Does Risk Aversion Make A Case For Conservatism, Ralph M. Perhac Jr. Sep 1996

Does Risk Aversion Make A Case For Conservatism, Ralph M. Perhac Jr.

RISK: Health, Safety & Environment (1990-2002)

Dr. Perhac argues that risk aversion, alone, and assuming it is justifiable, does not support the prefer ability of overstating, as opposed to understating, mean risk.

Comparing Risks Thoughtfully, Adam M. Finkel

RISK: Health, Safety & Environment (1990-2002)

Dr. Finkel argues that comparing risks is neither impossible nor immoral - but is nonetheless very difficult. He then discusses two major pitfalls of making such comparisons, one commonly cited and one routinely ignored, before sketching a framework for improving them.

Managing Multiple Information Sources Through Ontologies: Relationship Between Vocabulary Heterogeneity And Loss Of Information, Eduardo Mena, Vipul Kashyap, Arantza Illarramendi, Amit P. Sheth Aug 1996

Managing Multiple Information Sources Through Ontologies: Relationship Between Vocabulary Heterogeneity And Loss Of Information, Eduardo Mena, Vipul Kashyap, Arantza Illarramendi, Amit P. Sheth

Kno.e.sis Publications

The ability to deal with a huge number of independent and heterogeneous repositories is the most critical problem in Global Information Systems. One approach to enable efficient query processing is by utilizing semantic descriptions (organized as ontologies) of such repositories whenever available.

In this context semantic relationships among ontologies can be used Query Processors. Three kind of relationships are considered: synonyms and hypernyms. Using synonyms the semantic of the query is preserved; however, when synonyms are not available and hypernyms or hyponyms are used there exists some loss of information that must be measured.

Measuring The Momentum Of Throughfall Drops And Raindrops, Paul Kimble Aug 1996

Measuring The Momentum Of Throughfall Drops And Raindrops, Paul Kimble

Masters Theses & Specialist Projects

The methods previously used to determine the momentum and kinetic energy of throughfall drops in the field do not account for the drop's shape at impact or for the variations of the drop's velocity caused by chaotic air currents. The drop's shape at impact is critical because it influences the drop's measurable momentum, kinetic energy, impact force, and the amount of soil that can be displaced by the falling water drop. Since the momentum and kinetic energy of raindrops and throughfall drops are used as indices of soil particle displacement the most accurate momentum and kinetic energydata would be required …

Ethical Problems And Dilemmas In The Interaction Between Science And Media, David Resnik Jul 1996

Ethical Problems And Dilemmas In The Interaction Between Science And Media, David Resnik

Ethics in Science and Engineering National Clearinghouse

Science and the media are not strange bedfellows since they both gather information, value accuracy and objectivity, and recognize their enormous social responsibilities. The public often benefits from interactions between science and the media, and these two institutions often complement each other. However, since they have different standards, goals, expertises, competencies, and funding sources, science and the media can sometimes interact in ways that produce unintended, adverse consequences for the public. Sometimes the public may become misinformed, deceived, or confused as a result of the media's coverage of science. This unfortunate effect can lead to poor policy decisions, ill-informed public …

Ethics, Physics, And Public Policy, Tina Kaarsberg Jul 1996

Ethics, Physics, And Public Policy, Tina Kaarsberg

Ethics in Science and Engineering National Clearinghouse

This paper discusses the ethical aspects of physicists', and the physics community's involvement in public policy. The work of individual physicists is often quite distant from any societal impact and thus public policy is not normally considered an important ethical consideration for individual physicists. However, in light of the great societal impact of physics-based technologies, the physics profession, by definition, has a major impact on public policy. In addition, most physicists in the U.S. benefited considerably from public funding in their physics education, and many continue to depend upon federal and state funding. Thus, there is a strong ethical argument …

Libsearch: A Window-Based Frontend To Remote Bibliographic Databases On The Internet, Ee Peng Lim, Soo-Yin Cheng

Research Collection School Of Computing and Information Systems

Over the past several years, a number of wide-area information navigation and discovery tools have been introduced, including WAIS[1], Gopher[2], World-Wide Web[3], etc. In this paper, we describe a graphical query interface to remote bibliographic databases that can be found on the internet. A library query client, called LibSearch, has been designed and implemented using a set of APIs based on Z39.50 protocol standard[4]. Z39.50 is an application-layer protocol within the OSI reference model designed to allow library users to remotely access the bibliographic records in the library systems. As increasing number of OPAC systems are being established as Z39.50 …
