Legislators frequently discuss the same policy issues across multiple hearings and legislative sessions, sometimes maintaining consistent positions and other times modifying or reframing their stance over time. Understanding how these positions evolve is important for analyzing political discourse and democratic accountability, yet identifying such shifts at scale remains difficult.

We introduce TRACE (Temporal Rhetorical Analysis and Consistency Evaluation), a system built on the Digital Democracy Database (DDDB) for detecting rhetorical inconsistency in California legislative hearing testimony. Differences between these forms of communication can provide useful signals for journalists and researchers seeking to understand how legislators present policy positions to different audiences.

This thesis extends the Digital Democracy Project, a legislative transparency initiative that provides access to California state legislative hearing transcripts, voting records, and related legislative data. The Rapid Urban Forest Assessment (RUFA) tool was developed to address the need for a standardized approach to evaluating and comparing urban and community forestry programs. Conference attendees are faced with selecting from hundreds to thousands of presentations and sessions in pursuit of new findings and methods relevant to their area of interest, an overwhelming amount of information from which to clearly make a decision. To address this, we developed a decision support system leveraging natural language processing (NLP) techniques such as semantic matching. By creating and matching embeddings of conference presentation abstracts and titles, the application provides improved query matching compared to keyword searching. Traditional scales utilized for recording pain are known to be highly subjective and biased due to inaccuracies in recollecting actual pain intensities. As a result, machine learning (ML) models that are trained using these scores as ground truth are reported to have low performance for objective pain classification because of the huge disparity between what was felt in moments of pain and the scores recorded afterward.

This study aspires to find a new screening approach to trace DNA recovery techniques to yield a higher quantity of trace DNA from larger items of evidence. It takes the path of visualizing trace DNA on items of evidence with potential DNA so analysts can swab a more localized area rather than attempting to recover trace DNA through the general swabbing technique currently used for trace DNA recovery. The endemic eelgrass (Zostera marina) community of Morro Bay Estuary, located on the central coast of California, has experienced an estimated decline of 95% in occupied area (reduction of 344 acres to 20 acres) from 2008 to 2017 for reasons that are not yet definitively clear. The Structured Query Language (SQL) is widely used and challenging to master. Within the context of lab exercises in an introductory database course, this thesis analyzes the student learning process and seeks to answer the question: ``Which SQL concepts, or concept combinations, trouble students the most?'' We provide comprehensive taxonomies of SQL concepts and errors, identify common areas of student misunderstanding, and investigate the student problem-solving process. We present an interactive web application used by students to complete SQL lab exercises. In addition, we analyze data collected by this application and we offer suggestions for improvement to database lab activities.

Due to cuts in funding and growing focus at the national level, public oversight for these legislators has drastically decreased. This thesis presents a look at the suitability of Suffix Trees for full text indexing and retrieval. Typically suffix trees are built on a character level, where the tree records which characters follow each other character. By building suffix trees for documents based on words instead of characters, the resulting tree effectively indexes every word or sequence of words that occur in any of the documents. Document classification is used to sort and label documents. This gives users quicker access to relevant data. Users that work with large inflow of documents spend time filing and categorizing them to allow for easier procurement. The Automatic Classification and Document Filing (ACDF) system proposed here is designed to allow users working with files or documents to rely on the system to classify and store them with little manual attention. By using a system built on Hidden Markov Models, the documents in a smaller desktop environment are categorized with better results than the traditional Naive Bayes implementation of classification.
