Discussions is a new feature of GitHub for asking questions or discussing topics outside of specific Issues or Pull Requests. Before being available to all projects in December 2020, it had been tested on selected open source software projects. To understand how developers use this novel feature, how they perceive it, and how it impacts the development processes, we conducted a mixed-methods study based on early adopters of GitHub discussions from January until July 2020. Traceability between published scientific breakthroughs and their implementation is essential, especially in the case of open-source scientific software which implements bleeding-edge science in its code. However, aligning the link between GitHub repositories and academic papers can prove difficult, and the current practice of establishing and maintaining such links remains unknown. This paper investigates the role of academic paper references contained in these repositories. We conduct a large-scale study of 20 thousand GitHub repositories that make references to academic papers. In cryptography and algorithmic number theory, modular inversion is viewed as one of the most common and time-consuming operations. Novice programmers often struggle with problem solving due to the high cognitive loads they face. Furthermore, many introductory programming courses do not explicitly teach it, assuming that problem solving skills are acquired along the way. In this paper, we present 'PCDIT', a non-linear problem solving framework that provides scaffolding to guide novice programmers through the process of transforming a problem specification into an implemented and tested solution for an imperative programming language. Many instructors in computing and HCI disciplines use hands-on activities for teaching and training new skills. Beyond simply teaching hands-on skills like sketching and programming, instructors also use these activities so students can acquire tacit skills. Yet, current video-conferencing technologies may not effectively support hands-on activities in online teaching contexts. It is well-known that quantum programs are not only complicated to design but also challenging to verify because the quantum states can have exponential size and require sophisticated mathematics to encode and manipulate. To tackle the state-space explosion problem for quantum reasoning, we propose a Hoare-style inference framework that supports local reasoning for quantum programs. By providing a quantum interpretation of the separating conjunction, we are able to infuse separation logic into our framework and apply local reasoning using a quantum frame rule that is similar to the classical frame rule. The discrete Fréchet distance (DFD) captures perceptual and geographical similarity between two trajectories. It has been successfully adopted in a multitude of applications, such as signature and handwriting recognition, computer graphics, as well as geographic applications. In most prior work, micromanagement is the commonly used strategy whereby individual agents operate independently and make their own combat decisions. Monitoring and contract renegotiation are two common solutions for addressing information asymmetry and uncertainty between a client and a vendor of software outsourcing services. Monitoring is mostly applied in time-and-materials contracts, as a basis for inspecting and reimbursing the vendor’s efforts in system development. Renegotiation, by contrast, is deployed in fixed-price and time-and-materials contracts to mitigate the loss of surplus from uncertainty after system development. We investigate the interaction between monitoring and renegotiation and examine the corresponding contract choice problem. For an image query, unsupervised contrastive learning labels crops of the same image as positives, and other image crops as negatives. Although intuitive, such a native label assignment strategy cannot reveal the underlying semantic similarity between a query and its positives and negatives, and impairs performance, since some negatives are semantically similar to the query or even share the same semantic class as the query. In this work, we first prove that for contrastive learning, inaccurate label assignment heavily impairs its generalization for semantic instance discrimination, while accurate labels benefit its generalization. In this paper, we bridge the gap between the state-of-the-art theoretical results for matrix completion with the nuclear norm and their equivalent in \textit{inductive matrix completion}: (1) In the distribution-free setting, we prove bounds improving the previously best scaling of \widetilde{O}(rd2) to \widetilde{O}(d3/2√r), where d is the dimension of the side information and rr is the rank. (2) We introduce the (smoothed) \textit{adjusted trace-norm minimization} strategy, an inductive analogue of the weighted trace norm, for which we show guarantees of the order \widetilde{O}(dr) under arbitrary sampling. In this research, we show that a Blockchain-based auction is subject to the threat to availability because of the characteristics of the Blockchain platform, which could lead to auction inefficiency or even market failure. One of the main challenges in real-world reinforcement learning is to learn successfully from limited training samples. We show that in certain settings, the available data can be dramatically increased through a form of multi-task learning, by exploiting an invariance property in the tasks. We provide a theoretical performance bound for the gain in sample efficiency under this setting. This motivates a new approach to multi-task learning, which involves the design of an appropriate neural network architecture and a prioritized task-sampling strategy. This article reinterprets algorithmic rationality by looking at the interaction between mathematical logic, mechanized reasoning, and, later, computing in the Russian Imperial and Soviet contexts to offer a history of the algorithm as a mathematical object bridging the inner and outer worlds, a humanistic vision that we, following logician Vladimir Uspensky, call the “culture of the impossible.” We unfold the deep roots of this vision as embodied in scientific intelligentsia. Current value-based multi-agent reinforcement learning methods optimize individual Q values to guide individuals' behaviours via centralized training with decentralized execution (CTDE). However, such expected, i.e., risk-neutral, Q value is not sufficient even with CTDE due to the randomness of rewards and the uncertainty in environments, which causes the failure of these methods to train coordinating agents in complex environments. We present NeuroLKH, a novel algorithm that combines deep learning with the strong traditional heuristic Lin-Kernighan-Helsgaun (LKH) for solving Traveling Salesman Problem. Specifically, we train a Sparse Graph Network (SGN) with supervised learning for edge scores and unsupervised learning for node penalties, both of which are critical for improving the performance of LKH. Based on the output of SGN, NeuroLKH creates the edge candidate set and transforms edge distances to guide the searching process of LKH. Recently, Transformer has become a prevailing deep architecture for solving vehicle routing problems (VRPs). However, it is less effective in learning improvement models for VRP because its positional encoding (PE) method is not suitable in representing VRP solutions.
