[Purpose/significance] A structural analysis of the stratified dependencies among accessibility determinants in rural public digital cultural ecosystems enables identification of pivotal developmental nodes, thereby establishing theoretical foundations for optimizing service delivery mechanisms and achieving spatial equilibrium in digital cultural provision. [Method/process] This study applies grounded theory to conduct a comprehensive coding analysis of policy documents related to China's rural public digital cultural services. Human cognition has been described in terms of content. This description becomes insufficient once artificial systems make output observable apart from subject attribution, intention, and relational context. Under this contrast condition, what becomes visible is a layered structure in which output, reconstruction, evaluation, and termination do not necessarily coincide. The same input may register as complete under one processing condition while remaining unresolved under another. This separability means that content-based description does not merely omit an additional variable: it can mislocate a processing difference as a difference in meaning, personality, intention, ability, or attitude. In the summer of 2025, the Northern Rainstorm Belt stretching from eastern Northwest China to the Northeast region exhibited a significant increase in summer precipitation and rainfall frequency over northern China. Cities in the north were frequently struck by extreme rainstorms, resulting in prominent disasters such as “floods in drylands and urban waterlogging”. Existing frameworks of cognition and intervention assume that processing occurs, meaning is available, and evaluation can be applied.

This paper describes a configuration in which this assumption does not hold.

In CF-foregrounded processing where modulation is absent, processing occurs only when coherence is satisfied. When coherence is not satisfied, processing does not occur. Under this condition, no representation is generated, no evaluation applies, and no action selection is produced.

Within single-layer cognitive models, EF and CF are not distinguished. Within such models, CF does not exist as a condition.

Universities face heightened vulnerability to phishing attacks due to their open information-sharing culture and diverse user populations. This study examines how phishing exploits human factors within campus environments and evaluates three major training strategies: embedded phishing, microlearning, and role-based instruction to understand their individual and combined effectiveness. I explored studies that implement these strategies in pairs and use the strategies alone, identified trends in susceptibility reduction, behavioral reinforcement, and contextual relevance. I suggest that, while each method independently improves user awareness, multiple approaches offer stronger, more adaptable protection by addressing both psychological triggers and role-specific risks. Artificial intelligence has accelerated faster than society's ability to adapt, leaving older adults extremely vulnerable to AI-generated fraud. Americans over age 60 lost $4.9 billion to scams in 2024, 43% more than the previous year. In this research, I investigate how digital illiteracy, combined with AI-generated deepfakes, creates this crisis. Older adults struggle with three principal vulnerabilities: distinguishing legitimate sites from scams, judging whether online information is truthful, and understanding how algorithms use their data. Hallucination is defined not as factual error but as a structural failure of alignment across target, layer, and constraint.

Within the Core-Modulation Architecture (CMA), cognition proceeds through layered processing and requires layer-specific termination conditions. Hallucination arises when Modulation-level termination is registered as completion while Core-level resolution has not occurred, producing structurally ungrounded but locally coherent outputs.

Detection is therefore structural rather than content-based, focusing on layer mismatch and termination failure.

This document presents a minimal structural account of hallucination within the CMA framework.

Background: Emotion recognition plays a pivotal role in behavioral analysis, mental health assessment, and human-computer interaction. Micro-expressions, which are brief and involuntary facial movements, offer valuable insights into concealed emotions. However, validating micro-expressions remains a challenge due to their subtlety and short duration. In this cyber dependent and enabled era, understanding the role of human factors in digital security is essential. This study investigates the relationship between Big-Five personality traits and cybersecurity behaviors by examining both self-reported and stimulated behaviors in security threat scenarios. Participants completed validated questionnaires to report their personality traits, cybersecurity practices and engage in task-based stimulations to capture behaviors such as phishing detection, password creation, and response to security alerts. Next-Generation Democratic Cyber Statecraft - Balancing The Signal: Shutdown Shocks And Democratic Digital Governance, Scott M. Di Panni

This paper develops Next-Generation Democratic Cyber Statecraft (NG-DCS), a unified strategic doctrine for democratic governments to contest the cognitive domain against authoritarian adversaries. Drawing on twenty-six years of cross-national panel data (1999–2024) spanning 213 countries, game-theoretic modeling, and qualitative case analysis, the paper establishes three interconnected empirical and theoretical foundations. First, cross-national OLS regression across 160+ countries demonstrates that regime type is the dominant structural determinant of internet freedom (R²=0.615, β=2.513, p< 0.001), explaining more than twice the variance attributable to per-capita wealth (R²=0.268). Democratic governance, not economic development, produces open digital environments. Second, a two-way fixed effects (TWFE) difference-in-differences study exploiting government-ordered internet shutdowns as discrete policy interventions finds that digital restrictions causally degrade V-Dem governance quality by 0.21–0.38 standard deviations (p< 0.001 across all specifications). Treatment effects are immediate (β=−0.302 at k=0) and persist through five post-treatment years (β=−0.246 at k=+5), indicating structural rather than transitory governance damage. Parallel trends validation (p=0.352) and Callaway–Sant’Anna heterogeneity-robust estimation (ATT=−0.230, SE=0.077) support causal identification. Instrumental variable triangulation (2SLS β=−0.949, p=0.005) confirms that simultaneity was attenuating, not inflating, the primary estimates. Third, formal game-theoretic analysis reveals that the current U.S.–adversary equilibrium is (Restrain, Escalate)—the risk-dominant but Pareto-inferior outcome of a Stag Hunt structure. China, Russia, North Korea, and Venezuela each occupy structurally distinct positions (Stackelberg commitment, asymmetric two-level, autarky, and reactive trigger, respectively), requiring differentiated doctrinal responses rather than a uniform strategic playbook. Generative AI and algorithmic governance are shown to accelerate cognitive vulnerability by collapsing influence operation costs and exploiting engagement-optimized platform architectures that systematically degrade deliberative capacity in democratic populations.
