Strike planning is one of the fundamental tasks of the Turkish Air Force and involves assignment of strike aircraft to targets with a maximum level of efficiency. Therefore, planning an optimal strike plan based on the preferences of the decision maker is crucial. Portfolio selection problems with combinatorially-large alternative sets can be impossible to evaluate precisely on a reasonable timescale. When portfolios require complex modeling for performance assessment, prohibitive computational processing times can result. Eliminating a small number of alternatives through an intelligent screening process can greatly reduce the number of alternative combinations, thereby decreasing a problem's evaluation time and cost. A methodology was developed for the class of hierarchical portfolio selection problems in which multiple objectives are all judged on the same sub-objectives. A novel approach for formulating and solving for the dynamic response of multibody systems has been developed using Hamilton’s Law of Varying Action as its unifying principle. In order to assure that the associated computer program is sufficiently robust when applied across a wide range of dynamic systems, the program must be verified and validated. US Air Force recruiters routinely assign new recruits to available jobs every month. The goal is to find the best assignments in an efficient manner. Although this problem is modeled as a bipartite assignment matching problem, it is not new to the field of Operations Research. This research presents a new approach to solve assignment matching problems given multiple side constraints. Using two multi-criteria optimization techniques, lexicographic optimization and the elastic constraint method, the assignment matching algorithm efficiently produces an optimal solution in a fraction of the time currently spent. We applied the Wigner Distribution Function, a distribution function of time and frequency based on an initial function of either of those variables, to a series of time based correlation functions. These time based correlation functions were the result of a 1-dimensional free particle wave packet, the reactant wave function, which had propagated through a quantum potential well and then had components of the reactant wave function that exited the opposite side of the well auto-correlated in time with a stationary 1-dimensional free particle wave packet, the product wave function. To emphasize the importance of sustainment, the DoD Joint Requirements Oversight Council addressed sustained Materiel readiness and established a mandatory Key Performance Parameter (KPP) for Materiel Availability; it also established supporting Key System Attributes (KSAs) for Materiel Reliability and Ownership Cost (Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3170.01C, 2007). A study of risk assessment for artillery fire randomly colliding with fixed wing aircraft is presented. The research lends itself to a general study of collision models. Current models of object collisions fall under one of three categories: the historical model, the gas particle model, and the satellite model. These three vary in data requirements and mathematical representation of the impact event. The gas particle model is selected for its flexibility and robust estimation. The need for optimal target detection arises in many different fields. Due to the complexity of many targets, it is thought that the combination of multiple classification systems, which can be tuned to several individual target attributes or features, might lead to more optimal target detection performance. The ROC curves of fused independent two-label classification systems may be generated by the mathematical combination of their ROC curves to achieve optimal classifier performance without the need to test every Boolean combination. A graph is a key construct for expressing relationships among objects, such as the radio connectivity between nodes contained in an unmanned vehicle swarm. The study of such networks may include ranking nodes based on importance, for example, by applying the PageRank algorithm used in some search engines to order their query responses. The PageRank values correspond to a unique eigenvector typically computed by applying the power method, an iterative technique based on matrix multiplication. Microstrip traveling-wave antennas, often referred to as leaky-wave antennas, have been shown to radiate when the dominant or fundamental mode is suppressed and the first higher-order mode is excited. One such microstrip variation is the Thiele Half-Width (THW) antenna, which operates from 5.9 - 8.2 GHz for this research. We develop new time-frequency analytic techniques which facilitate the rapid detection of a person's heart and breath rates from the Doppler shift the movement of their body induces in a terahertz radar signal. In particular, the Doppler shift in the continuous radar return is proportional to the velocity of the person's body. Thus, a time-frequency analysis of the radar return will yield a velocity signal. This signal, in turn, may undergo a second time-frequency analysis to yield any periodic components of the velocity signal, which are often related to the heart and breath rates of the individual. The purpose of this research was to evaluate the appropriateness of using non-parametric estimators, specifically the Chao1, ACES, and Jackknife methods, for estimation of the number of unique species comprising a population. It goes on to develop a parametric method for the above stated problem. This research consisted of creating diverse populations, with known numbers of species, and applying the aforementioned non-parametric and parametric methods to samples drawn from the constructed populations. Street gangs have plagued the United States for decades. One focus of current gang prevention efforts strives to reduce the number of new recruits to local street gangs. This research proposes the uses of modeling and decision analysis to aid in identifying potentially “at risk” children likely to join a street gang in Montgomery County, Ohio. Performance measures for families of classification system families that rely upon the analysis of receiver operating characteristics (ROCs), such as area under the ROC curve (AUC), often fail to fully address the issue of risk, especially for classification systems involving more than two classes. For the general case, we denote matrices of class prevalences, costs, and class-conditional probabilities, and assume costs are subjectively fixed, acceptable estimates for expected values of class-conditional probabilities exist, and mutual independence between a variable in one such matrix and those of any other matrix. The removal of the shadow will aid in the rendering of higher quality binary silhouettes than previously allowed. These silhouettes will allow researchers studying gait recognition to work with silhouettes unhindered by unrelated data. The thesis begins with the analysis of videos of solid colored backgrounds. In this work, the theory of time scales calculus that we will employ is developed, as derivatives, integrals, and fundamental results are introduced. When necessary for subsequent discussion, other results are presented. The Hilger Complex Plane, the time scale exponential function, and its properties are given, as is a generalization of the variation of constants formula. Statistical control charts are often used to detect a change in an otherwise stable process. This process may contain several variables affecting process stability. The goal of any control chart is to detect an out-of-control state quickly and provide insight on when the process actually changed. This reduces the off-line time the quality engineer spends assigning causality. In this research, a multivariate magnitude robust chart (MMRC) was developed using a change point model and a likelihood-ratio approach. When conducting a space proximity operation, developing high-fidelity estimates of the dynamical and physical properties of a Resident Space Object (RSO) based on post-rendezvous observational data acquired, is imperative for the understanding of the RSO itself and the operating environment. This research investigates the estimation of relative motion dynamics, rotational dynamics, and the feasibility of estimating the moments of inertia of a RSO. Using the Hill-Clohessy-Wiltshire equations, rigid-body dynamics, and estimation theory, a nonlinear least squares estimation algorithm is implemented in the processing of range data from tracked observation points on the RSO body. This research focuses on numerically solving a class of computationally expensive optimization problems that possesses a unique characteristic: as the optimal solution is approached, the computational time required to compute an objective function value decreases. This is motivated by an application in which each objective function evaluation requires both a numerical fluid dynamics simulation and an image registration and comparison process. This thesis presents the adaptation of Ant Colony Optimization to a new NP-hard problem involving the replication of multi-quality database-driven web applications (DAs) by a large application service provider (ASP). The ASP must assign DA replicas to its network of heterogeneous servers so that user demand is satisfied and replica update loads are minimized. An algorithm is presented which uses the channel packet method (CPM) to simulate low-energy, wave-packet propagation and compute S-matrix elements. A four-by-four matrix containing the momentum, expansion coefficients of the reactants and products is introduced to account for initial and final states having both positive and negative momentum. The approach does not consider scattering from one side or the other, rather it considers both incoming and outgoing wave packets from the left and right simultaneously. This research effort develops a program using MATLAB to solve the equations of motion for atmospheric reentry and analyzes the validity of the program for use as a tool to expeditiously predict reentry profiles.
