hosting a Software Engineering workshop, we conducted a qualitative study by recording talks (n=3), employing a questionnaire (n=52), and administering an in-depth focus group session with local actors (n=5). On the Office of Personnel Management Federal Viewpoint Surveys, followers rated their leaders as ineffective. The public expects federal government leaders to effectively lead their followers in order to efficiently manage public services. The purpose of this correlational nonexperimental study was to determine whether there is a correlation between emotional intelligence (EQ) and a full range of leadership styles, as measured by the multileadership questionnaire (MLQ), from the perspective of the follower. Seismic data loss attributed to cybersecurity attacks has been an epidemic-level threat currently plaguing the U.S. healthcare system. Addressing cyber attacks is important to information technology (IT) security managers to minimize organizational risks and effectively safeguard data from associated security breaches. After the events of September 11, 2001, inadequacies in how government organizations and agencies shared knowledge and communication with defense mission partners became readily apparent. A reasonable U.S. government information technology expectation is the integrated use of mobile phones across organizations and agencies. Yet, it is difficult to meet this expectation, as the provisioning process for mobile devices can be different for each government organization or agency. Strategies for enterprise resource planning (ERP) system implementation success have been a focus of scholars since the 1990s. Researchers have demonstrated that ERP system implementation could cause both system failures and organization failures, affecting both operations and stakeholders. The theory of constraints was the conceptual framework for this single qualitative case study that explored ERP system critical success factors (CSFs) and strategies U.S. city governments use to successfully implement ERP systems. Waldo’s predictions about the future for public administration describe five areas that would be problematic in the future: legitimacy, authority, knowledge, control, and confidence. Legitimacy includes not only that the government is legally legitimized but capable and focused on an intention to deliver the “good society.” Authority, according to Waldo, is the ability to implement policy with the acceptance of the people based on rationalism, expectations of public good, ethics, superior knowledge, and institutional contexts.
